For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.Since March 2011, civil war is raging and it is estimated to have cost life to more than 250,000 people. The military conflict between the Syrian army and the opposition forces has resulted in massive displacements of populations inside the country and in neighbouring countries. The humanitarian situation has worsened in 2016 with the fall of Eastern Aleppo and the increasing fighting against ISIS.
The goal of MdM is to offer medical care services to the Syrian civilian populations, working in close collaboration with MdM-Turkey (Dünya Doktorları Derneği) and MdM-Spain, both part of the MdM international network.
The aim of the project is to support access to health care in Idlib, Aleppo, Dera’a and El Hassake governorates (areas to be potentially expanded), through direct implementation and to provide medical support to partners on the field. Primary health care, sexual and reproductive health and access to secondary health care is part of MdM package of activities. Psychosocial activities are under process of being introduced within the projects.
The Syria coordination supervise the whole intervention inside Syria, led from 4 different countries based on a mix of remote management of national teams and of local structures and CBOs.**

TASKS AND RESPONSIBILITIES:

Under the direct supervision of support service and compliance coordinator, you are in charge of the HR management on a mission of approximatively 100 staff under local contract involving 5 different missions, depending on different labor law.
You work in close collaboration with the finance coordinator and technical advisers at the headquarters.

More specifically, the activities are to:
-Strengthen and update MdM HR policy for Syria and Jordan
-Ensure that the general HR administration procedures are in place
-Supervise the administrative and payroll procedures
-Improve the efficiency and quality of tools used in HR department and update it
-Update the classification and salary grid when needed and ensures its strict implementation on the bases-Develop MdM policy to build capacity of the national staff, foster career development and management skills
-Define, follow-up and monitor training plan
-Establish proper framework for staff representation through each of the countries
-Develop contacts with lawyers to ensure MdM compliance with labor law and management of HR staff
-Ensure the application of local legislation concerning the expatriate personnel and participate in the definition of their living rules and working conditions
-Contribute to the development of organizational charts and update it on monthly level
-Update and monitor procedures for recruitment, supervise the process for administrative and HR staff
-Design and monitor evaluation process
-Support the HR team on other sites and the coordinators for any administrative and HR issues
-Propose disciplinary measures regarding the team under his responsibility

CONDITIONS OF EMPLOYMENT:

Status : Employee

Contract : Fixed-term contract

Duration : 12 months

Based in Amman with frequent travels to Turkey, Lebanon and Iraqui Kurdistan
Starting date: as soon as possible

SKILLS AND EXPERIENCE NEEDED:

Languages: English fluent
Arabic is an added value
Humanitarian experience of 2 years minimum in a similar position
Experience in management and in remote controlled missions
Experience in negotiations with local partners and authorities in a difficult legal, administrative and political context
Good computer skills (Word, Excel, database management)
Ability to work under a minimum of supervision
Ability to work in an unstable and volatile context
Diplomacy, capacity to take initiatives, ability to classify and to manage priorities
