Project Manager (UNHCR)-National Contract

We are looking for a highly qualified project Manager (UNHCR) will be in charge of the successful setup and implementation of a complex multi-location UNHCR funded livelihood project to be implemented in Irbid and Mafraq with additional, light activities in Karak and Ma’an. Working closely with the Deputy Head of Program and Protection & Livelihood technical units as well as DRC support services, the Project Manager (UNHCR) and his team will ensure that UNHCR’s alternative pathways for cash assistance model is applied and that all project targets are reached within UNHCR’s implementation and financial guidelines.

Duties and Responsibilities
Project Management
· Ensure a timely and quality implementation of the project outputs as per agreement signed with the donor;
· Manage all aspects of the project (human resources, finance, logistics, security, reporting etc) in the most efficient and effective manner;
· Manage project budget through regular meetings with Finance Manager and provide financial risk analysis when required;
· Ensure tools and standard operating procedures (SOPs) developed by the Livelihood Technical Unit are effectively and appropriately used during project implementation;
· Provide requested monthly and quarterly reporting to the HOP and take lead in all donor reporting requirements;
· Recruit, interview, and hire project staff (approx. 7 people)
· Management and appraisal of the project team members;
· Oversee performance evaluation and identify capacity building needs
· Support the PQM to ensure regular monitoring of project activities and impact
· Participate in country strategic reviews, linking with the project itself and any potential future program developments (including fundraising) of similar nature.
Internal and external Coordination
· Closely coordinate with Jordan River Foundation who is also UNHCR livelihood implementing partner
· Represent DRC in North coordination meetings as required
· Represent DRC in meeting with local authorities in the north in close coordination with DRC liaison senior Officer
· Closely Coordinate with DRC Technical Units and Support Services to ensure all DRC standards and donor standards are followed.
· Manage regular donor field visits
· Take part in monthly PM meeting in Amman
· Organise weekly team meetings
About you
To be successful in this role you must have:
Required qualifications/experience:
· Master degree in social sciences, humanities, development studies or economic development.
· At least 5 years professional experience in the humanitarian or development sector
· Excellent knowledge of the project management cycle and experience managing complex projects
· Previous experience working on the Middle East
· Degree in social sciences, humanities, development studies or economic development.
· Previous experience working in the livelihood sector
· Previous experience working with UNHCR of similar UN donor
· Ability to communicate technical information in an easy to understand, informative and collaborative manner
· Good knowledge of the Core Humanitarian Standards or other accountability measures/standards.
· High integrity and willingness to conduct her/himself transparently and open to scrutiny
· Arabic&English- fluent level

We offer
DRC will offer the successful applicant a 6 month contract including three month as probation period. You must be available to start work on February 2018 and be willing and able to work in Irbid or Mafraq with travel to Amman and Karak -Jordan.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Nationals. This position will be placed at Grade F.
