Information Management Consultant (Protection), HQ Amman

TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff.

Consultancy – Information Management Consultant (Protection), HQ Amman

BACKGROUND AND PURPOSE

In recent years UNRWA has strengthened the implementation of its protection mandate and the Agency’s approach to protection has evolved accordingly. Protection and human development are mutually reinforcing goals for UNRWA; one cannot be achieved without the other. Both are reflected in the agency’s Medium Term Strategy (2016-21) for which Strategic Outcome 1 relates to ‘‘Refugees’ rights under international law are protected and promoted’. Information management, monitoring and evaluation (M&E) and knowledge management are key functions related to the work of the UNRWA Protection Division based in Amman Jordan. In view of these needs, UNRWA requires the services of a consultant to work as an Information Management Consultant (Protection).

Description of Duties and Responsibilities

The Information Management Consultant (Protection), will report to the Chief Protection Division at UNRWA headquarters in Amman and perform the following duties under his direct supervision:

1. Information Management

· Providing technical support and advice to protection teams in field offices on information management;

· Overseeing and coordinating the roll-out of the protection database, Activity Info, across the Agency including implementing the business requirement for different users and providing technical support and training as required on the system;

· Coordinating with and supporting field offices and programmes in the implementation of the database;

· Working with the external software provider – Bedatadriven – to further develop, customize and enhance the database information management system, including to capture details of protection incidents and individual protection-related matters of Palestine refugees;

· Administering and maintaining the protection case tracking and incident monitoring information management system;

· Developing and managing systematic guidance, standard operating procedures, data collection tools and other documents or training materials relevant to information management systems related to protection;

· Delivering training to core field staff at field office level on information management systems relevant to protection;

· Acting as the focal point for Protection Division for information management coordination mechanisms and on the issue of data protection.

2. Monitoring and Evaluation (M&E)

· Coordinating the timely collection of data and reporting on the protection indicators in the Results Based Monitoring (RBM) system as part of the Common Monitoring Matrix;

· Preparing reports and infographics on protection results and data as required including for UNRWA’s Annual Operational Report, Mid and Annual Results Review and Six-monthly report;

· Providing technical support on M&E to other projects and activities as part of the Protection Division.

3. Knowledge Management

· Helping developing and overseeing the up-dating of the protection community of practice on-line platform in consultation with the Information Management Department;

· Coordinating the content and up-loading of the new documents and features to the platform;

· Assisting the Administration Assistant in the archiving system for Protection Division records and documents.

Essential Qualifications and Experience

· A university degree from an accredited educational institution in Information Management, Information Systems or relevant field;

· Five years of relevant work experience with a UN agency, non-governmental or civil society organization in the area of information management, M&E and knowledge management;

· Experience in developing and maintaining information management and reporting systems;

· Excellent command of written and spoken English.

DESIRABLE Qualifications and Experience

· Experience in information management systems as they relate to protection programmes and activities of UN agencies or NGOs;

· Knowledge and understanding of the Palestine refugee situation in the political context of the Middle East.

ADDITIONAL INFORMATION

The incumbent is required to travel in the Agency’s area of operations.

CONDITIONS OF SERVICE

· The duration of the consultancy is 11 (eleven) months, with the expected start date of April 2019;

· The incumbent will be based in Amman, Jordan;

· Remuneration for this consultancy will depend on the qualifications and experience of the candidate.
