Duties and responsibilities

The role of the Supply Chain Team Leader is to manage the procurement & the fleet functions and team for Irbid Office ensuring quality support and services to programme team

Specific responsibilities
-Responsible for the smooth running of the day to day fleet & procurement operations including line managing the Fleet & procurement Officers and liaise with field logistics and programme staff to ensure timely delivery of the requested services.
-Ensure local procurement conducted complies with NRC and donor procurement policies & procedures, conducting regular sport checks of procurement files to ensure said compliance.
-Source appropriate suppliers in the local market for the procurement of goods and/or services based on specifications by the programme or support staff.
-Conduct regular market surveys and support with supplier pre-qualification for commonly purchased goods and services, maintaining an up to date supplier database with key supplier information.
-Establish and maintain good professional working relationship with supplier, service providers and contractors whilst strictly adhering to NRC anti-corruption guidelines and NRC’s Code of Conduct.
-Work with the Logistics Coordinator & Fleet Officer to optimize safety and cost effectiveness across the Irbid Office fleet.
-Ensuring that Fleet Officer & Drivers carry out the Daily/Weekly vehicle checks and share the necessary information with the Logistics Coordinator.
-Ensure the Update of all the periodic Procurement & Fleet reports.
-Develop and implement a capacity-building plan to train and develop Procurement & Fleet staff.

Generic responsibilities
-Management of project staff
-Implement plan of action for delegated portfolio of support function’s projects (activities, budget and project documentation).
-Day to day follow of progress in project implementation.
-Ensure adherence and compliance with NRC policies, support function tools, handbooks and guidelines.
-Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
-Promote and share ideas for technical improvement.
-Prepare periodic progress reports and other documents.
-Ensure capacity building of project staff and transfer of key skills.
-Liaison and collaborate with relevant local authorities and stakeholders.
-Promote the rights of internally displaced/returnees In line with the advocacy strategy.
-Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
Critical Interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
-Budget holders
-Relevant implementation staff

Scale and scope of position
Staff: 2 Procurement Officers, 1 Fleet Officer & drivers
Stakeholders: Local Market
Information: Agresso
Legal or Compliance: NRC Code of Conduct, NRC’s anti-corruption guidelines, NRC Logistics Handbook and all relevant local SOPs

Qualifications

Qualification requirement: Bachelor degree or equivalent Years of Experience: 3

We can offer

Contract period: Through to 31 December 2020 (Renewal based on funding and performance)
Salary/benefits: 1347 JOD (subject to social security and Income tax)
Duty station: Irbid
