Overview of the functions of the position

The Project “Youth Empowerment” advances Media and Information Literacy (MIL) as a holistic response to prevent hate speech through media and Internet. The action builds on over 40-years’ experience that UNESCO has in MIL worldwide. Moreover, the project will build upon the pilot initiative experienced under the EU funded project “Support to Media in Jordan.” The project will strengthen capacities of public institutions (universities and schools), media, and education professionals and civil society organizations to tackle hate speech through MIL in four governorates: Irbid, Zarqa, Ma’an, and Mafraq.

To build inclusive knowledge, societies require the active engagement of all young women and men through information and communication technologies, drawing on relevant quality content, on the basis of human rights and dignity. Media and Information Literacy (MIL) is among the most effective responses to hate speech.

Since the Action aims at decreasing the risk for Jordanian youth to be influenced by and be engaged in hate speech content, the project targets the key institutions that gather youth. UNESCO will convene and mobilize national authorities, schools, local radio stations and civil society organizations with a view to empower youth with MIL skills so that they are better equipped to recognize and respond to hate speech.

The funding for this project is provided by the European Union (EU), within the framework of an agreement signed between UNESCO and EU.

Under the overall authority of the Head of UNESCO office in Amman, and the direct supervision of the Project officer, in close collaboration with project team and relevant Administrative and Financial staff, the Associate project officer’s duties and responsibilities include, but are not restricted to:

  1. Be responsible for the field coordination in the four governorates between different on-site stakeholders, government actors, partners, NGO’s and civil society organizations;
  2. Be responsible for the successful delivery of project outputs, activities and results in accordance with the project document and contributing to a timely implementation of project work plan;
  3. Supervise the development of project technical resources, toolkits and documents in adhering to the specific outcomes in the agreed project work plans, including managing partner relations and eventual contracts with external consultants or partners;
  4. Monitor and document the delivery of project outputs and provide feedback and guidance to relevant project stakeholders on effective implementation of project activities;
  5. Contribute inputs to coordination between partners and government institutions, NGOs, media stakeholders and civil societies, involved in project activities;
  6. Be responsible for the timely and efficient implementation of the project visibility and communication plan;
  7. Monitor the Jordanian MIL landscape (particularly In Arabic) and share regular updates with project officer and the Head of Office on the contemporary MIL trends

Required qualifications

Education

  • Advanced university degree (Masters or equivalent) in media, or one of the relevant social or political sciences in addition to related experience in media development.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • Minimum of 2 years of relevant professional experience in media development in Jordan and preferably other countries in transition, media training program design and management, human rights or media and information literacy.

Skills and competencies

  • Results driven, ability to work under pressure and to meet required deadlines;
  • Proven ability to work with a partnership-driven and multi-stakeholders approach, and to establish good working relations with government officials, media, NGOs, donors and other stakeholders;
  • Ability to work independently and as part of a team;
  • Solid time management and organizational skills, able to multitask and handle various responsibilities, and capable of operating with minimal direction.
  • Receptiveness to politically charged issues.

Languages

  • Excellent oral and written communication skills, full proficiency in spoken and written English and Arabic.

Desirable qualifications

Work Experience

  • Knowledge of the UN (and UNESCO in particular) mandate in the area of Democratic Governance, Press Freedom, Access to Information, as well as of tools and mechanisms for promotion of UN human rights principles;
  • Familiarity with international standards and trends regarding MIL, freedom of expression and human rights;
  • Experience with media/MIL capacity development activities;
  • Proven experience in the field of media project/programme management;
  • Experience in facilitating inter-institutional cooperation, stakeholder involvement and working in and with teams.
