UNOPS Hub in Amman

The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies. With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

Background Information – Job-specific

Since 2012, UNICEF Jordan Country Office has been playing an integral part of the humanitarian response for Syrian refugees in Jordan. As WASH sector lead, UNICEF is leading the Water, Sanitation and Hygiene promotion assistance to the refugees in camps as well as in host communities, including schools and other institutions. Zaatari Refugee Camp is among the main locations where UNICEF is providing humanitarian WASH assistance which hosts more than 80,000 refugees.

In Zaatari refugee Camp, UNICEF is providing water at a daily average of 3,800,000 liters. This is provided through three boreholes operated within the camp covering the whole the daily supply, and number of privately owned external boreholes, contributing the remaining daily supply. Currently, water is pumped from the boreholes to the distribution points through main pipelines and pump stations. The water supply from the network doesn’t cover the needs of the NGOs and institutions inside the camp. In addition to water supply, UNICEF is also managing wastewater networks which collects a daily amount of 2000 to 2500 m3 through main pipelines and two pump stations. Collected wastewater is being pumped on 24 hours basis to the camp treatment plant.

While all the above activities are conducted by implementing partners, there has been significant bottlenecks regarding the effective service deliver by these partners. Although majority of the problems of quality service delivery are related to water supply, the other WASH components also present some major constraints.

Against this background, UNICEF put together an independent team to conduct daily monitoring of the major UNICEF supported service delivery projects in the camp, with the sole aim of improving the quality and effectiveness of the services provided. This structure has not only improved overall quality of results, but also enhanced a cordial relationship between right holders and duty bearers, particularly in the area of water supply. Based on this experience, UNICEF has decided to expand this monitoring structure to other WASH components it supports in the camp.

Functional Responsibilities

Under the Supervision of the Networks O&M Manager.

The Water Field Monitor is expected to fulfill the following tasks and responsibilities :

  • Track and monitor the water supply through trucking in response to daily complaints from the community.
  • Work closely with the operation engineers and hotline team to address all water trucking needs in response to any complaints or supply issues in the network.
  • Manage the water quality checkpoint at the Camp Gate completely and ensure tracking and quality testing for all coming trucks.
  • Responsible for monitoring quality for all water trucking inside the camp including response to complaints, private supply, and institutions.
  • Prepare daily and weekly reports on water market and gate checkpoint quality sampling and testing.
  • Act as focal point for gate quality checkpoint with SRAD, NGOs, MOH and any other stakeholders.
  • Coordinate with SRAD on rejection of unapproved and contaminated water trucks at the gate.
  • Attend all operational and WASH meetings and contribute to the monitoring of water supply through trucking to NGOs and institutions inside the camp.
  • Liaise with the contractor on the water trucking to all NGOs and institutions inside the camp if they are not getting private water supply.
  • Coordinate with the contractor on water quality testing inside the NGOs and institutions locations.
  • Follow up with MOH on quality testing for water inside NGOs and institutions if they are supplied by UNICEF’s contractors and partners.
  • Ensure that all water supplier are delivering water from approved wells and according to national standards.
  • Update and manage the master list of trucks drivers and report any misbehavior or illegal driving actions to UNICEF and SRAD if needed.- Record and track all the required tests and samples for water quality parameters and ensure having proper documentation for all tests results and findings.

Education/Experience/Language requirements

  • Bachelor degree in Civil /Mechanical/ Water/ Environment Engineering, or a Secondary Education plus diploma in Water Engineering or Water Quality Management
  • 2 years (with Bachelor degree) or 5 years (with secondary education plus diploma) of experience in water quality and management is required.
  • Experience working in refugee camps context is an asset.
  • Training course in water quality testing and management is an asset
  • Fluency in both English and Arabic is required.
