Summary:

The Senior Manager, Program Development is responsible for project-related tasks both in country and within the region, providing support and guidance to program implementation, development, design, and strategy in Jordan and the Middle East. The Program Role will work in close collaboration with the Jordan and Regional management team (Country Director, Clinical Advisors, Lead Clinician, the Regional Representative, and the HQ-based Program Manager) in the development of potential local and regional partnerships, developing the annual program implementation work plan, and managing the performance against objectives and indicators. S/he will also connect with other initiatives in the region, including New Tactics for Human Rights and Partners in Trauma Healing. The Senior Manager, Program Development will serves as the Acting Country Director in the absence of Country Director to provide in-country support for the Jordan team.

Program Management(40%)

· In close collaboration with the M&E Manager and Lead Clinician, monitor performance against non-clinical program goals based on the development of annual implementation work plan

· Support the development of the outreach and social service strategy

· Manage national and regional project approval processes and reporting

· Ensure CVT programming reflects an up-to-date understanding of socio-economic context, donor trends, needs and gaps, and who does what and where.

· Provide technical leadership in efforts to promote strategic program innovation, coordination, and harmonization across regional initiatives

· Provide coordination of specific projects or leadership activities under the direction of the Regional Representative and/or Program Manager

· Serve as project lead on specific local, national, and regional initiatives, including those that enhance and reflect CVT Jordan’s sustainability strategy

· Serve as a focal point for ensuring CVT’s global, regional, and country strategic vision is understood and reflected in Jordan project implementation, coordination, and team communications

· Ensure that external capacity-building structures and training activities align with CVT strategies

· In collaboration with M&E and the Lead Clinician, contribute to the design, improvement, and maintenance of program data systems

· Manage assigned budgets in accordance with CVT Finance Policies and Protocols, including expense projections, tracking, monitoring, and reconciliation

External Relations & Community-Building (20%)

· As requested by the Jordan Country Director and Regional Representative, support and maintain CVT official relationships with government agencies and line ministries in order to facilitate CVT operations in the country and region.

· Serve as a focal point program events, including commemorations, observances, exchange visits, information sessions, program monitoring visits, and workshops/conferences.

· Coordinate efforts to identify potential partners to expand CVT’s network, to develop formal and informal collaborations, and to increase appropriate referrals

· Lead efforts to identify and develop strategic partnership opportunities and a comprehensive partner network in collaboration with the regional and in-country leadership team.

· Represent the organization with national and local government officials, donors, and media, and at external coordination mechanisms, conferences and other fora.

Fundraising and Program Development(10%)

· Coordinate in-country and regional performance and/or needs assessments to evaluate current and prospective programming and issue findings/recommendations

· Identify and propose new opportunities for program development within Jordan and the region that are aligned with CVT’s mission, objectives, and partnerships

· Monitor fundraising and program development opportunities in Jordan and the region, and ensure they are evaluated by the program leadership team

· Assist in the development of prospective program budgets, workplans, timelines, and other supporting documents for grant applications

Team Leadership & Management (10%)

· Provide administrative supervision to the field-based Jordan Monitoring and Evaluation Manager and SOTI Monitoring & Evaluation Officer. In close collaboration with Headquarters Research and program staff, coordinate time and assignments to ensure achievement of goals.

· Model and implement best practices in staff well-being.

Risk Management(10%)

· Act as risk management focal point for in-country or regional activities as requested.

· Contribute to project risk analyses, risk level determination, and threat matrices as requested.

Other Duties ( 10% )

Participate in other department and organization-wide activities, meetings and trainings. Complete administrative responsibilities. Perform other duties as assigned.

Qualifications

Required education, experience, certificates, licenses or registrations

· BA degree required international development or related field.

· 7 years of experience in relevant management and supervisory experience in an international non-governmental organization.

Preferred education, experience, certificates, licenses or registrations

· Degree in international development or related field.

· Experience working in mental health and psychosocial programs

Competencies (Knowledge, Skills and Abilities)

· Familiarity with private, US government, UN and multi-lateral funders.

· Demonstrated success in all areas of program management, including donor proposal development, implementation, project monitoring and evaluation.

· Flexibility, adaptability and sensitivity to working in a complex environment.

· Strong participatory leadership skills.

· Working knowledge of Microsoft Office suite (Outlook, Word and Excel).

· Excellent written, verbal and interpersonal communications skills.

· Excellent skills in organization, attention to detail and time management.

· Fluency in English. Arabic language skills highly desirable.

· Interest in or commitment to human rights

Supervisory Responsibilities

The Program Role is responsible for providing full supervision to the following team members, and for effectively and efficiently delegating day-to-day responsibility for key tasks associated with the above responsibility as appropriate:

· Monitoring (and Evaluation) Officer(s), SOTI

The Program Role provides administrative supervision to the following staff, who receive technical supervision from Headquarters:

· Monitoring and Evaluation Manager (Jordan)

In addition to the formal relationships identified above, the Program Role works closely with Country Director(s), Project Representative(s), Regional Representative, Clinical Advisors, Lead Clinician, and Training Manager. The Program Role participates in regional calls and coordinates with other regional leadership as required.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk and hear. The employee frequently is required to sit; stand; walk; use hands to finger, handle or feel; and reach with hands and arms. This position requires the ability to occasionally lift office products and supplies, of 10 to 15 pounds.

Travel

Ability to travel to a variety of locations within Jordan, and potential ad hoc travel internationally, including travel to CVT’s US Headquarters and/or regional travel to complex and potentially unstable operating environments.
