Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations based on humanitarian principles. In the Middle East, DRC applies a regional approach with operational presence in Iraq, Jordan, Lebanon, Syria, Turkey & Yemen.

DRC’s country strategy in Jordan aspires to deliver high quality, contextually driven programming responding across the continuum of needs of displacement affected individuals and communities.

DRC has been active in Jordan since 2003 when it first responded to the Iraqi refugee crisis. DRC is engaged in a multi-sectorial response to the Syrian crisis in Jordan since 2013,

providing emergency assistance, protection services and livelihood support to displacement affected communities in

East Amman, Karak, Ma’an, Tafileh, Madaba, Irbid and Mafraq governorates as well as in the Azraq refugee camp.

The programme currently has 190 national staff, 9 expatriate staff and an operating budget in 2020 of USD 13 million.

About the job

Under the supervision of the Head of Support Services, the Finance Specialist will Consolidate Jordan Accountancy as per DRC’s Operations Handbook, Provide overall advice, coordination, and technical support to the Finance team and Ensure compliance with the finance chapters of DRC’s Operations Handbook

Your main duties and responsibilities will be:

  1. Manage all day to day financial matters in country office and support/advise finance teams in field offices in managing financial matters.

  2. In collaboration with HOSS and Area Managers, ensure compliance with financial management guidelines set out in the finance chapters of DRC’s Operations Handbook, country office financial guidelines and donor requirements.

  3. Ensure compliance with Govt of Jordan regulations and obligations including taxes, social security

  4. Ensure maintenance of proper and accurate accounting records and archiving of supporting documents.

  5. Prepare Master Budget and annual consolidated budget in collaboration with the HOSS, Area Managers, program and grants staff, and provide funding analysis of forecasts (including staffing and office costs) to HOSS.

  6. Support Program team in preparing proposal budgets, ensure that support costs are properly recovered in those budgets and budgets meet donor requirements.

  7. Develop and maintain local office policies and procedures and provide training for all issues related to local financial matters.

  8. Maintain an up-to-date allocation table/overview of funding of shared/support costs and prepare monthly allocation of staffing and other shared costs in line with DRC policies.

Your main duties and responsibilities will be:

  1. Prepare quality financial reports for RO/HQ review and ensure timely submission to the donors

  2. Implement all relevant financial control tools within the country programme.

  3. In collaboration with HOSS, train, support, supervise and monitor the finance staff ensuring that HQ/donor procurement guidelines are followed.

  4. Verify payments ensuring compliance with DRC, donors, including proper supporting documents.

  5. Ensure timely payment of salaries, and all suppliers/partners’ invoices by finance.

  6. Ensure implementation of cash management procedures and regular cash counts with along with reconciliation with ledger balances.

  7. Review expense reports for accuracy and completeness and ensure expense reports are approved before payment.

  8. Supervise country wide cash flow management, including receipt of monthly cash flow projections from field offices and perform necessary requests to HQ and transfers to field offices to ensure cash and bank accounts are replenished on timely basis.

  9. Ensure that all transactions are properly coded to respective grants and budget lines are accurate

Your main duties and responsibilities will be:

  1. Ensure the preparation of legal and tax documents for submission to government department

  2. Participating in cash count to ensure balance as per cashbook match with physical cash

  3. Review and/or Perform re-bookings and ensure availability of approvals and proper supporting documents for all adjustments.

  4. Maintain grant file for each project and ensure all documents including signed contract, budget, amendments and other correspondence with donors is updated.

  5. Maintain pre-payments and accrual file and ensure they are amortized to donors on a monthly basis

  6. Ensure vouchers for the whole country program are recorded, reviewed and uploaded to cashbooks.

  7. Receive payroll and ensure all staff timesheets are attached to payroll and properly coded to donors.

  8. Prepare budget vs actual reports (BFUs), discuss variances and forecast with relevant program implementation staff and ensure budgets are not overspent during or after grant period

  9. Communicate with HQ regarding budget coding and budget revisions coding

Your main duties and responsibilities will be:

  1. Follow up with donors for instalments.

  2. Ensure an accurate record of security and advance deposits paid to land lords and vendors

  3. Ensure sub-grants instalments and expenditures are properly accounted for on time

  4. Support HOSS in capacity building of finance and non-finance staff to improve financial management and compliance.

  5. Keep abreast of the local tax laws/requirements and ensure DRC is in compliance with same

  6. Overall Responsible & supervision for preparation of all required documentation for financial audits in cooperation with Coordination staff and Headquarters

  7. Be the focal point for auditors to receive communication and provide necessary information

  8. Participate in final audit meetings and discussions on audit report and management letters

  9. Ensure final audit report is received, and distributed to all concerned managers, regional office and HQ

  10. Oversee the project-end procedures including the coordination with HQ.

Additional Duties

  • Support

    1. Support the development and implementation of financial management in DRC Jordan

    2. Provide technical support and advice to the country finance teams

  • Financial Management

    1. In close cooperation with Managers in geographical area reinforce existing procedures and systems for financial management and control in compliance with guidelines of DRC’s Operations Handbook, internal guidelines and donor requirements

    2. Participate to the review of the Accountancy and ensure its harmonization across the bases.

    3. Responsible for uploading Jordan Payroll in to Dynamic and ensure it is reconciled with Accruals (Tax and SS)

    4. Overall responsible of Jordan Timesheet / Resource Scheduling – Run Distributions of Jordan Operations on Dynamics

    5. Ensure / Strengthen an internal compliance control on Finance Voucher for Jordan by creating tools and conducting spot checks.

    6. Design/maintain in collaboration with Coordination a Archiving System of Financial Docs of Jordan Operations

    7. Perform compliance check on Financial Docs from the Field Offices and provide feedback / comments

    1. Responsible to prepare and review Cost Control on all running cost for Jordan Office and provide comments / feedbacks to relevant Managers.

    2. Responsible of Finance Staff Capacity Building on Dynamics Accountancy and financial management of projects

    3. Draft, maintain, circulate and implement finance policies related to Accountancy and compliance for Jordan

    4. Responsible of the Capacity Building of CBOs & IPs on Finance and Compliance aspect.

    5. Support and guide Finance field team the review of the IPs Financial Report and Documentation

    6. Guide and Ensure compliance with relevant country statutory and other financial obligations such as tax, levies and statutory returns

    7. Ensure thorough and effective budgetary control in the country programs

    8. Ensure all required documentation for financial audits in cooperation with Coordination staff and HQ

    9. Support and Prepare for local audits

    10. Support timely delivery of internal reports to colleagues and HQ when needed

About you

  1. Minimum 3-5 years of international practical experience in financial management

  2. Proven experience in managing large budgets

  3. Competence in providing technical guidance and training

  4. Proven experience in working with national partners,

  5. Working experience with relevant donors (e.g. UNHCR, ECHO, OFDA, WFP, DFID or BPRM guidelines)

  6. Advanced proficiency in Excel

  7. Ability to work in a multi-cultural environment and a good team player.
