Background Information – Job-specificSince 2012, UNICEF Jordan Country Office has been playing an integral part of the humanitarian response for Syrian refugees in Jordan. As WASH sector lead, UNICEF is leading the Water, Sanitation and Hygiene promotion assistance to the refugees in camps as well as in host communities, including schools and other institutions. Zaatari Refugee Camp is among the main locations where UNICEF is providing humanitarian WASH assistance which hosts more than 80,000 refugees.In Zaatari refugee Camp, UNICEF is providing water at a daily average of 3,800,000 litres. This is provided through two boreholes operated within the camp, contributing about 65% of the daily supply, and number of privately owned external boreholes, contributing the remaining 35% of daily supply. Currently, water is being trucked from the boreholes to the distribution points but this arrangement is expected to cease once the water distribution network is completed by mid-2015. In addition to water supply, UNICEF is also supporting disludging services; dislodging on average 1,800,000 litres of sewage or waste water per day. This waste water is trucked to the Al Akeidar Treatment Plant, some 45km away from the camp. UNICEF is also supporting the rehabilitation, operation and maintenance of some 370 communal WASH blocks in the camp, in schools as well as solid waste management in the camp.While all the above activities are conducted by implementing partners, there has been significant bottlenecks regarding the effective service deliver by these partners. Although majority of the problems of quality service delivery are related to water supply, the other WASH components also present some major constraints.Against this background, UNICEF put together an independent team to conduct daily monitoring of the major UNICEF supported service delivery projects in the camp, with the sole aim of improving the quality and effectiveness of the services provided. This structure has not only improved overall quality of results, but also enhanced a cordial relationship between right holders and duty bearers, particularly in the area of water supply. Based on this experience, UNICEF has decided to expand this monitoring structure to other WASH components it supports in the camp.


  • Supervise and lead the team of Water and Sanitation Monitors (WSMs) in Azraq camp.
  • Act as a focal point for water and sanitation monitoring issues in Azraq Camp.
  • Serve as a channel of communication between WSMs and Programme Monitoring Manager (PMM) and UNICEF WASH whereby smooth and effective, and efficient communication flow is achieved.
  • Compile daily water and sanitation monitoring reports received from WSMs and report to PMM on a daily basis.
  • Maintain database of the water quantities received into the camp from external sources, produced from the internal sources and distributed to the camp community showing daily, monthly and yearly quantities and the location (village) of the water produced and distributed.
  • Maintain database of the water quality tests carried out.
  • Maintain database of the wastewater quantities desludged from the camp showing daily, monthly and yearly quantities and the location (village) of the wastewater desludged
  • Maintain database of the solid waste quantities collected from the camp showing daily, monthly and yearly quantities
  • Under the supervision of PMM, produce water and sanitation monitoring daily and monthly reports outlining the amount of water received, produced, distributed during the operational day/ month, water quality results and identify any operational challenges and irregularities in the water and sanitation operations.
  • Compare data collected from the WSMs to that produced by partners.
  • Coordinate with the refugees’ representatives and other stakeholders relating to issues that are related to water supply operations in Azraq camp (in coordination with the District Field Monitoring Team).
  • Conduct analysis on the wellbeing of desludging trucks to identify any technical issue that might affect the quantity of wastewater load or cause any wastewater spillage that might cause environmental contamination in the camp.
  • Train and guide WSMs on any changes in the monitoring reporting system/ templates provided by PMM.
  • Follow up with WSMs on missing information and/ or any data entry error found in their daily reports.
  • Keep updated master list of all trucks (water and desludging) involved in UNICEF water and sanitation operations in Azraq Camp.
  • Follow up and react to water and sanitation operational issues to ensure the smooth implementation of UNICEF water and sanitation activities in Azraq Camp.
  • Plan roaming patrol deployment based on the challenges identified through the monitoring activities.
  • Liaise with aid agencies and desludging contractor to coordinate desludging activities on the field level.
  • Implement and monitor an active desludging operational plan (DOP) for desludging trucks in Azraq Camp and take corrective actions where needed.
  • Verifying the monthly quantity of wastewater by crosschecking the UNICEF implementing partner/ contractor records with UNOPS Monitoring records.
  • Verifying the monthly quantity of wastewater by crosschecking UNOPS Monitoring records with issued vouchers.

Other Responsibilities

  • The supervisor should report directly to the Programme Monitoring Manager.
  • To perform any other task that is assigned by Programme Monitoring Manager.

Education
Secondary Education as a minimum. University degree preferably in Business Administration, Social Studies, Environmental Studies or other related field would be a considered advantage.
Experience
  • 2 years of general clerical work or any other relevant field work, which should include a good knowledge of humanitarian or any other relevant field.
  • Experience in monitoring and evaluation is an asset.
  • Project coordination preferably within the humanitarian field.
  • Experience within the Syrian crises context in Jordan.
  • Intermediate computer operating skills (word, excel, presentation, Access, etc)
  • Good knowledge of the local language and one or two languages of the organization.  Fluency in both English and Arabic required.
  • Advanced Computer literacy especially in (Excel and Word).
  • Data base management.
  • Advanced writing skills.

Contract type: Local Individual Contractor Agreement
