JOB CONTEXT :
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 6 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Seven years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a large humanitarian program from three different hubs along four main pillars:

  1. Support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) for the provision of comprehensive psychosocial support services ( psychosocial support, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment;
  2. Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses.
  3. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas;
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

Description : Under the line management of the Area Coordinator, the HubSupport Services Coordinator is part of the Hub management team based in Amman and provides strategic support to the different support services for the Hub.

Among the main objectives of the position:
• Provide strategic support to the finance, human resources, logistic and compliance departments;
• Ensure technical support and regular internal audit for each department;
• Manage, guide and support the compliance department;
• Plan and supervise the definition, revision, dissemination and appropriation of relevant tools, guidelines and policies for support services;
• Ensure the hub’s compliance with requirements and procedures of HI and its donors and with the legal framework;
• Represent the Support Services in the Hub Management Team and participate to the definition of the Hub strategy;
• Ensure appropriate capacity building of national staff in the support services teams and eventually covers the gaps;
• Support the roll out of the ROOTS project across the Hub.

JOB DESCRIPTION

MAIN TASKS

  1. Mission framework, Compliance and Capacity building
    • Together with the Area Coordinator and the Support Managers, identifies strategic areas of improvement of the Hub and designs an action plan;
    • Support and supervise the definition and revision of relevant tools, guidelines and policies for support services;
    • Ensure the proper dissemination, appropriation and implementation of relevant tools, guidelines and policies in the hub (in close collaboration with the whole support services teams);
    • Ensure the application of HI’s Code of Conduct, HI’s Misconduct Reporting Mechanism and HI’s Policy on Prevention of Sexual Exploitation and Abuse by HI staff and the partners and supports the Compliance Officer to organize regular briefings to HI staff and partners;
    • Supervise and support the Compliance Officer for risk analysis, internal audit, implementation of mitigation / correctives measures, and management of cases of suspected misconduct or fraud;
    • Ensure appropriate capacity building of national staff in the support services teams;
    • Ensure appropriate capacity building of national staff in the support services teams;
    • Supervise the Hub’s compliance with the legal framework;
    • Support the Area Coordinator on the legal and administrative steps linked with Turkish authorities and registration;
    • Manage and supervise the Support Service Coordinators during absences of the Area Coordinator;
    • Ensure appropriate capacity building of national staff in the support services teams.
  2. Financial Management
    • Offers technical support, functional management and regular internal audit for the finance team;
    • Contribute to the correct design and use by the finance team of adequate budget follow-up tools, in accordance with the needs of budget holders;
    • Support the finance team for smooth and efficient management of accountancy and cash-flow procedures and for the implementation of all administrative procedures;
    • Support the Finance Manager in the financial analysis of the hub (analysis of budget structure, program cost / support cost proportions, cost efficiency, value for money)
  3. HR Management
    • Offers technical support, functional management and regular internal audit for the HR team;
    • Support the roll out of ROOTS project, offering a strategic point of view and facilitating the liaising and contribution of other departments and Coordination;
    • Support the HR Manager for the design and implementation of HR policies designed at hub level;
    • Sustain the HR Manager for the regular monitoring and improvement of employees’ work conditions and general well-being, including staff retention, career development and self-care;
    • Provide management and leadership of serious HR incidents, including those with legal and financial implications;
  4. Logistics Management
    • Ensure technical support, functional management and regular internal audit for the logistics team;
    • Support the Logistics Manager for the correct implementation of logistics procedures (on procurement, stock management, fleet management, IT, etc.), in accordance with HI standards and donors requirements;
    • Supervise and support the Logistics Manager for the management of logistics services in the Hub;
    • Ensure regular consolidation and adequate analysis of logistics reports and data at Hub level;
  5. Coordination and representation
    • Represents the Support Services in the Hub management team and contribute to the definition of the Hub strategy;
    • Ensure strategic coordination with the Program Unit for all transversal program/support issues.
    • Ensure appropriate support for Partnership Management (administrative and logistic aspects, revision of partnership agreements, compliance to HI’s procedures, etc.)
    • Represent the mission with other INGOs for inter-INGO coordination on support services issues;
    • Ensure regular liaisons with Coordination team in the aim to promote information sharing and efficient follow-up

YOUR PROFIL

You hold a Professional degree in Administration, Finance or Accounting (Logistic, Compliance, Auditing). A master degree in Administration or Finance is an asset.
• You have at least 7 years of experience as Admin and/or Finance Manager / Coordinator in a professional organization (private, public and/or non-for-profit sector) and at least 2 years of experience in the humanitarian sector overseas.
• You have proven experience in coordination at country level. You have proven training and local capacity building experience
• Experience of operational partnership management and/or remote management would be an asset as well as knowledge of donors and experience in grant management.
• You are fluent in English. Arabic is a strong asset.
• Strong utilization of Excel
• You are autonomous, reactive and able to deal with priorities
• You have good organization skills; you are extremely rigorous and precise
• You have strong interpersonal and intercultural skills

CONDITIONS

• Starting date : June 2020
• Length of the contract: 12 months
• Employee status, according to experience :
– Salary from 2757 € gross/month regarding the experience of the candidate
– Perdiem : 650€ net/month
– Insurances : medical hearth coverage, retirement planning, repatriation
