Background

Can’t Wait to Learn (CWTL) proposes new (cost-) effective solutions to the urgent challenges facing education for children in emergencies. By utilizing innovative technological solutions with a focus on serious gaming, CWTL builds on concepts which have been successfully piloted in Sudan (e-Learning Sudan). CWTL has ambitions to increase the number of children with access to quality education in mathematics in areas affected by conflict in Africa and the Middle East, including in Jordan and Lebanon. The CWTL team, including its technical partners, will work together to digitize the Jordanian and Lebanese curriculum onto tablets, which will be used by children with guidance from a trained facilitator. In addition to mathematics, reading and psychosocial well-being-focused materials will be introduced to the CWTL portfolio during 2017. Developing fresh, interactive materials based on the national curricula and creating effective partnership structures to distribute these, creates new opportunities for making education accessible to those children who have been excluded. By facilitating their access to an effective and innovative learning tool, the CWTL programme seeks to increase children’s resilience and support their educational (re)integration and progression.

In Jordan, the CWTL programme implementation will run from August 2018 – Januray2019 in 31 schools/learning spaces. This will consist of 28 MoE schools, 1 UNRWA school and 2 UNICEF learning centres. Of these schools, 26 MoE schools will be included in a Randomised Controlled Trial intervention in order to rigorously assess the impact of CWTL schools’ vs non-CWTL schools, in order to provide evidence for potential scale up in future.

Globally the programme is led by War Child Holland. War Child UK is the programme lead in Jordan. In Jordan, programme implementation will involve both local and international partner organisations, as well as self-implementation.

General objective of the role

The IT and Logistics officer role is responsible for the day to day management, maintenance and development of the Can’t Wait to Learn project’s IT equipment, namely tablets and docking stations.

S/he will act as an IT and logistics focal point for the CWTL programme in Jordan, with responsibility for providing a ‘helpdesk’ of technical support for all tablets and docking stations distributed across 28 MoE schools, 1 UNRWA school and 2 learning spaces within Zarqa Governorate and Azraq Camp. This person will be a key source of technical support for the programme and will build a productive working relationship with the CWTL team (WCUK + WCH).

Position in the organisation

The IT and logistics officer is part of WCUK’s Procurement and Logistics Department reporting to the Deputy Project Manager and technically Procurement and Logistics Manager in Amman and War Child Holland IT team.

S/he does not manage staff.

Responsibilities

IT support

  • Process requests of CWTL tablet users across 30+formal schools and learning centres in Jordan and provide effective and timely technical assistance
  • Establish a list of failures and draft reference documents on how to solve them, and sharing this with the wider CWTL team
  • Maintain contact with WCH/WCUK for any additional or more intensive technical support required
  • Proposed solutions for resolving failures and malfunctions
  • Provide technical assistance to schools and learning centres in the form of a hot line
  • Carry out regular technical visits to schools and learning centres
  • Organize training for users as needed for tablet equipment (use, maintenance)
  • Assist in planning and implementing changes to elements of the IT service on the CWTL e-learning tablets as required across 30+ learning centres and schools in Jordan;
  • Install new software, updates and hardware on tablets across 30+ learning centres and schools in Jordan;
  • Measure results through data observations in coordination with the CWTL team
  • Oversee the internal & external backup of all system data, documents & files to ensure that critical business data is always available and up to date.
  • Conduct regular IT assessments and produce regular IT reports including assessing quality of IT service providers.
  • Work to give guidance to others on the IT policy that outlines acceptable use of IT equipment;
  • Develop and monitor implementation of IT related policies.
  • Checks internet connectivity is maintained in the different locations where CWTL is being implemented;
  • Sets up equipment such as laptops, data projectors, interactive whiteboards, sound systems and other specialist IT equipment, ensuring that systems are ready for use and operating correctly for CWTL events and trainings as needed;
  • Provide IT support to Zarqa based office.

· Install, monitor and test software installation

Result: Effective IT technical support is provided to schools and learning centres in Jordan in such a way that issues are always resolved in a timely manner.

Logistics

  • Liaises and co-ordinates with all relevant departments (including Head Offices in Amsterdam and London) and partners regarding requisitions;
  • Follows up on delivery of goods and keeps all parties fully informed of any changes;
  • Handle technical details relating to domestic and international transportation of tablets, such as customs regulations and any necessary documentation related to the CWTL tablets/project.
  • Efficiently evaluate the costs of transportation, services and inventory within any budget or distribution strategy.
  • Ensures necessary authorizations / approvals are always obtained;
  • Ensures routine safety checks, including electrical tests, are carried out and appropriate records maintained for 30+ learning centers and formal schools across Jordan;
  • Coordinates warranty, maintenance and insurance claims for tablets/assets/inventory items;
  • Supports staff in charge of procurement in all CWTL centers to fulfill their roles and responsibilities by providing guidance, information and training;
  • Maintain War child’s internal procurement, financial and warehousing procedures for CWTL, with records kept for a full audit trail standard under both War Child and donor regulations;
  • Maintain organized documentation including changes to operating procedures, prioritization
  • Documents and communicates logistical issues and challenges as and when they arise
  • Builds and maintains good professional working relationships with suppliers and learning centres/formal schools; Amsterdam and London War Child offices, Ministry of Education and other partners.
  • Acts as focal point when it comes to provide technical inputs for all logistics related issues in CWTL project;
  • Provides logistics support for Zarqa office.
  • Follow WCUK procurement standards.

Result: Logistics activities for all projects are done on time in such a manner that WCH procedures and donor regulations are followed.

Knowledge and Experience

Bachelor’s degree of IT or any relevant academic background (Computer Science, programming, systems administration …etc)

Knowledge of software development/coding

Minimum of 5 years of relevant experience in a similar position

Skills and Competencies

Knowledge of working on e-learning focused programmes run by (I)NGOs

Knowledge of logistics and administration;

Planning, analytical and organizational capabilities;

Strong planning and organizational skills to handle multiple tasks with deadlines;
Fluent English and Arabic;

Advanced computer skills;

CONTRACTUAL TERMS:

  • Position: 6 months short term contract effective from August 2018 – January 2019

· Working Hours: Full time, 40 hours per week

· Travel: This position is primarily based in the field (Zarqa city with regular travel to Azraq camp, and occasional visits to Amman on a per needs basis)

· Probation: 2 months’ probation period

· Leave: 10 days per contract

· Benefits: Social security & medical insurance.
