BACKGROUND

LAW is an independent, non-profit organisation comprised of human rights lawyers working in fragile and conflict affected areas in the Middle East, Africa and South Asia. We have a particular focus on gender equality and sexual and gender-based violence, natural resource exploitation, rule of law and accountability, and transformative justice, working to bring justice to those who need it most. LAW’s ground-breaking work has been included in a number of UN and Member State government reports and has received international media coverage, including in the New York Times, the Times of London, the Guardian, Voice of America, BBC News, Sky News, Al Jazeera, Huffington Post and Foreign Policy.

Syria Programme

In 2019, LAW commenced a programme on the Syria crisis to address the needs of women, girls and other groups affected by the conflict. The Syria conflict has provoked “the world’s largest humanitarian crisis since World War II”. Over 14 million people are estimated to be in need of humanitarian assistance inside Syria, 6.6 million displaced within Syria (United Nations Office for the Coordination of Humanitarian Affairs UNOCHA) and more than 5.6 million registered refugees beyond Syria’s borders, the vast majority hosted by neighbouring countries.

The Programme Officer will work closely with LAW’s Syria programme team in the implementation of the programme and will also be an essential support to the leadership team in the establishment and smooth running of LAW’s Jordan project office.

Location: Amman, Jordan Hours: 40 Hours per week Travel within the region will be required.

Functions/Key Deliverables Expected:

The postholder will be responsible for working in close coordination with LAW’s partners, beneficiary groups, and with relevant legal actors, in addition to providing key support to the Executive Director. The post holder will perform duties in accordance with the responsibilities outlined below:

Programmatic:

Act as a focal point for programme lawyers, partner organizations and facilitate exchange of information and support meeting with relevant stakeholders;

Coordinate activities undertaken by multiple partners including assessing justice needs of survivors’ associations;

Undertaking ad hoc research and analysis work;

Liaise with beneficiary groups and support referrals to appropriate internal and external service providers;

Organise capacity-building workshops and events for Syrian lawyers under supervision from a legal expert; and arrange advanced and intensive training courses;

Support the planning of roundtables, organizing venues and equipment, circulating agendas, taking accurate minutes, and seeking feedback from participants.

• Contribute to drafting and preparing financial reporting;

Operational:

• Management of the Executive Director’s diary, arranging and facilitating both internal and external meetings;

• Attend internal and external meetings as required and ensure minutes are efficiently recorded and available in a timely manner;

• Plan and coordinate organisational events/meetings, including; drafting, circulating agendas, minutes and to support implementation of decisions taken at meetings and prepare reports;

• Prepare travel arrangement and itineraries for the ED, including visas, logistics, travel packs, currency.

• Prepare expense claims for the ED

• Office management including procurement, financial and administrative duties with direction from the Executive Director

• Any other duties as specified by the Executive Director.

Experience, Skills and Qualifications:

Bachelors degree in human rights, humanitarian protection, refugee studies, international relations or related field;

3 years demonstrated experience working in a similar role providing support to programme and to senior management;

Two years’ demonstrated experience working with refugees and vulnerable survivors, such as survivors of gendered-based violence, preferably as part of a human rights or legal aid;

Demonstrated experience of presenting to a wide range of audiences or delivering workshops/trainings;

Relevant experience working with international NGOs is strongly preferred, ideally in human rights or humanitarian field;

Knowledge and understanding of the Syrian context, gained through experience working on issues related to the Syrian conflict;

Excellent written and oral skills both in Arabic and English,

Demonstrated research and drafting skills;

Proficiency in Microsoft Office Suite and strong technical literacy;

Strong communication and interpersonal skills with the ability to work independently and take initiative;

Ability to meet tight deadlines and take on tasks from beginning to fulfilment;

Desirable:

Qualified lawyer with demonstrated experience

Experience or background working in the legal sector within the Syrian context;

Demonstrable experience providing legal information and assistance to vulnerable groups including survivors of violence against women and/or Housing Land and Property;

Flexibility; someone who is familiar with the volatile and unpredictable nature of working in post conflict environments;
