CARE International established a presence in Jordan in 1948, created in the wake of the Palestinian refugee crisis. Over 70 years later, CARE has served the needs of the Palestinian, Iraqi, Somali, Sudanese, and now Syrian refugee communities.

CARE’s scope of work has evolved from emergency response to long-term development programming, now encompassing an Urban Refugee Protection Program, the Azraq Camp Program, and the Sustainable Development Program. In late 2016, CARE created its Strategy- Business Plan 2017-2020, defining CARE’s program goals to fight poverty and inequality by 2020.

CARE International in Jordan has a vacancy for the post of Education Specialist Echo Project Manager

Scope of Work:

The purpose of the Program Manager is to provide overall leadership and coordination for the implementation and accomplishment of the objectives of the Psychosocial Program and project managementand ensure that they are in line with CARE Jordan vision, goals, and program principles, standards, approaches and Strategic Plan, CARE International Humanitarian Strategy, the United Nations High Commissioner for Refugees (UNHCR) regulations and requirements, and humanitarian standards (SPHERE, Good Enough Approach, IASC Gender Guidelines, etc.).

He/ she will ensure that gender equailty is at the heart of this effort, and ensuring CARE programming address the specific needs of women and girls.

The Program Manager is responsible for ensuring the staffs under his or her management conduct their work according to CARE standards and in line with key guidelines like the IASC guidelines on mental health and Psychosocial support in emergency settings.

The Program Manager should have management experience in project management.

Duties and Responsibilities:

Assessment, Program Design and Planning

· In association with the Urban Protection Program Director, s/he will ensure the Psychosocial Program intervention and activities are executed and deadline are met.

· Coordinate the development of all program and project implementation plans and budgets within the framework of the program.

· Participate and support in program design and proposal writing.

Knowledge Management for Program Quality

· Act as a single point of contact for reporting on certain projects/initiatives with full coordination and cooperation with partners and other CARE staff members.

· Integrate CARE emergency program quality concepts (Programming Principles, DME, report writing and communications, as well as cross cutting themes of Gender Equity & Diversity, Governance, Accountability, etc.) and humanitarian principles/standards (SPHERE, Good Enough Guide, IASC Gender Guidelines, etc.);

· Apply best practices to the activities contributing to project objectives, and ensure relevant sectoral/technical best practices and technical assistance are integrated into project activities.

· Works with field team to identify and prepare success stories, videos, photos and case studies in line with CARE’s program and advocacy priorities

· Ensures that project(s) under his/her supervision include an appropriate log-frame and baseline design;

· Organizes a monitoring system to collect baseline and periodic data for tracking project performance and decision making;

· Plans and conducts bi-weekly project review meeting with project staff and staff from other relevant departments (Administration, Logistics, Finance, etc.) to assess progress, adjust plans, and draw/disseminate lessons learned;

· Writes bi-weekly and as requested by the donor comprehensive and high quality project progress reports.

Reporting, Compliance, Procurement & Admin

· The post holder will be supported in the below activities by the Grants and Contracts G&C unit.

  • Ensures that the Psychosocial Program and the projects under his/her responsibility comply with donors’ rules & regulations, including familiarizing all relevant project staff to these;
  • Coordinates contract start up and close out processes and procedures with other relevant units, HR, Finance, Procurement, Audit, etc.
  • Recommends or initiates contract changes including realignment of activities, budgets, contract extensions, etc.
  • Coordinates any sub-grant activities and agreements and ensures compliance with applicable policies and procedures.
  • Manages budgets including bi-weekly reviews of expense reports.
  • Prepares procurement plans and monitors procurement processes, ensuring all necessary purchases are done at the onset of the project.
  • Ensures field staff know, understand and apply security procedures as per CARE’s security procedures; identifies and monitors potential risks linked to activity implementation and to relationship with refugees; ensures regular communication and coordination with relevant security stakeholders , reporting of incidents when they happen and ensuring appropriate action is taken;
  • If relevant/applicable, implement audit recommendations applicable to the projects under his/her responsibility.

External Relations and Field Representation

· Establish positive working relationships with refugee communities/committees/representatives, governmental, NGO, local and international organizations, and civil society organizations with activities relevant to the project to identify areas of potential collaboration.

· In coordination with Urban Protection Program Director and program staff, s/he should engage actively in Emergency Coordination working groups and meetings, relevant to the program.

  • Ensure communication of key milestones and progress updates to necessary stakeholders within the community.

· Collate/compile field-generated information and complete periodic progress reports in a timely manner in compliance with donor requirements.

· Engage in communication with other Program Manager under the Urban Protection Program to ensure consistent information sharing and collaboration across CARE’s Urban Refugees Program.

Government Liaison

· Ensure ongoing relations with all Government Ministries, Departments and offices through regular visits, and keeping them informed of CARE’s programs and interventions.

· The main interlocutor with the Department of International Relations at the Ministry of Planning and International Cooperation. Responsible for submitting the projects’ requests for approval, follow-up ensuring that their comments are addressed, and providing the needed reports.

· Ensuring the submission of CARE’s plan to the Government on an annual basis, and providing the needed reports.

· Support CARE emergency and long-term programs’ needs when it comes to relations with the Government, requesting beneficiary lists for CARE to support, and any other needs.

· Follow up with the Ministry of planning and international Cooperation MOPIC to insure all grants are approved on timely manner and communicate all required reports and documentations. Communicate approved prepared work plans and project progress reports.

Manages External Relations & Collaboration

  • Establish and positive working relationships with governmental, NGO, local and international organizations, academic institutions and private sector actors with activities relevant to the project to identify areas of potential collaboration.
  • Implement communication plan for each of your key stakeholders to encourage continuous collaboration and updates
  • Ensure communication of key milestones to necessary stakeholders within the community.
  • Collate/compile field-generated information and complete periodic progress reports in a timely manner in compliance with donor requirements for onward incorporation in the program report.
  • Engage in communication with other CARE project managers to ensure consistent information sharing and collaboration across CARE projects.
  • Ensure good and professional relationship with CARE UK CI member.
  • Ensure good and professional relationship with project donors.

Personnel Management

· Supervises, leads, guides, orients, trains, coaches and supports project staff.

  • Provide team leadership and motivational support to the Country Project Team through daily supervision, regular team meetings, and learning and reflection events
  • Leads hiring and orientation of new project staff in coordination with HR, including finalizing JDs, recruiting, participating in interviews, reference checks.
  • Recommends or initiates personnel actions such as merit increases and other salary adjustments, promotions, transfers, terminations, and disciplinary actions including performance improvement plans;
  • Ensure that all project staff have appropriate individual operational plans linked to project priorities;
  • Completes all performance management activities including: talent management, performance planning, monitoring, ongoing feedback and annual performance appraisals;
  • Identify and pursue opportunities for the human resource development of project staff and implementing partners and promote cross visits to improve familiarisation with new technical strategies and attendance at management-related training workshops.
  • Builds the technical and managerial capacity of the field staff in planning and implementing projects effectively and efficiently;

Qualifications and Requirements:

· Bachelor’s degree in a relevant field (Social Science, , Public Administration, Business Administration, Developmental Studies)

· 3-5 years of experience in a similar management role in humanitarian aid context

· 3-5 years of experience in a similar management role in humanitarian aid context

· Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, the People In Aid Code, HAP etc.

· A proven record of effective project management, including project planning and managing a budget

· Proven skills in partnership building, influencing and negotiation with a range of humanitarian actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups

· Participate in the design of psychosocial activities for men, women, children, the elderly and the disabled

· Good communication (with colleagues and external partners)

· Familiarity/training in participatory extension approach;

· Conceptual understanding of teamwork, gender equality, participatory approach and sustainable development.
