General Description of the Programme

Our client, an international NGO, has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. It is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households. This role is based in Amman and will be responsible for remote-managing a large-scale programme reaching 500,000 beneficiaries in a complex operating environment.

Overview of the role

Reporting to the Head of Programmes (HoP), the Senior Programme Quality Coordinator (Senior PQC) will assume a leadership role within the programmes department and support the overall work of the programmes team in achieving its project results. In particular, the Senior PQC role will focus on the monitoring and evaluation, accountability and learning (MEAL) functions of the programmes team, while also overseeing the Grants and Communications teams. Based in Amman, the Senior PQC will have senior level MEAL management experience and be able to demonstrate how this has informed programming in previous roles. The Senior PQC will also work closely with the HoP on many aspects of the design and resourcing of INGO’s programmes in Syria.

Main responsibilities:

Programme Management

  • Directly line manage Monitoring, Evaluation and Learning (MEL) Coordinator, Accountability Coordinator and Grants and Communications Coordinator and supervise all aspects of their implementation of INGO’s Syria’s MEAL activities and the submission of high quality donor proposals and reports.
  • Liaise with other departments including finance/administration, procurement and human resource departments to ensure adequate support for all MEAL activities

Programme Quality

  • Contribute to the strategic direction of INGO’s Syria’s programme through oversight on programme design, proposal development, monitoring, evaluation, accountability and learning (MEAL);
  • Work with the MEL team to strengthen and maintain a project monitoring and evaluation system, including an effective field reporting system that will enable measurement of progress at output and outcome levels;
  • Work with the MEL team to capture programme learnings and facilitate the incorporation of lessons learned into revised project designs;
  • Lead the coordination and implementation of Third Party Monitoring (TPM) activities;
  • Oversee the roll-out of activities and training within the INGO’s Syria Accountability Framework;
  • Support robust accountability mechanisms, geared particularly towards the remote management context of cross-border programming;
  • Work with the Mainstreaming Department to ensure effective consideration and mainstreaming of Protection, Child Protection and Gender through all stages of programme design and implementation, working in close coordination with Technical Coordinators, Dublin-based Advisors and other agencies operational in INGO’s area of intervention;
  • Ensure that all INGO’s mainstreaming policies are incorporated in all proposals and activities;
  • Ensure quality technical programme design in conjunction with INGO’s Technical Programme Coordinators and INGO’s Global Programme Quality team.

Representation

  • Resourcing and portfolio development through liaison with donors and the strategic development of sectors, programmes and resources.
  • Representation within INGO Syria and with INGO HQ; on a national level; and regionally as requested.

Other responsibilities:

The office holder may be requested to support the HoP as required in regard to:

  • Departmental management and leadership, and the streamlining and implementation of departmental processes and procedures.
  • Delegate for the HoP during times of their absence from the office.

Requirements (Person Specification)

Essential

  • Masters level qualification in a relevant field, or commensurate experience
  • Minimum five years’ experience working in NGOs, including at least one year in a senior management role.
  • Three years’ experience in MEAL, program design, program quality or related area.
  • Experience in donor engagement and representation.
  • Proven capacity for team building and the performance management of a diverse team.
  • Proven problem solving and coordination skills, flexibility and calmness under pressure.
  • Proven capacity for policy development, and long term strategic planning.
  • Fluent written and spoken English language skills.
  • Strong computer skills with particular competencies with Microsoft Office applications (including MS Word and Excel).

Desirable

  • Technical knowledge of Food Security, WASH, Livelihoods, Emergency response, cash and/or voucher modalities
  • Experience in managing teams remotely
  • Prior work experience in Syria or the region
  • Spoken Arabic

Our client’s package includes a competitive salary, shared accommodation, health and travel insurance and 20 days annual leave. Additional benefits are available after 12 months of service. Salary range for this role is € 38,000 to 47,000
