JOB SUMMARY:

The purpose of the Monitoring and Evaluation Officer (ME) position is to assist the M&E Manager in improving the overall quality of services provided to beneficiaries S/he is responsible for the supervision and delivery of reporting on project activities and deliverables. S/he provides information to the M&E Manager to facilitate linkage with all M&E functions to ensure a coordinated and coherent departmental deliverable.

This post will provide oversight and coordination of all the activities of all urban program activities in accordance with agreed standards (eg. IASC and SEA) and programme principles. It collects and reviews feedback on the quality of work from all stakeholders: refugees, UNHCR, donors, collegiate NGOs, Government and non-Governmental agencies, CBOs and the public to develop the required reporting.

The unit supports the regular monitoring and evaluation of work and collates documentation required to generate information for all who may need it. It has the following objectives:

  • Production of information in Arabic and English for use by all stakeholders (newsletter, leaflets, reports, etc.)
  • Assisting in development and implementation of effective systems to track project deliverables, achievements, indicators and activities against the projects objectives – this includes both quantitative data (numbers assessed, receiving NFIs, training etc.) and qualitative data (impact of assessment, case management, training, NFIs etc.)
  • Effective liaison with refugees and other beneficiaries for active and constructive feedback and comment
  • Data collecting and reporting on mechanisms of official complaints and action on issues of discrimination and abuse
  • Documentation and information supported by statistics (quantitative via the database) of work done and functioning ME systems (qualitative – impact of our work)
  • Information papers written to support advocacy on key issues affecting refugees

RESPONSIBILITIES AND TASKS:

Job Responsibility #1 Collation and management of all Program data and information for the support of reporting,

  • Assisting M&E Manager in writing donors reports (quarterly, interim and annual reports).
  • Help M&E Manager in collate all necessary data and annexes to be submitted to CARE management and donors.
  • Ensure all reports generated from M&E department are accurate.
  • Ensure the monthly narrative report is prepared and delivered from each department.
  • Troubles shoot and provide suggestions and active back up to ensure the accuracy of data.
  • Organizes a monitoring system to collect baseline and periodic data for tracking project performance and decision making;

35% of Time

Job Responsibility #2 Implementing and assisting in development of systems for monitoring and evaluation the performance of the program and the impact on beneficiaries of program services.

  • Assisting in the M&E plan establishment and implementation. (evaluation forms, Expert monitoring of assessment standards, Follow-up of cases to assess the impact of our work). Find ways of ensuring this ‘qualitative’ data is fed back to stakeholders like donors (case studies, success stories and examples).
  • Report on program qualitative indicators, measure the impact of services provided for beneficiaries, advise M&E manager on taking corrective actions and incorporate feedback lessons learned
  • Carry out periodic internal monitoring activities for different program components, i.e. case management, emergency cash assistances, assessment, activities, etc…
  • Help in evaluating the projects at the end of the projects and report on findings.
  • Implementing ME internal activities and respond to all comments and feedback would be resulted from those activities.

Job Responsibility #3 Help in Supervising, monitoring and reporting on program’s accountability framework (Feedback & complaint mechanism and Urban Refugee Committee(s))

  • Integrate, organize, and periodically report on program accountability framework, this includes the program activities implemented through CARE’s partners.
  • Set up arrangements for beneficiary liaison and input (to allow them to comment and give feedback on the services we provide to enable improvements).
  • Monitor complaints mechanisms and way in which these can be dealt with to improve our service.

15% of Time

Job Responsibility #4 Deputation for the M&E Manager.

  • On behalf of refugee M&E manager to carry out some duties across the overall program as requested.
  • Provide support and advice for the M&E Manager, related to the implementation, staff performances and give a feedback and observations about the implementing procedures in the field.
  • To assist the M&E manager and deputize for him in his absence

Responsibility #4: Emergency Response / Staff Security

· Take a lead role in facilitating timely, quality administrative support function delivery in the time of emergency response

· Guides and supports management on staff security concerns.

· Ensure security operational guidelines well established for the CO and field offices following CARE USA Security Guidelines, and all staff are aware (in coordination with the CD).

• Promote a safe and secure work environment; foster a safety and security culture; and ensure consistent application of, and compliance with, CARE Jordan safety and security policies and procedures

QUALIFICATIONS

A. Education and training

Required:

  • Bachelor’s degree in statistics or the social sciences (psychology, sociology, etc.)

Desired:

· Master degree in similar field.

B. Managerial Know How

Involves integrating and harmonizing requirements of diverse functions in operating, support, and administrative situations. It may be exercised through consultation as well as direct action; Management requires a combination of planning, organizing, controlling, and reviewing along with direct and indirect execution. Choose one of the following: Task; Minimal; Related; Diverse; Broad.

· This position requires (Minimal) managerial know-how.

C. Experience

Required:

· At least three years of experience in development and/or humanitarian organizations, including significant experience of working with partners to deliver humanitarian programs or build capacity for emergency preparedness and response.

· Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, the People In Aid Code, HAP etc.

· A proven record of effective project management, including project planning and managing a budget

· Proven skills in partnership building, influencing and negotiation with a range of humanitarian actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups

· Proven experience in establishing monitoring and evaluation systems, methodologies, and reporting on findings.

· Proven experience in data collation process, auto reports and documentations

·

Desired:

· Substantive experience with one or more of the participating IWG agencies: CARE, CRS, Mercy Corps, Oxfam, Save the Children, World Vision.

· Knowledge of and experience with one or more of the three cross-cutting themes: Staff Capacity; Accountability; and Disaster Risk Reduction

· Previous successful experience in the management of multi-agency, multi-stakeholder collaborative projects.

· Experience in the effective dissemination of research findings and the design, organization and management of large-scale learning events.

D. Technical skills

Required:

· Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants.

· Strong skills in written communication, including effective report writing

· Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment.

· Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts.

· Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team.

· Flexible, creative and solution-oriented approach in an innovative environment

· Competence with MS Office applications, including Word, Excel and Outlook.

Desired:

· Skills in organizing and facilitating training events. Expertise in one or more of the following program areas: food security, nutrition/health, water/sanitation, income generation, alternative basic education, natural resources management & conservation especially with Gender & Rights Based Approach focus
