Case Managers Supervisor (CMS)

General Responsibilities and Principles

With the support and under the supervision of the project manager, the Case Managers supervisor (CMS) is responsible to supervise the case management activities related to CP in the area of intervention of Tdh. The incumbent participate in analysing situation in the area of intervention, participate in the definition of the strategy and represent Tdh in specific external meeting.

The incumbent will ensure the effective implementation of case management process and services for children harmed or at risk of being harmed through appropriate assignment of cases, monitoring and guidance to case managers.

The incumbent will collaborate with other Case Managers supervisors and key stakeholders in case management and child protection in order to regularly report trends and use latest reference related to CM and CP.

The incumbent will provide technical, and supportive supervision to the case management team, included for the use of CPIMS.

The incumbent commits to observe discretion on any information related to the organization functioning.

The incumbent will conduct his or her duties in respect of the Charter of Terre des hommes (Tdh) and Tdh Safeguarding Policy.

The incumbent commits to ensure high level of children participation and will always work in the best interest of the child.

Tdh intervenes without any affiliation for politics, religion or financial profit. The incumbent will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.

Tdh expects that its staff and contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Tdh and defends in all circumstances the interests of the movement.

  • Specific Responsibilities
  • Line Management: Report to the project manager
  • Supervise Case Managers and para case workers
  • Case Management
  • Keep updated on and integrate Inter-Agency tools and SOP in the CP work of Tdh.
  • Ensure that each case manager is effectively implementing the case management according to Standard Operating Procedures through regular individual meetings and case reviews with case manager. Monitor timescales for response, services follow-up and review of cases
  • Ensure cases are receiving appropriate support; and when needed, support individual cases and provide regular monitoring of all aspects of case management services.
  • Provide on-going technical support and capacity building to case manager and para case workers through formal trainings and on-the-job training (ie: shadowing, observations, coaching sessions, individual supervision session, etc.)
  • Assign and review case manager caseloads (25 per case manager) to ensure they are manageable and share challenges with the project manager
  • Conduct post- service child and family interviews in order to evaluate the quality and impact of case management by CM team. Document feedback and analyse trends regularly
  • Responsible of the risk framework concern (how, when, who should be informed according to the level of risk of the case)
  • Supervise the referral and follow up of urgent and critical cases.
  • Give a close support for the most difficult cases, the cases with the high level of risk based on case manager assessment.
  • Responsible of supervising internal referral of cases and informed the relevant staff members concerned with the cases.
  • Organize case management coordination meetings/conferences with relevant staff members on regular basis.
  • Ensure a high quality of services for the cases dealt with (random field visit, phone calls, etc.)
  • Revise criteria of vulnerability in collaboration with project manager.
  • Define and update (quarterly basis) the service mapping by location.
  • Ensure good sharing and monitoring of assisted cases with cash, development of cash list, liaising with other Tdh department as per Tdh internal cash SOPs
  • Ensure good coordination and collaboration between Tdh departments and activities and with external stakeholders to provide appropriate services to each case.
  • Ensure smooth collection of out of school children monthly attendance
  • Capacity building
  • Supervise and participate in capacity building needs assessment.
  • Prepare (training materials, training tools, organization of training, follow up, etc.) and conduct training/ coaching according to the training needs identified.
  • Liaise and support other team members (Community mobilizers, volunteers, teachers) in proper identification of vulnerable cases.
  • Assessment and evaluation

Supervise, participate and evaluate project assessments: surveys, data collection, filling questionnaires and forms, data entry, conducting interviews and FGD, etc.

  • Monitoring and Reporting
  • Check and revise the case management database and ensure analysis to take appropriate action.
  • Conduct weekly follow up with the supervised staff.
  • Apply indicators, tools and work plan defined in proposal.
  • Work in collaboration with the Monitoring and Evaluation team and the project managers to develop any tools or database needed for the department.
  • Coordinate with the M&E Officer about the data collection and reporting.
  • Gather information and analyse CP concerns in the area of intervention.
  • Conduct regular monitoring field visit.
  • Logistics**
  • Handle logistics requests for activities: preparation of, purchase request, repartition of materials in the area of intervention, delivery on time to conduct activities, etc.
  • Ensure logistics arrangements: movement plan, purchase request follow up, stock inventory, etc.
  • Plan weekly movements and share them with Logistics & Security Department.
  • Assure the compliance of team with the logistics procedures.
  • Finance
  • Forecast expenses linked to the activities in collaboration with the direct supervisor.
  • Supervise and Follow-up the monthly payments in collaboration with Finance-Admin Officer.
  • HR
  • Recruit the members of the supervised team in collaboration with the North Finance, Admin Officer and project manager
  • Handle the HR management of the supervised team (attendance, leaves, appraisal, etc.) in collaboration with the North Finance, Admin Officer.
  • Participate in staff capacity building plan: identification of needs, organization of training, etc.
  • Coordination, Meeting & Representation
  • Lead the case conference meetings with the Case Managers.
  • Represent Tdh in the referral meetings in the area.
  • Communication and Visibility
  • Write articles, media materials and bulletins that promote the project activities and events based on communication and visibility standards of Tdh Foundation and donors;
  • Contribute in the development of publications and other promotional materials in the framework of the project;
  • Draft reports and informative documents that feed Tdh website, social media networks of Tdh Jordan, donors and partners
  • Participate in public events, workshops and training when delegated by the supervisor
  • Confidentiality

Make sure to respect strict confidentiality of information about activities, Tdh strategy, budget, staff, beneficiaries, etc.

  • Security
  • Comply with Tdh Security Regulations.
  • Inform and share any incident or information related to the security of staff and beneficiaries to the line- Manager.
  • Safeguarding Policy
  • Commit to respect the Tdh Safeguarding Policy and principles of child protection;
  • Commit to ensure the best implementation possible of the Safeguarding Policy in Jordan;
  • Commit to inform Child Safeguarding Focal Point and to deal with any cases, allegations, or possibility of transgression, even potential, of the Safeguarding Policy.
  • Other Undertake all other duties that may be requested by the line-manager and that are compatible with the job.

S/he reports any breach observed in the framework of this policy during his/her professional activities both as regards the proven or suspected offence and a preventive breach.

  • Requirements for the position:
  • Minimum Bachelor degree in Social Science or other related field
  • Minimum of 3 to 4 years’ experience as a case manager
  • Experience in supervising a team
  • Strong knowledge in child rights and child protection issues
  • 3 to 4 year’ experience in applying case management processes and SOPs
  • Knowledge of project cycle management concepts, processes and tools
  • Very strong planning and organization skills.
