CONTEXT

Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.

Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.

Through its Humanitarian Response Division (DAH), the organization is committed to:  Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours;  Provide assistance to vulnerable groups affected by a crisis, including PwD (People with Disabilities) and meet their specific needs.  Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.

Directly linked to the DAH of Handicap International, the expatriate will be mandated for the following mission: The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe.

The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

Handicap International’s Syria crisis related emergency intervention is implemented in the region since May 2012.

DESCRIPTION

Under the direct responsibility and support of the Head of Mission, you will be responsible to ensure the mission’s financial, logistics, administrative and human resources management and guarantee compliance with the country’s legal framework and head office rules.

You will be responsible of the compliance with HI and Donor rules on Finance, Logistic and HR matters.

You manage the support team (admin manager, logistic manager, logistic officer, drivers, cleaner)

Responsibilities:

Oversees the mission’s financial resources Aim: To guarantee an efficient financial management in line with internal procedures

Oversees monitoring of implementing partners Aim: To ensure compliance of the partner with HI and donor rules obligation on Finance, Logistic and HR matters

Design/update HR policies and oversees their implementation within the mission Aim: To ensure equitable treatment of staff and efficient HR management

Oversee the mission’s logistics management (procurement, equipment, fleet of vehicle, stocks, bases)in compliance with internal and donor procedures Aim: To ensure an efficient logistics management that guarantees a smooth-running of mission activities

Manages the mission’s support teams Aim: To develop team’s autonomy and performance

Takes part in the drafting and implementation of the Country Plan (financial, logistic, HR aspects) Aim: To help achieving the mission’s strategic objectives

Ensure respect of legal requirements, Aim: Mission is complying with Countries legal framework for INGO

REQUIRED PROFILE

Diploma in Finance, Administration, or Human Resources
At least 3 years of professional experience in humanitarian and/or development context
2 years mandatory on a similar position (Administrative coordinator at least)
Proven managerial experience
Strong communication and reporting skills
Strong organisational skills
Experience in the region would be a strong asset
Strong interpersonal and intercultural skills
Ability to work under high pressure
English mandatory (oral and written) ; Arabic knowledge is a strong asset
SALARY

Starting date : ASAP
Length of the contract: 4 to 5 months
Salary from 2700€ (gross) / month regarding the experience of the candidate
Perdiem : 674€ (net)
Insurances : medical hearth coverage, retirement planning, repatriation
Paid holiday : 25 days per year
R&R : Level 1 : 1 day per month
Housing : collective house to share
