WASH Project Assistant

Functions and Responsibilities of driver: Functions Supervision
The WASH Project Assistant is responsible and accountable for the performance of 100 skilled and semi-skilled IBVs for preparation and installation of greywater network project.
Organisation and planning
The WASH Project Assistant, in collaboration with the WASH Project Officer, is responsible for providing technical advice and overseeing daily operations for the construction of the greywater network.
She/he is responsible for overseeing 100 IBVs in the field for the implementation of the project activities, and reporting to WASH Project Officer the needs of the program.
Project development and activity design
The WASH Project Assistant, will support the WASH project officer to advise on procurement, storage, manufacturing, and construction of GWN.
He/she will ensure activities are based on sound field-evidence are that they are implemented timely and with high quality standards.
Performance and quality monitoring
The WASH Project Assistant is responsible for performance and quality oversight of the IBV team, to ensure that standards and indicators are being met. This includes reviewing implementing quality and performance improvement systems, and capacity building initiatives as required.
Ongoing mentoring and on-site training of staff to ensure continuous improvement
Capacity Building: the WASH Project Assistant is responsible for the skills development of the IBV team through on-site training and supervision of GWN implementation. He/she will identify skills gaps in IBV teams and report to the WASH Project Officer.
HR and time management:
The WASH Project Assistant, in collaboration with the WASH Project Officer, is responsible for recruitment, conducting interviews, quality control and disciplinary measures, and overall HR oversight of the IBV teams.
This includes implementing monitoring and reporting systems to monitor and report attendance, leave, etc, to ensure timely payment of IBVs.
The WASH Project Assistant should report immediately to the WASH Project Officer and Project Coordinator concerning any HR issues arising.
Information:
The WASH Project Assistant is responsible for sharing information both to the team and from the team to Coordination and other program departments.
Reporting
Performance reporting:
The WASH Project Assistant is responsible for collecting and compiling daily monitoring reports of the community, including implementing systems to collect field-level information.
Ad-hoc reporting:
The WASH Project Assistant is responsible for communicating issues, problems, challenges, or ideas to Wash Project Officer and Projects Coordinator.
HR reporting:
The WASH Project Assistant is responsible for ensuring that IBV systems are established and in compliance with camp wide standard operating procedures. He/she will monitor the performance and attendance of IBV teams.
Communication and Coordination
Community:
The WASH Project Assistant will maintain good relations with key partner organization, stakeholders in the community and will be the referral point between the WASH project officer and others.
Security
The WASH Project Assistant is responsible for security management of his/her team and is for knowing the location of all teams at any point in time, maintaining regular communication with the team when in the field.
The WASH Project Assistant is responsible for immediately reporting incidences to the ACTED Security Officer, Project officer and coordination.
The WASH Project Assistant is responsible for implementing and communicating security or evacuation plans.
Required Skills:
At least 1 year experience in project implementation, preferably in an international humanitarian organization
Good knowledge in infrastructure works and water, greywater or black water systems.
Good knowledge in grey/black water pipes and fitting types.
Familiarity with programming in the humanitarian context, (Previous Experience working in communities or in camp setting)
Strong organizational and time management skills
Excellent written and oral communication skills
Excellent interpersonal skills including patience, diplomacy, willingness to listen and respect for colleagues and outside contacts.
Familiarity with the culture of the affected population, ability to communicate respectfully, sensitively and effectively with the affected population.
Good communication skills – an ability and willingness to work with people in difficult personal circumstances.
Knowledge and understanding of plumbing works is a must.
