OBJECTIVE: The objective of the assignment is two folded: 1) finalize the Syria Education Sector Analysis 2) support the finalization of the Brussels NLG education report.

DESCRIPTION OF ASSIGNMENT:

The consultant is expected to:

Syria Education Sector Analysis: Work on the finalization of the Syria Education Sector Analysis through providing a thorough editing of the document and making it user friendly (6 working days);
Brussels NLG education report: 1. the consultant will record and incorporate in the first draft of the NLG education report feedbacks and comments received from partners in writing between 6th March and 12 March; 2. The consultant will actively participate to the Brussels Preparation Meeting in Amman on 15th March. The consultant will be responsible to take minutes during the meeting of all the comments/feedbacks that have implication for the finalization of the report. 3. The consultant will produce a report for final review of the MENARO education section; 4. The consultant will produce a document reporting on all the comments/ feedback received from donors and partners both in writing and during the Brussels Preparation meeting in Amman. The document will also include whether comments have been incorporated in the document and if not, what the rationale (14 working days)
KEY DELIVERABLES: 1. Edited and finalized Syria Education Sector Analysis; 2. Brussels NLG education report ready to be finalized by the MENARO education section (report including all the feedbacks received from donors and partners; documentation relating to feedback from donors including rationale for not including comments in the final report).

REPORTING REQUIREMENTS (IF APPLICABLE):

The consultancy will be undertaken from the location of the consultant with travel to Amman, Jordan as per below timetable. Effective communication with MENARO will occur through email, telephone and Skype. The consultant will submit all deliverables in Microsoft Word format. Specific timeframe of the deliverables is as follows:

TRAVEL CONSIDERATIONS (PLEASE CHECK IF APPLICABLE):

The consultant will come to Amman for participation in the Brussels Preparation Conference. A TA will be issued for this purpose.

For individual contractors and consultants, all travel arrangements to commence the assignment, including insurance and visas, will be managed and paid by the individual. Therefore, expected travel costs must be included as a budget item in the financial proposal. Should “mission travel” be required, UNICEF will manage and pay for travel via Travel Authorization. However, this will be subject to the following prerequisites: Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver. Trip prerequisites will be met at the expense of the consultant.

Travel cost shall be calculated based on economy class travel, regardless of the length of travel. Costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC at http://icsc.un.org). The consultant must travel on UNICEF approved airlines.

QUALIFICATION REQUIREMENTS:

The candidate for this consultancy should have:

Advanced degree in education, communication or related field including social science
Expertise in report writing
Relevant experience in education or related field (minimum 5 years)
Previous work with the UN or International Organizations is an asset
Proven track records of research and report writing in education
Excellent communication and writing skills in English
Familiarity with UNICEF Mission and mandates is a key asset
PAYMENT SCHEDULE:

EVALUATION PROCESS:

Qualified candidates are requested to submit:

Financial quote as lump sum for professional fees, and lump sum for travel/administrative/subsistence, if applicable.
CV.
Examples of previous, relevant work as applicable
Proposed methodology/approach to managing the project.
At least 2 Referees

Late submissions, incomplete packets, or submissions with an incorrect email subject heading will not be considered.

Successful applicants may be invited for further technical assessment and offers will be evaluated by the following criteria:
