CONTEXT

Present in more than 55 countries, Handicap International is composed of 2 operational directions:

  • The Direction of Humanitarian Action (DAH)
  • The Direction of Development Action (DAD)

Handicap International (HI) have been intervening in Yemen on and off for the last 13 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of DFATD, ECHO and Unicef, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing physical and functional rehabilitation care to war affected people (including through the donation of assistive devices). This support continued with ECHO funding in 2016 and has led to additional funding in 2017 and 2018. In addition, HI Yemen secured a GMOFA grant in 2017 (up to December 2018) to provide additional comprehensive rehabilitation care to PwD/PwI as well as a component of inclusion mainstreaming for humanitarian organization.

In parallel, HI has been implementing an inclusion and protection mainstreaming project, funded by DFATD and the Norwegian Ministry of Foreign Affairs, to increase the knowledge and capacities of the staff of 2 local and 2 International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services. In 2017, in addition of the GMOFA grant on inclusion, HI has become a member of 2 consortium funded by DFID: (1) CIRAM consortium lead by ACTED and (2) ICLA consortium led by IOM. HI, as technical support for the consortium parent, is ensuring the inclusion mainstreaming of the program in both consortiums. In addition in the ICLA consortium, HI will ensure training on PSS and MRE.

DECRIPTION OF THE JOB POSITION:

In 2018, HI will extend its intervention to health facilities and populations outside Amanat Al Asimah and Sana’a Governorate. Funding from ECHO (HIP 2018) already secured, will allow HI to expand its activities in Al Hudaydah governorate which are expecting to start in October 2018. A need assessment is also schedule by the end of 2018 in Aden to develop similar health activities (proposal submitted to Skala foundation)…

General mission:

Under the direct responsibility of the Head of Mission and in close collaboration with the operations, technical and support units, the Programmes Coordinator will be responsible for:

  1. Contribute to the definition of programmatic strategy
  2. Coordinating and leading on project proposal development
  3. Leading on external reporting including effective monitoring and support for donor compliance
  4. Networking and representation of HI as relevant
  5. Overseeing the progress, relevance and quality of programmes implemented through ensuring and implementing effective monitoring and quality assurance frameworks
  6. Ensuring capture and application of lessons learned and supervising mission knowledge management as appropriate.
  7. Supporting the development and organisation of partnerships as relevant
  8. Managing the MEAL department

OBJECTIVES OF THE POSITION

  • To support the implementation of the projects in the current areas of intervention (Amanat Al Asimah and Sana’a governorate) as well in the new targeted governorate (Al Hudaydah and Aden Governorate)
  • Monitoring and Evaluation Policy
  • To ensure a humanitarian mainstreaming of the context and to contribute to the development of the operational strategy in Yemen.
  • To build the skills and capacity of the Project managers on the project management cycle, management of the priority and reporting
  • To ensure timely reporting for the donors in close link with the project managers and the assistant HoM.

SPECIFICITIES:

Base: Sana’a, Yemen with stays in Amman, Jordan, contingent to obtaining visas and to the situation on the ground in Yemen. It could be ideally 70% in Sana’a and 30% in Amman and end of 2018 6 weeks in Sana’a and 1 week in RnR.

Security:

  • Risks are low in Amman and leaving conditions are very good.
  • Risks are very high in Yemen but thanks to strong measures in place we operate in good conditions. A very good shared accommodation is available which is good as movement in town are very limited.

PROFILE SOUGHT:

Qualification :

  • Generalist educational background: Masters in humanitarian field or other relevant area e.g. project management, politics/social sciences, etc.

Experience:

  • Minimum 4 years working in emergency humanitarian programs
  • Minimum 2 years working in a senior coordination role within an INGO
  • Proven management skills
  • Strong experience in leading on grants management responsibilities (proposal development including narrative and budget components)
  • Experience of external representation for an INGO
  • Demonstrable experience of working in an insecure environment or fragile state

Skills:

  • Strong communication skills
  • Excellent written reporting ability
  • Financial/budget management skills
  • Very strong organizational and coordination capacities
  • English mandatory (oral and written) ; Arabic is an asset

  • Strong interpersonal and intercultural skills

  • Able to work autonomously and in difficult context area

CONDITIONS OF EMPLOYMENT:

  • Starting date: ASAP
  • Length of the contract: 12 months
  • Contract: salaried contract from 2750€/month gross depending on experienc
  • Per-diem: 550 € in Yemen, 596€ in Amman / net month
  • Hardship allowance: 500 euros in Yemen
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
  • R&R: specific Policy for Yemen
  • Status: position openned to couple or families (based in Amman)
