International Medical Corps Jordan Country Office is operating in a transitional context gradually evolving from emergency to post-conflict and development with a portfolio of approximately $ 18 million through an organization of more than 500 national and 8 international employees.

Background
Jordan Country Office defines operations as those systems and support functions necessary to implement programs effectively and with accountability, inclusive of Accounting, Administration, Financial Management, Human Resources Management, Information Technology Implementation and Supply Chain Management.

Job Purpose

The Deputy Director of Operations (DCD) provides leadership of these efforts to ensure quality program delivery by improving the integration, coordination of efforts, management of support functions and planning of country operations.DCD Operations directly supervises heads of Logistics, Finance and HR departments.

Main Responsibilities

Field Office Management and Control

  • Develop a decentralized structure more in line with the Program needs. Provide oversight and guidance to Field Coordinators. This support should focus upon all aspects of field office control and efficiency.
  • Work in collaboration with the Security Manager to ensure that field staff are well trained and operating in compliance with the Security Management Plan.
  • Develop and maintain a management information system that effectively captures performance data from country and field offices. Work with Finance Coordinator, Deputy Country Director of Programs and Country Director to proactively identify, analyze and respond to trends either through reinforcement or corrective action.
  • Participate in the development and/or review of new proposals, operating plans and strategic plans ensuring that the views and needs of field staff are captured and reflected.

Financial Planning and Cost Control

  • The Deputy Country Director of Operations has management supervision for the finance and accounting functions, implemented through general controllership, staff management and training. The head of the Finance Department reports to the position.
  • The position holder will coordinate the development of the annual operating budget and periodically review it throughout the fiscal year.
  • The position holder will provide input to the Country Director on potential areas of concern related to: operations spending; effectiveness of in-country reporting and planning and adherence to financial requirements.
  • As requested by the Country Director, he/she will provide input to audit issues and corrective action plans.

Human Resources and Administration Management

  • Through collaboration with Program function, ensure that each team is staffed appropriately according to need and funding availability. Assure staff hiring is executed efficiently and in compliance to national labor law and IMC policy.
  • Lead the HR department to implement effective staff training programs, initiatives related to staff retention and nationalization strategies to maximize use of staff capacity and resources.
  • Verify that human resources policies and procedures are documented, disseminated and consistently applied. Ensure that compliance monitoring processes are developed and effectively implemented.

Supply Chain & Procurement Management

  • Verify that country supply chain policies are appropriate, documented, disseminated and required compliance monitoring processes are effective. This should be achieved through the prioritization of ongoing and systematic field monitoring visits.
  • Work with program staff to ensure procurement planning, identification of operational support needs and transition planning. Assist supply chain staff in working effectively with other units to respond through planning and resource utilization.

Coordination and Representation

  • Ensure proactive communication within the Regional Structure, HQ Desks and Support Departments and in country partners.

Safeguarding, Prevention of Sexual Exploitation and Abuse, Community Based Feedback Mechanisms

  • Actively promote all International Medical Corps Safeguarding policies by ensuring staff capacity building, adequate visibility and cooperation with other departments in implementing all safeguarding structures and policies of the organization.

Compliance and Ethics

  • Actively promote and encourage a culture of compliance and ethics with all stakeholders.
  • Maintain a clear understanding of International Medical Corps, country and donors’ ethics standards and adheres to those standards.
  • Conducts work with the highest level of integrity and communicates those values to staff and partners.

Working Relationships

  • Report to the Country Director, active member of the Country Senior Management Team and work closely with the Technical Units Coordinators, Program and Project Managers.

Qualifications

  • Master degree in relevant field (business administration, finance, logistics, HR, public health, social sciences or similar)
  • Recommended a minimum of ten years’ management experience in an NGO environment, including significant field operations experience running both emergency and development programs
  • Substantial experience in logistics, including procurement, supply chain, fleet management & inventory
  • Strong finance background in financial management, budget development and analysis.
  • Ability to analyze information, evaluate options and to think and plan strategically
  • Experience of working within a complex and matrix organization structure
  • Substantial experience and knowledge in securing grants from major institutional donors
  • Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
  • Diverse background in operations, with strong understanding of finance, administration and logistics
  • Strong computer skills including Word, Excel, PowerPoint, and Outlook.
  • Regional experience; knowledge of the context (in experience and expertise) and understating of the culture is essential.
