Field Office Manager – Mafraq

We are looking for a highly qualified Field Office Manager provides advice and assistance to supervisors and staff in Mafraq.

Who are we?

DRC is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. With the vision that no displaced person must be in want of help to find protection and durable solutions, DRC provides assistance and protection to conflict-affected in many of the major conflicts in Asia, Africa and Middle East. The assistance can consist of relief and other humanitarian aid, rehabilitation and support to returning home, and the promotion of durable solutions.

About the job

This may include in HR the information on training needs and opportunities, performance reviews and personnel policies of DRC. And in Logistic to Manage all procurement processes in accordance with DRC policies and procedures, Ensure that all procurements are tracked and recorded appropriately to ensure accountability to the donor, Coordinate fleet management in the field, and to maintain accurate filing systems. Also to be the focal point for all safety and security issues.

Duties and Responsibilities

Human Resources:

· Provide advice and assistance with writing TORs.

· Provide advice and assistance when conducting staff performance evaluations.

· Organize staff training sessions, workshops and activities.

· Provide basic counselling to staff who have performance related obstacles.

· Provide advice and assistance in developing human resource plans.

· Provide staff orientations

· Support the NSC in identifying team building opportunities

· Maintain the necessary confidentiality of information

· Monitor daily attendance.

· Investigate and understand causes for staff absences.

· Recommend solutions to resolve chronic attendance difficulties.

· Provide basic counselling to staff who have performance related obstacles.

· Monitor scheduled absences such as holidays or travel and coordinate actions to ensure the staff absence has been adequately covered off to ensure continuity of services.

· Provide advice and assistance to supervisors on staff recruitment.

· Schedule and organize interviews.

· Participate in applicant interviews.

· Conduct exit interviews.

· Explain and provisions of the personnel policy.

· Explain employment standards and legislation such as workers compensation, labor standards and Fair Practice Act.

· Attend HR meetings to provide information, when necessary.

· Monitor that all new staff have read, understood and signed DRC Code of Conduct

· Perform other related duties as required.

Logistics:

· Manage all procurement processes in accordance with DRC policies and procedures, in a transparent, accountable, efficient and cost effective manner;

· Ensure that all procurements are tracked and recorded appropriately to ensure accountability to the donor;

· Coordinate fleet management to ensure that vehicles are insured, assets are managed correctly, being driven safely, maintained appropriately, damages are reported, and ensure that vehicles internal equipment are complete and serviceable; and that usage of fuel is correctly supervised, and recorded;

· Maintain accurate filing systems, with documented and supported records of action for audit purposes, and submit monthly logistics reports to the management team.

· Maintain an updated list of suppliers

· Safety equipment to be checked regularly

· Assure the implementation of procurement guidelines in all kind of procurement

· Provide technical support to Logistics Assistant as needed

· Participate in the recruitment of new drivers in the field.

· Office maintenance and related work services like electricity, water, telephone, safety equipment’s extinguishers, etc…

· Supervise the warehouses (if applicable)

· Liaise with Regional procurement and Logistics Manager

· Comply with possible extra request from NSC

· Support the NSC with any administrative tasks as required, including filing, preparing purchase and payment requests and receiving invoices (matched against approved purchase orders or contracts);

· Prepare payment requests ensuring all the necessary documentation is included before submission to NSC for signature;

· Carry out day to day office administrative requirements including dealing with incoming and outgoing post, office stationary replenishment and maintaining administration related files;

· Draft letters and correspondence as required, and translate (Arabic- English) informal documents for daily office needs;

· Ensure confidentiality of all correspondence and operations.

Safety and Security:

· To be the focal point at field level for the Safety and security matters

· Make sure that all new recruited employees to fill in and submit the RED form.

· Regular check for all safety tools and equipment’s (First Aid and fire extinguisher)

· Make sure the CCTV system is working probably

· Update the Senior Safety Officer of the security situation in the area.

· Follow up the security guards (if applicable) in the center

· Communicate and coordinate with the Civil Defense and the local authorities for safety and first aid training.

About you
To be successful in this role you must have:

Qualifications/ experience:

· University degree in Business Administration or relevant area

· At least 3 years professional experience in the humanitarian sector

· Knowledge of local (labor) laws and regulations

· Strong interpersonal and communications skills with a proven ability to work with a wide range of managers and staff members

· Excellent interpersonal and team work skills

· computer skills (Word, Excel, databases)

· Professional proficiency in spoken and written Arabic and English;

We offer

DRC will offer the successful applicant a Six months, renewable dependent on both funding and performance. You must be available to start work on November 2017 and be willing and able to work in Mafraq-Jordan.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment E.
