Job Description

CONTEXTUAL BACKGROUND

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual regional budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 3,000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

JOB OVERVIEW:

The Senior Health Coordinator will be responsible for the delivery of a health portfolio, delivered directly by IRC and Syrian partners. S/he will ensure that programs are designed and delivered based on best practices, available evidence, and context specificities. The post holder will provide technical and managerial leadership to IRC health team and partners, ensuring all activities are of a high quality and respond to assessed needs, while adapting to fit the fluid Syrian context. S/he is responsible for effective collaboration with Syrian partners based on principles of equality, transparency, responsibility and complementarity; and for ensuring that technical capacity strengthening support to partners effectively addresses their priority needs. S/he will ensure excellence in project cycle management, business development efforts, and strategic planning and representation

MAJOR RESPONSIBILITIES:

Program Management, Technical Quality, and Strategy

  • Provide strategic direction, leadership and overall technical and management support to health programs operating in Syria, including direct and partner implemented activities for key health components to advance the Essential Health Services Package: primary and secondary, mental, reproductive, community health, nutrition, and other identified services.
  • Enable the health team to remotely implement and monitor health interventions across Syria to ensure all targets are met on time, according to budgets, and in line with donor policies.
  • Provide oversight to inform program implementation to ensure health activities adhere to protection principles, gender mainstreamining, inclusion principals for People with Special Needs, conflict sensitivity, and Do No Harm
  • Coordinate annual technical plans for IRC Technical Unit support, as well as drive Strategic Action Plan (SAP) implementation.
  • Design health program assessments to identify opportunities for expansion and improvements in program effectiveness, efficiency and efficacy.
  • Lead on the design of the health sector contingency plan as part of wider preparedness and adaptive management.
  • Engage with Supply Chain, Field Management, Human Resources and Finance teams to reinforce effective planning and trouble shoot issues as needed to ensure smooth program implementation.
  • Manage staff working on medical commodities and pharmaceuticals to maintain sufficient stock inside Syria, while closely tracking use based on existing systems and donor compliance

Grants Management and Reporting

  • In coordination with the Health Coordinator(s) participate in monthly Grant Review Meetings, as well as required Grant Opening, Mid-Term and Closing meetings.
  • Review technical aspects of internal and external reports within agreed deadlines using IRC and donor formats, as required.
  • Review and advise on detailed program spending, procurement and work plans for all Syria health programs.
  • Ensure internal and reports to donors are produced and delivered in a timely and quality manner.

Partnerships and Coordination

  • Support collaborative partner relationships focused on mutual learning and capacity building as well as technical guidance in areas of IRC expertise, including training/mentoring support that fully reflects the skills and attitudes required to work effectively in partnership.
  • Work closely with IRC’s Sub Award Partnerships Unit on the management of sub-awards to Syrian and international health partners.
  • Ensure technical and operational monitoring of partner activities inside Syria to inform corrective actions that rigoriously improves quality of care.
  • Represent the IRC’s health programs to UN agencies, NGOs, donors and other stakeholders to communicate key humanitarian priorities and needs inside Syria.

Program Development and Quality

  • Develop a strategic plan per health components and identify and pursue funding opportunities to maintain and expand program portfolio in Syria.
  • Lead health program design processes and provide technical oversight that ensure new or adapted programming focused on quality, efficiency, impact and integrated approaches with other sectors.
  • Drive the development of program proposals, budgets, detailed log frames, work plans, and monitoring tools in collaboration with Monitoring Evaluation and Learning (MEAL) and Grants Teams
  • Ensure that health activities demonstrate adherence to international and national standards to promote quality care within the Syria Essential Health Service Package.
  • Lead the process of developing the Health Information System (HIS) and other MEAL tools for IRC’s health program inside Syria, and utilitize information as evidence base to lead analysis on trends to adapt program planning and quality.

Staff Performance Management, Learning & Development

  • Hire, supervise, and build the capacity of health team members in relevant technical and management competencies, including remote management capacity building for team memberes inside Syria.
  • Review the structure of health teams periodeically and map staffing needs in alignment with program size and any expansion plans.
  • Coach, train, supervise and mentor direct-report staff to support career growth, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews in accordance to IRC employment policies.
  • Maintain open and professional relations with team members, promoting a strong team spirit and provide oversight and guidance to enable staff to successfully perform in their positions.
  • Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews..
  • Hold high-quality meetings with each direct report on a regular and predictable basis.
  • Promote and monitor staff care and well-being. Model healthy work-life balance practices.
  • Adhere to IRC Global HR Policies and Procedures, and communicate through word and example a high standard of compliance with all applicable policies and regulations.

Position Reports to: Deputy Country Director for Programs for Syria Position directly supervises: Health Coordinator, Pharma and Medical Commodiites Coordinator, HIS Manager, and Program Support Officer

Key internal contacts: HQ based IRC Technical Advisors, Deputy Director of Operations, Area Coordinators, Protection Coordinator, MEAL Coordinator, Grants Coordinator

Other External:UN bodies, local and national authorities, working groups and clusters.

JOB REQUIREMENTS

  • Health related degree and post-graduate qualification.
  • Minimum of seven years international professional experience implementing humanitarian health programs at managerial or coordination level.
  • Demonstrated experience in capacity building, project design and budget management.
  • Understanding of protection principles, gender mainstreamining, conflict sensitivity, and Do No Harm, as well as and contextual knowledge on Syria .
  • Ability to build collaborative relationships with Syrian civil society actors to generate mutually beneficial professional relationships based on mutual trust and respect
  • Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; ability to work with a broad spectrum of people.
  • Strong writing and analytical skills, including ability to communicate technical matters to a range of audiences.
  • Competent in Windows, MS office programs, emails and relevant health database (HMIS, DHIS etc.).
  • Fluent in spoken and written English, and Arabic strongly desired.
  • Mature and structured approach to project and team management.
  • Ability to Travel: 20 – 30% within the region and globally for workshops and conferences

Working Environment

The overall security situation in Jordan is relatively calm, especially in Amman. The Jordanian government is stable, and civil unrest is largely peaceful. However, Jordan’s generosity in hosting refugees from Palestine, Iraq and now Syria have created huge strains on the country’s economy and infrastructure. The IRC office is in a modern professional building.
