Location: Amman, Jordan with travel as necessary (up to 70%)

Position Summary:

Relief International currently seeks a Program Development Officer to support PD efforts in the Middle East. The PD Officer will work closely with the Global PD, Regional, and Country teams to support concept note/proposal development, focusing on (but not limited to) proposals and concept notes less than $1 million/year. The PD Officer will be based in Amman with potential travel to field sites as needed (up to 70%). The PD Consultant – reports to the Regional Director, Middle East with close coordination with the Middle East Regional Program Development Manager (RPDM).

ESSENTIAL RESPONSIBILITIES AND DUTIES:

In coordination with the GSO, regional, and country teams:

· Work with the RD and ME RPDM to develop work plan for priority proposals;

· Engage in needs assessment for project proposals as necessary;

· Contribute to program design, for solicited and unsolicited programs, and for pilot and full scale programs;

· Manage/coordinate the preparation of funding proposals, including leading proposal writing and costing efforts, focusing on proposals/concepts less than $1 million/year;

· Track country and regional proposal efforts and report to PD and Regional team on status;

· Support effective go/no-go decisions (including the preparation of go/no-go memos for decision-making) and cost share analysis;

· Ensure PD process is followed, within submission deadlines.

• In addition:

· Prepare regular activity reports;

· Undertake other ad hoc tasks; and,

· Operate within RI policy, setting an example for other field staff.

QUALIFICATIONS & REQUIREMENTS:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

· Excellent written, verbal and interpersonal communication skills;

· Emergency response experience required; experience in Asia/ME preferred;

· Ability and willingness to travel to field offices;

· MA in international relations, business administration or other relevant field;

· 5 years minimum experience INGO context, previous experience with USAID/OFDA, DFID, and ECHO preferred;

· Proven success in grant writing, net-working and liaising with field and HQ staff when necessary.
