Background

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria . As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs.

NRC Syria Response Office is looking for an Area Programme Manager (APM) that will be responsible for overseeing a substantial part of NRC’s Syria programme, in selected geographical areas. S/he will ensure that all projects and project activities meet relevant quality and compliance standards, extend adequate levels of high-quality support and supervision to the Project Managers, and contribute extensively to new programme development. The APM will ensure that NRC continues to implement holistic and needs-based programming and will represent NRC at relevant coordination forums. The APM is also a member of the Area Senior Management Team.

Duties and Responsibilities

-Line management of the Core Competency (CC) Project Managers;

  • Ensure full adherence to NRC policies and procedures;
  • Responsible for actively promoting, supporting and driving ‘integrated’ (multi-sector) programmes, cross-sectorial exchange of lessons learnt and adherence to relevant quality standards;
  • Contribute towards country and area level (programmatic) strategies;
  • Ensure Compliance to donor standards, and oversee effective grant management and regular, timely and high-quality reporting to donors of the Area programme, within the SRO grants management structure;
  • Identify funding opportunities and develop funding strategy and forecasts and contribute substantially towards new program development;
    Responsible for grants management and BPO allocations in Area;
  • Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation;
  • Coordinate emergency responses in Area as and when relevant;
  • Ensure a capacity-building plan for all technical staff is developed and implemented;
  • Deputy Area Manager (AM) when appointed and step in as Acting AM (or OIC) as and when required;
  • Ensure systems for program quality control, monitoring and evaluation, and incorporate key learning in program development, adjustment and implementation;
  • Contribute towards identifying and monitoring implementing partners and contribute towards institutional capacity development of strategic partners, ensuring partners implement in accordance with NRC policies and procedures as well as relevant donor rules & regulations;
  • Contribute to SRO proposal development, identify donor needs / donor challenges, develop area protocol for go / no go decisions on funding opportunities;
  • Represent NRC in externally with regards to programmatic issues, including in relevant coordination forums and vis-à-vis donors and other relevant external stakeholders;
  • Contribute to planning and implementation of needs assessments, with technical support from Syria Response Office (SRO) Core Competency Specialists, including for new areas of operation;
  • Work with CC PMs to develop programmatic strategy for both emergency and transitional/durable solutions responses (with a focus on returns);
  • Ensure project full compliance with NRC’s Project Cycle Management Framework;
  • Oversight of implementation of projects, including progress towards targets and spending against budgets, in coordination with all project managers;
  • Coordinate with relevant Support functions (Logistics, Finance, HR) to ensure timely, compliant and high-quality project planning, implementation and monitoring;
    Performance management of all direct reports, including regular 1:1 meetings and completion of work and development plans.

Our ideal candidate

  • Minimum 5 years’ experience in a management position in a humanitarian/recovery context
  • Experience from working in complex, insecure and volatile contexts
  • Expertise in one or more of NRC’s Core Competencies is considered an advantage
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile

-Fluency in English, both written and verbal

  • Knowledge of complex multi core competency programming.
  • Knowledge of donor proposals, budgets, financial reporting.
  • Knowledge of the context in Syria is an asset.

  • Contract period: 12 months
  • Salary/benefits: According to NRC’s salary scale and terms and conditions
  • Duty station: Amman, willing to travel approximately 10 % within Syria Response Office are of operations
