Project description:

This recruitment is part of the implementation of the “EU Support to Social Protection in Jordan” programme, funded by the European Union. The management of the component named “Support to CSOs and De-Institutionalisation with CSOs” is entrusted to Expertise France, the French international cooperation operator.

The overall objective (impact) of the EU Action is to contribute to the support of social sector reforms and the development of an equitable and inclusive society in Jordan through the improvement and modernisation of the quality and performance of the social protection system.

The specific objectives of this component implemented by Expertise France are to support the strengthening of the links between the Jordan Ministry of Social Development (MoSD) and the Civil Society Organisations/ Charities, strengthening these CSOs as actors in the development, service-delivery, monitoring and evaluation of social protection and to support their participation in quality social services for target beneficiaries.

The project team in Amman is composed as follows:

  • a Component Leader
  • a National Expert for supporting CSOs
  • a Coordination Officer
  • an Office Manager/Interpreter
  • An Administrative and Financial Manager
  • A Financial Assistant

And supported, from Paris, by:

  • A Quality Assurance Expert
  • A Project Assistant

Within this framework, Expertise France is looking for an Administrative and Financial Manager to support the implementation of this project under the supervision of the Component Leader.

Roles:

1) Ensure the effective administrative and financial management of the programme, in close collaboration with the component leader and the coordination officer (who acts as a link with Expertise France’s headquarters in Paris), with the support of the financial assistant and the Project assistant based in Paris;

2) Support the financial aspects of the launch of calls for proposals and the financial monitoring of funded projects

3) Support CSOs’ capacity building activities on administrative and financial management

4) Contribute to the monitoring and evaluation system by collecting and analysing financial data;

Tasks assigned to him/her:

1. Ensure the effective administrative and financial management of the programme

a) Financial management

  • Analysis and follow-up of project expenses and budget;
  • Monitor day to day accounting: payments, expenses follow up, petty cash box follow up;
  • Monitor programme cash flows;
  • Supervise the control and monitoring of cash and bank accounts;
  • Prepare interim financial reports to the EUD;
  • Prepare final financial report to the EUD;
  • Prepare intermediate and final invoices to the EUD and confirm receipt on the project bank account;
  • Supervise the collection of supporting documents for expenses and proof of payment into the project bank account;
  • Support the coordination officer on the annual financial closing periods;
  • Support the coordination officer on the information on the programme bank account;

b) Administrative management

  • Administrative follow-up of local team’s working day table – through time sheets – which may have a link to the payment of fees;
  • In partnership with the coordination officer, develop terms of reference to launch the audit of the programme and the audits of the projects implemented with programme funds;
  • Follow-up of CSO project audits and conclusions;
  • Supervise the provision of information to the auditor on the details of projects under audit;
  • Depending on the audit findings, coordination to address issues;
  • Ensure, in close cooperation with the Coordinator Officer, that all the established contracts comply with the project procedures;
  • Conduct procurement procedures for contracts that exceed the commitment thresholds of the simplified commitment procedure authorised by EF.

2. Support the financial aspects of the launch of calls for proposals and support the financial monitoring of CSOs funded projects

  • Support the National Expert for supporting CSOs, and the Coordination Officer, in the development of the procedural and financial framework to be followed by CSOs for the management of grants awarded;
  • Financial monitoring of funded CSOs: remain attentive to the key points of financial monitoring expected of CSOs (reporting deadlines, control checklist…);
  • Follow-up of CSO audits and their conclusions.

3. Support CSOs’ capacity building activities in administrative and financial management

  • Participate in the development and implementation of financial management training sessions for CSOs;
  • Assist the funded CSOs in answering their questions about financial aspects.

4. Contribute to the monitoring and evaluation system and capitalising on project activities

  • Support the collection and analysis of financial data generated in project activities.

Documents/ Deliverables for which he/she is accountable:

  • Grant scheme financial guidelines;
  • Interim financial reports;
  • Final financial report;
  • Reconciliation of annual financial reports;
  • Terms of reference for audits of the project and funded CSOs.

Profile:

Training

· Master’s degree in Accounting, Finance, Business or Public Administration, Economics, or related field.

Professional skills

· At least 6 years of professional experience in similar functions;

· Professional experience in EU funded project management is mandatory;

· Mastering financial software;

· Mastering Microsoft Office software (MS Office: Word, Excel, PowerPoint)

· Experience or strong knowledge of Jordan public administration would be a definite asset.

Language skills

· Excellent command of English and Arabic written and spoken
