Regional HR Coordinator

Key responsibilities

To support HelpAge’s regional office in Amman for HR, administrative functions, including providing support and guidance to EME people managers and staff in their roles, carry out the national and expatriate staff administration in the program and to follow up and monitor the right implementation of HAI policies and procedures and advising on good HR practice and guidance on HelpAge HR policies and procedures following the RD’s Guidance.

The postholder will be the contact point on HR matters for the region and will work collaboratively with London HR and other country offices and sometimes regional HR contacts to form an effective global virtual HR team.

The post holder is expected to operate within all HelpAge policies and procedures.

The post holder should ensure the proper implementation of the following functions:

Advice to EME Team, People Managers and local HR contacts

• Develop an annual HR plan reflecting regional and global priorities / initiatives.

• Work with the EME management team, country directors, other people managers, and their teams to support strategic thinking and problem solving in all areas of people management by:

o Ensuring regular communications with managers, building and maintaining strong working relationships. This may include traveling to the Country Offices as appropriate and working to develop local capacity for HR Focals.

o Providing advice and support to staff and their managers on a wide range of HR issues through the employee life cycle.

o Providing one to one support and coaching for line managers (when needed) and local based HR focal points in country offices.

EME Recruitment

• Manage and oversee the provision of a high quality and timely recruitment service across the region ensuring good practice and employment law is adhered to and HelpAge global policies followed accordingly.

• Provide recruitment advice and guidance to HR focals in line with good practice, facilitating the development of job descriptions, advertising campaigns, monitoring and selection. Where necessary manage relationships with external recruitment agencies.

• Keep track of recruitments in the region.

• Ensure compliance with immigration laws for any international staff coming into the region. Train and support country HR contacts.

• Manage any temporary and consultant recruitment for the region.

Advice to EME International Staff (Expats)

• Work with HR Focals and when needed hiring managers and staff on international contracts of employment to offer guidance on employment T&Cs:

o Keep up to date in employment law in relation to immigration matters for the region. Advise EME management team on any new changes to ensure legal compliance.

o Provide advice and support to staff on international contracts of employment.

o Offer guidance on the benefits package such as travel/medical insurance, pensions and other terms in the international staff handbook

o Keep up to date staff records and, where relevant, their dependents.

o Liaise with external agencies such as local and national government.

HR Support for EME Staff

• Provide advice on employee relations issues, escalating complex employee relations issues to London HR if needed.

• Advise staff on flexible working requests and parental related benefits and policies (maternity leave etc.)

• Offer advice and guidance on HR policies and procedures. Keep EME staff updated on any changes to global HR policies.

Employee engagement & development

• Follow up all global initiatives comes from London

• Follow up on the regional country staff development plan

• Follow up and monitor completion rates for annual appraisal process.

• Ensure effective induction plans and procedures are in place to support new staff.

Effective administration of Pay & Benefits

• Follow London HR payroll procedure to make accurate and timely inputs for monthly payroll administration for international staff (starters / leavers / changes).

• Focal point for any staff queries on pay and benefits.

• Liaison with external benefits and insurance providers to ensure an effective service.

• Communicate and roll-out any new global benefits to regional staff.

• Work collaboratively with Finance colleagues to reconcile data and ensure compliance with HelpAge policies and regulatory compliance.

• Ensure that international staff files are complete and staff information is followed-up

• Update and follow up the national staff contracts (database)

• Update and follow up the national staff leaves Leaves

• Prepare social security declarations for social security department / income tax declarations, with close collaboration with Finance Department

• Follow up POL for national International staff

• Ensure health care coverage and monitor the provided service, and do follow ups with Health Insurance company, Health Insurance administration

• Assist in the preparation of any required report under London guidance.

• In liaison with the Finance Department follow up the expat flight ticket in or leaving Jordan

• Manage the payments of expat school and update the follow up table, records

HR Systems, Project & Policy work

• Participate in the global HR virtual team, reflecting regional inputs into any proposed changes or new global HR policies.

• Be the HR System Admin (Cascade) for EME region.

• Maintain staff records and ensure confidential data is securely stored

• Ensure global policies are adapted as needed to ensure regional and country compliance

• Provide support and guidance in humanitarian HR preparedness and help co-ordinate resources if needed during an emergency response in the region.

• Support Head of HR and Chief Operating Officer in compiling regional HR data for annual report

• Undertake any other duties as and when necessary to fulfil the objectives of the region or global HR priorities

Essential skills, knowledge and experience

The ideal candidate will have:

Essential

• BA degree in Business Administration or any related field,

• Substantial relevant experience minimum of 3 to 4 years in an HR department in the field at an appropriate level, with sound understanding of HR Functionalities; preferably with INGO’s

• Experience in implementing human resources policies and practices

• Good oral and written communication skills with the ability to present Human Resources matters to non-HR people.

• Good computer skills in MS Word, Excel and word processing and any previous experience with HRMIS

Desirable

• Experience and commitment to work with and for disadvantaged people, preferably older people

• Experience of producing presentation materials e.g. Power Point

• Knowledge of the geography and culture of the Eurasia and Middle East region
