CONTEXT OF THE MISSION

HI Middle East Regional Programme coordinates missions in 4 different countries (Egypt, Jordan, Lebanon and Palestine) for now. The programme is engaged in the second part of its StrateOp 2015 – 2019 with a massive growing of financial volumes on the last 2 years. The program is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience. The program has a total volume expected for 2018 of 11M Euros with 220 expatriates and national staff. Out of this, Jordan mission amounts for 4.2M euros and nearly 100 employees.

From mid-2018, the program will be involved in a massive process of set up adjusting in line with the whole reorganization of HI operations in HQ and in the missions. Initial decisions and orientations will be provided to the missions from September and the strategic plan of change for the program will have to be developed by November 2018. This reorganization set up will request a large involvement of the Regional Program Director and the 4 Country Managers, as well as innovative and positive ways of managing change processes for the team.

DESCRIPTION

Under the overall supervision of the Country Manager, you will be responsible for the effective management and implementation of the whole range of projects of the mission with PMs and teams; guidance and management of the projects teams; compliance with HI PCM guidelines and tools, budget regulations, donors requirements and quality insurance.

In this context, a strong focus will have to be done on: • Manage the projects’ budgets/funding • Manage the team • Insure respect of the HI PCM standards and rules by the PM and the Operational Unit in general • Guarantee qualitative implementation of the projects – with strong focus on PMs capacities building and effective coordination with MEAL and Support services • Insure strong role of representation and connection with the partners, authorities and donors with the Country Manager and the Liaison and Partnership Advisor • Develop and strengthen the partnership approach and philosophy for the mission

The position will have to work in strong coordination with the regional office team of technical coordinators as well as with the Jordan support services.

PROFIL

Education:

• Diploma or master on related fields: political sciences, humanitarian, economical

Experiences:

• Minimum 5 years’ experience on project management, operational coordination, management of services, programs in the humanitarian or development sector

Competencies:

• Strong managerial skills
• Strong writing skills
• Very good command of English
• Large knowledge of Project Cycle Management
• Particularly strong interpersonal and communication skills

Personal qualities:

• Detailed oriented, highly organized and able to prioritize workflow
• Strong team player with ability to function efficiently in a multi-tasking environment and under pressure
• Very positive, constructive and dynamic personality

SPECIFICS

The security in Jordan is still fairly good. In Amman, despite some sporadic demonstrations the living conditions are excellent with little restrictions. Jordanians are very welcoming and life for foreigners is generally quite comfortable. Expect minimum standards of respect and adaptation to the local culture and traditions.
