MISSION CONTEXT

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of rehabilitative care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a remote humanitarian program from three hubs in Jordan, Lebanon and Turkey, along four main pillars:

  1. Support to health partners (hospitals, care houses, rehabilitation centers, local NGOs) for the provision of comprehensive rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of rehabilitation material and/or equipment;
  2. Provision of basic needs kits – Food baskets, Household Essential Items and Hygiene kits – in one-shot distributions to people who experience a sudden degradation of their living conditions due to renewed conflict, displacement and/or exclusion from humanitarian assistance;
  3. Education to the risks and effects caused by conventional weapons (including mines, Explosive Remnants of War and Small Arms Light Weapons) and urgent marking of hazardous areas;
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response.

The current intervention is based on a mix of remote management of national teams and remote partnerships with local structures and organisations. HI has implemented some direct management programs in the past and is looking for ways to launch more in the coming months.

JOB CONTEXT AND CHARACTERISTICS

NOTE: in the current global Covid-19 crisis, this position is expected to work remotely from their current location. If/when movement restrictions are eased and travel from their location to Jordan-Amman becomes possible, the candidate and HI will decide consensually whether to transfer the duty station to Amman (with HI’s standard expat package) or maintain it in the current location of the candidate until the contract’s end, with visits to Amman if relevant and feasible.

MAIN RESPONSABILITIES

1 Responsibility

Expertise

1.1 Contributes to the country strategies, in line with the global strategies

Provides sectorial technical inputs to the STRATOPs of the Programme under his

scope and in his sectorial scope, in line with the global STRATECH and ensure relevant follow up

1.2 Ensure technical support to projects in line with the global technical frameworks and standards on his sectorial scope

a. Provide adequate technical guidance and support to Project Managers when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards and mandatory transversal approaches

b. Ensure adequate support to multi-sector responses within projects, in line with the other Specialists

c. Ensure a local sectorial watch, best practice capture on his sectorial scope

d. Contribute to recruitment and briefing when relevant

1.3 Ensure technical learning from projects

Contribute to projects’ capitalization and ensure technical learning from projects in his sectorial scope

1.4 Ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmes under his scope

a. Ensure regular technical quality control of projects and programmes and issue warnings and recommendations

b. Monitor the implementation of audit recommendations, if applicable, in his sectorial scope

1.5 Ensure compliance of the technical proposition with nexus stakes

1.6 Contributes to the development of research and innovation projects in the region when relevant, in his sectorial scope

a. Suggest and steer technical innovation projects

b. Identify the priorities of Research and Studies and steer Research and Studies

1.7 Contribute to the Technical Divisions professional channel animation

a. Contribute to the global animation of the professional channels under his sectorial scope coming from the Technical Divisions (community of practice…)

b. Animate a local talent pool in his sectorial scope (carry out technical interviews of candidates and produce recommendations, identify the needs regarding trainings)

a. Contribute to the local external prestige and influence of HI’s expertise in his sectorial scope

b. Represent the technical expertise of HI throughout the local relevant networks

c. Contribute to advocacy on specific themes in line with the global advocacy priorities

a. Ensure the development of major opportunities or new projects in the country under his sectorial scope

b. Contributes to the context analysis in his sectorial scope

c. Contributes to the design and writing of new projects in the country and when asked in other countries within the Geographic Division

d. Identify & transform major opportunities in the country under his scope

e. Contributes to the conception of major projects (multiple areas, one theme) or of new projects in the country

f. Identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the country under his sectorial scope.**

REQUIREMENTS

Education and experience:

Education:/ Essential

· Formal degree in Medicine, or

· Formal Bachelor degree in a Health discipline and Master in Public Health

Education /Preferable

Master / Specialization in Epidemiology and/or Infectology

Experience: /Essential

· At least 5 years of work experience in public health programs and/or health humanitarian programs, either for public or INGO sector

· At least 2 years of direct field experience in response to epidemics, either in humanitarian agencies and/or national health systems

Experience: / Preferable

· Previous experience with HI

· Previous experience working in humanitarian programs in the Middle East

· Previous experience in remote control programs

· Arabic language skills are a strong asset

Professional & Personal skills:

Knowledge

· Fluent in Arabic and English, French is a plus

· The different schools of thought and explanatory models of disability and the application of certain tools

· International human rights frameworks

· Frameworks and mechanisms of international development cooperation and humanitarian assistance

· Strategies for fighting exclusion and discrimination

· The technical issues concerning his/her service sector, and the stakeholders and professionals in his/her service sector

· Full knowledge of at least one profession in his/her sector

Know-how/Practice

· Producing written and oral institutional communication in French and English

· Producing clear, concise and responsible communication suited to the interlocutor (adult or child); adapting communication and messages to an intercultural environment, and remotely
