JOB CONTEXT :
The Jordan mission engaged in a continuum process (pooling of DAH and DAD resources) in summer 2017, which resulted in a fast growth of programs and teams. HI intervention in Jordan is spread over 5 Governorates and includes the following sectors:
Early Detection / Early Intervention (ED/EI) component, targeting children under 8 years old;
Comprehensive rehabilitation services provided by HI staff or through local partners (Primary Health Centres and NGOs);
Promotion of inclusion of people with disabilities among NGOs;
Inclusive Livelihoods.
Jordan mission is managed by a Country Manager, supervising Program, Finance/HR and Logistics Departments, amounting for nearly 70 employees. The current mission strategy is to stabilize its current level of activities, while building the capacity of staff and partners.
The Jordan mission has built over the past years a large network of partnerships, mainly for cross referral of beneficiaries and inclusion coaching. Rehabilitation program is currently transitioning from direct to indirect services, and the launching of new sectors of intervention (EDEI, livelihoods) will require collaboration with a new range of stakeholders. Building a strong partnership strategy as well as ensuring compliance of partners’ procedures with HI and donors’ standards are therefore priories for the mission.
The continuum paved the way for developing HR policies and tools, whose ongoing implementation still needs close follow-up, communication and adjustments. At the same time, intervention growth induces a need to revamp and reinforce the program and support teams. More specifically, the finance team is now dealing with a broader donors’ portfolio, for which a dedicated support has to be provided.
YOUR MISSION:
The Finance and HR Coordinator’s mission is to ensure the mission’s financial, administrative and human resources management, with a specific focus on team’s overhaul and training.
Responsibility 1: Oversees the mission’s financial resources
Structure the funding schedule in accordance with the organisation’s financial strategy
With the country manager, draw up the mission’s annual budget
Oversee respect of head office and donor deadlines for financial reports.
Adapt and ensure the implementation of expenditure commitment procedures
Monitor progress on the projects and ensure it corresponds to the mission’s financial and budget monitoring
Ensure coordination with the project teams for the drawing up and monitoring of the budget
Ensure that each budget holder has received adequate training for managing their budget
Introduce internal control procedures for the accounts, cash-flow and finances
Responsibility 2: Defines pay, social and training policies and oversees the implementation of
HR processes
Define pay, social and training policy in collaboration with the Regional Office
Define recruitment, evaluation and career development processes in liaison with the Regional Office
Ensure the administrative management of mission staff
Ensure the setting up of national staff representation bodies
Responsibility 3: Manages and build the capacity of the mission’s finance and HR teams
Supervise and lead the mission’s Finance and HR team, set objectives and assess direct reports
Assesses the Finance and HR team members’ capacity, adjusts team set-up in liaison with the Country Manager, update job descriptions
Develop and implement team training plan
Recruit and coach the Finance and HR Manager
Responsibility 4: Ensures partners’ compliance with internal rules and donor obligations
Design partners’ assessment tools and conduct financial assessments
Develop and implement training plans for partners’ administration and finance staff
Contributes to the drafting and validation of partnership agreements
Performs regular audits of partners finance policies and procedures
Reviews partners financial reports and supportive documents
Responsibility 5: Guarantees compliance with the programme’s administrative and legal framework
Guarantee the correct archiving of the organisation’s documents
Ensure compliance with legal requirements, calling on local expertise if required
YOUR PROFILE :
You hold a degree in Accounting, Finance, Business Administration, or any related field
You have at least 4 years of experience in a similar position within an international NGO
You have proven skills in financial engineering and monitoring
An experience in the development of HR policies is an asset
Training and capacity building experience (teams and partners)
Strong communication (written and spoken), and interpersonal skills in English
CHARACTERISTICS OF THE POSITION :
The position is based in Amman, Jordan with standard office work environment. The position requires regular travels to and from the areas of implementation (Mafraq, Irbid, Zarqa, Jerash) where the situation remains stable but requires more security awareness than in the capital.
In Amman, despite some sporadic recent demonstrations urging government reform, the living conditions are excellent with little or no restrictions.

Employee:
Salary from 2700 € gross/month regarding the experience of the candidate
Perdiem : 596 net/month

Paid holiday : 25 days per year
R&R Level 1 : 1 day per month
