Consultancy: Anthropology Consultant

Reports to: ACAPS Information Analyst

Budget responsibility: None

Duty Station: Home based / Amman

Travel: Occasional travel to Amman / Possible travel to Yemen.

Duration and contract type: Consultancy, February 2020 – December 2020, with possibility for extension (42

working days during 2020)

ACAPS PURPOSE

ACAPS is dedicated to helping humanitarians make better decisions. We want to put evidence at the heart of decision-making. To achieve this, we collaborate with a variety of partners across the humanitarian sector and beyond. We strive to be an evolving platform providing:

· Independent analysis to support evidence-based decision making for humanitarian operations.

· Deployment of experts to support assessments and analysis in crisis.

· Innovative approaches to collect more reliable and timely data and conduct rigorous analysis.

BACKGROUND TO THE HUMANITARIAN ANALYSIS TRAINING

ACAPS is looking for a professional anthropology consultant to support the work of ACAPS’ Yemen Analysis hub. The anthropology consultant would work closely with the information analyst to research resiliency and coping mechanism of local communities in Yemen and produce a final report. In addition, the consultant will work in collaboration with a secondary anthropology consultant and the information analyst to develop at least five backgrounders related to the Yemen context, provide technical review and quality assurance of key ACAPS products, and conduct trainings for ACAPS Yemen Hub.

TASKS, RESPONSIBILITIES, and DELIVERABLES

The following responsibilities and deliverables workload will be sharedwith a second anthropology consultant; with task and duties divided and agreed upon hire based on expertise.

Thematic Paper

· Develop methodology and key questions with ACAPS information analyst for research on local community coping mechanisms. Key areas of focus should include the following:

o Key structures/networks that Yemenis rely on to survive disaster and hardship

o How have local coping mechanism changed throughout the conflict period?

o What are the key shocks/tipping points that cause local coping mechanism to break?

o Include analysis of when/where/how humanitarians should intervene to address (or prevent) the breakdown of local coping mechanisms moving forward.

· Lead research and secondary review (data collection).

· Lead on delivering thematic paper.

Background reports (6 total)

· Develop 1-2-page report on supervisory system.

· Develop 1-2-page report on gender relations and vulnerability criteria in Yemen.

· Develop 1-2-page report on tribes and actors in Yemen.

· Develop 1-2-page report on local agricultural production in Yemen.

· Develop 1-2-page backgrounder report (TBD).

· Review drafts of relevant reports.

Capacity Building

· Conduct minimum four trainings for ACAPS Yemen Analysis hub in collaboration with second consultant and Information analyst.

· Review of ACAPS Yemen products upon request to ensure report properly reflects Yemen context

Any other tasks which may be jointly be agreed on may be added to the job description, as per the project needs.

INPUTS

ACAPS will provide the following inputs:

· Admin support

· Technical support and guidance from ACAPS experts

COMPETENCIES

Professional competencies:

· PHD in Anthropology or closely related field.

· At least five years experience with work related to Yemen context.

· Applicants must have deep understanding of Yemen’s social systems, both pre and post current conflict.

· Strong understanding of the humanitarian context in Yemen.

· Experience collecting primary data and conducting secondary data review.

· High level of familiarity with assessment tools and coordination mechanisms.

· Ability to analyse the overall humanitarian situation, develop programme strategy and and project concepts.

· Knowledge of quanitative and qualitative methods.

· Excellent time management skills and ability to organise multiple, simultaneous tasks, and deliver results within a specified period.

· Attention to detail.

· Proven flexibility and creativity in realizing goals of a project.

· Demonstrated capacity to actively learn.

· Excellent written and oral communication skills in English

· Arabic language skills required.

· Good working knowledge of Microsoft Office (Word, Excel, Power point, outlook) and of social media.

· Autonomy, takes initiative and is self-motivating.

· Outstanding coordination, communication, representation and inter-personal skills, including proven capacity to convey information effectively, as well as adjust actions in relation to others’ actions.

· Knowledge of standard ICT office support tools.

PERFORMANCE MANAGEMENT

The Anthropology Consultant will be part of the Yemen Analysis Hub of ACAPS based in Amman, Jordan. The consultant can work remotely but will be requested to travel to Amman for consultations and trainings with potential travel to Yemen depending on needs of the study. The consultant will work collaboratively with a second anthropologist consultant to complete all of the tasks, responsibilities, and deliverables.

STRUCTURE OF TECHNICAL PROPOSAL

Proposals must include complete and accurate information. The proposal must include, but is not limited to, the following items:

· Profile highlighting the consultant’s qualifications and relevant experience.

· A letter of interest describing how the consultant will address each item outlined in the objectives of the assignment.

· At least 2 samples of research- completed within the last 5 years previously designed and facilitated by the consultant (within the past five years) and/or final reports with research outcomes and evaluation, if available.

· Detailed prices quote for the services for the period of the consultancy which is estimated to last 42 working Days in 2020. The required currency for all pricing information is USD.

· If the consultancy requires travel to Amman, NRC will cover airfare cost and accommodation in one of the NRC guesthouses. NRC will also cover the airfare costs and accommodation for travel to Yemen.

· All bids are to be submitted in English language only.

· All consultants, ltd or sole-trade, must be registered in accordance with the legal requirements at their base. The consultant must be able to submit documentation that proves that they are meeting all legal and tax obligation for the consultancy.

· To be considered, bids shall include a signed copy of the document “Annex – Suppliers Ethical Standards Declaration” (see next page). The bid itself with the annex shall be submitted as attachments to a letter of interest by e-mail to [email protected]

· Closing date for questions: 3 days before closing date

· Closing date for bids: All complete bids are to be received by NRC at [email protected] by January 30th, 2020, at 13:00 Jordan local time (GMT+2)

· Notification of selection: All bidders will be contacted with formal notification of final selection or information about any delay in the process.
