Position/ Role: MEAL Manager (Maternity Cover)

The objectives of the consultancy are to provide cover, in the form of management and technical support to WV Syria Response MEAL in Syria, Jordan and Turkey while the MEAL Manager is on maternity leave.

Role Description

In keeping with changes in the conflict and commensurate shifts in humanitarian access, WV’s presence inside Syria and in neighboring Turkey and Jordan has been evolving since 2011 and now incorporates a whole of Syria approach. World Vision’s expansion has also shaped the need for effective monitoring of operations (both remote and direct), mainstreaming and complying with humanitarian standards, assessing the impact of programs and efficient management and use of information.

World Vision Syria Response is seeking maternity cover for the Monitoring, Evaluation Accountability & Learning (MEAL) Manager position. The overall purpose of the position is to provide technical leadership and support the development and improvement of cross border programs and service delivery in Syria and in neighbouring Jordan and Turkey. Under the supervision of the Director of Program Development and Quality, the MEAL Manager is responsible for leading the Monitoring, Evaluation & Learning (MEL), Information Management (IM) and Humanitarian Accountability units across three country contexts (Syria, Jordan, Turkey).

The position is a management position and will directly manage a large team of 25+ individuals across three countries contexts in multiple office locations. This in addition to the remote M&E responsibilities through partner organizations. She/He will be required to establish, maintain & support MEAL systems for direct and partner implementation.

The organizational chart of the MEAL team can be seen in Annex 1. Currently the MEAL Manager has six direct reports

It is expected that the candidate will work full-time, 40 hours per week providing management and technical support to the MEAL team. Please note the standard working hours are 8.30-5.00pm Sunday- Thursday (Amman time).

Key Deliverables for MEAL Manager Maternity Cover

Team Management and coaching:

· Conduct 1-2-1 meeting once per week (approx. 45 mins) with direct reports (x6) ensuring day to day activities are on track and in line with goals, providing support where necessary

· Provide coaching and technical support to all direct reports and escalate issues where needed, paying particular attention to MEAL field team needs inside Syria

· Lead the roll-out of the team learning plan, delivering necessary training or sourcing trainers as per the prioritized topics and schedule

· Conduct regular country level MEAL team meetings for coordination and information purposes, ensuring integration of MEL, Accountability and IM functions.

· Manage the overall budgeting processes for the SR MEAL team, including reviewing budget trackers (managed by MEL Coordinators), identifying critical funding areas (e.g. in staffing budgets) and oversee the unit budget for MEAL

· Oversee (with support from Accountability Coordinator and NWS Coordinator) the continual renewal of short-term contracts for MEAL staff inside Syria, through continuous assessment of available staff headcount (taking into account short-term nature of grant funding inside Syria) and coordination with P&C and finance teams

· Submit monthly management reports to PDQ Director

Representation:

· Represent MEAL department in strategic and operational meetings; including weekly All Staff meeting and country level operations meetings

· Represent MEAL in incident management meetings as appropriate

· Represent WVSR MEAL in all external meetings; to the broader partnership or with peer agencies and donors

Strategy measurement:

· Support the development/ finalisation and roll out of strategy measurement framework (FY21-FY23)

· Ensure key strategic indicators are included in relevant project designs and tools to measure the indicators are standardised across countries and projects (where feasible)

Proposal design:

· Lead on MEAL input on complex grant proposal designs, and support MEL Coordinators (Jordan, Syria) on MEAL input for simpler designs

· Ensure necessary MEAL activity, staffing and support costs are included in all grant budgets.

· For all new grant proposals, ensure quality input into narrative components related to MEAL

· Oversee planning, method and tool design, data collection, analysis and report writing of needs assessments (sector specific led by Technical Advisors and supported by MEAL, multi-sectoral led by MEAL and supported by technical advisors)

Donor reporting:
With support from Accountability Coordinator and MEL Coordinator ensure all monthly, quarterly, annual and final reports submitted to donors are reviewed by MEAL Team and input added

Monitoring, Evaluation and Learning:

· Manage relationships with all external consultants and third party monitors ensuring products are delivered on time and meet quality standards

· Coordinate internal review of external baseline and evaluation ToRs and reports (e.g. input from technical advisors and project team)

· Support MEL Coordinators to manage internal baseline and evaluation processes and assure quality standards

· Develop/ review ToRs for external baseline, TPM, evaluations. Support MEL Coordinators to develop ToRs and designs for internal processes

· Maintain oversight over key monitoring activities (as per country level MEAL plans), following up with the team for any technical support needed

· Ensure key monitoring processes follow standardized SOPs

Accountability:

· Ensure all serious complaints received through the accountability system are escalated appropriately, usually through incident management system

· Share the monthly country level accountability report with senior management, operations and technical teams, escalating critical points

· Support Accountability Coordinator to lead quarterly review meeting of feedback and complaints received with relevant departments

Information Management:

· Provide mentoring and coaching to IM Coordinator in the development of the Syria Response IM System, providing guidance on prioritizing tasks and ensuring utility of data

· Respond to data requests from Communications and Advocacy team, including providing beneficiary data for monthly internal and external sit-reps by 28th of each month

Global/ Regional reporting including COVER:

· Ensure data is collated on a monthly basis and reported into global COVER response dashboard as per the global COVER indicators

· Respond to other regional and global reporting requests as required
