The Program and Business Development Manager is responsible for developing proposals and managing grant-funded programs in Jordan and, occasionally, in the region. Key responsibilities include: drafting and coordinating proposal inputs from Programs and Operations departments within SAMS Jordan and SAMS Headquarters; ensuring timely submission of key deliverables; promoting adherence to donor regulations among SAMS and sub-grantee personnel; and pro-active coordination and relationship-building with donors and NGO/CBO partners. Successful candidates will have at least 5-7 years of experience in proposal development, sub-award management, and day-to-day implementation of programs funded by major donors, such as U.S. Department of State’s Bureau of Population, Refugees, and Migration, USAID/BHA, ECHO, FCDO, GIZ, UN agencies, etc. This position reports directly to the Country Director.

Key tasks and duties:

Strategic Planning and Program Development

· Build strong relationships with government, NGOs, international organizations, donors and relevant private sector organizations in order to secure their support for increasing and diversifying the funding base of SAMS programs stakeholders.

· Conduct regular mapping and vetting of prospective implementing partners among Jordanian NGOs/CBOs

· Monitor information on needs and priorities according to major institutional donors; track and disseminate relevant requests for proposals;

· Lead coordination of needs assessments: review existing data, determine what new data is needed, and identify best methodology to secure the data, in coordination with MEAL and Programs staff in Jordan.

· Design projects that are evidence-based and aligned with SAMS mission and vision, with support from MEAL and Programs staff in Jordan and Headquarters.

· Oversee annual review and update of SAMS program strategy in Jordan

· Lead proposal development, to include: participating in kickoff calls and developing internal work plans; drafting sections of proposals; compiling inputs received from other departments; and ensuring timely submission

· Conduct after-action reviews of proposal submissions

· Contribute to need assessment and program development in a regional country if needed. This can include travel and short term stay within the region.

Grant Management

· Serve as the main focal point for Jordan-based donor representatives

· Develop and maintain comprehensive filing system, to ensure timely submission of donor deliverables and audit readiness

· Convene regular meetings to review expenditures and progress to date against work plans, procurement plans, recruitment plans, and budgets;

· Ensure monthly update of spending pipelines, work plans, indicator tracking tables, etc.

· Oversee monitoring and capacity-building support for sub-grantees, from the pre-award, through post-award and close-out phases;

· Support review and preparation of incoming/outgoing grant/cooperative agreements and sub-contracts, in coordination with Headquarters

· Ensure adherence to donor regulations, through delivery of trainings, grant kickoff meetings, preparation and review of compliance trackers, developing system of spot checks, etc.

· Coordinate internal and external evaluations, to measure impact and quality of SAMS programs

· Support internal and external audit preparation

· Support preparation and review of internal reports to the Country Director and Headquarters

Representation

· Represent SAMS in all relevant fora in relation to the position duties, e.g. UN Working Groups, CBOs, USAID Contracted NGOs, donors.

· Attend UN agency working group meetings and conferences

· When requested, attend regional meetings relevant to SAMS ongoing regional programs or potential new opportunities.

Personnel Management

· Develop professional development plans for direct reports and evaluate progress on a semi-annual basis

· Hold weekly team meetings with direct reports for planning purposes, information sharing and problem solving.

Miscellaneous

· Promote and model a positive, professional and respectful office culture.

· Promote compliance with SAMS policies and procedures

· Perform other duties as assigned.

Experience and education:

► Bachelor’s degree required; Master’s degree preferred.

► 5-7 years of relevant experience with INGOs, preferably in health, mental health and psychosocial support, and/or gender-based violence programming

► Regional experience in addition to in Jordan experience is preferred

► Fluent in Arabic and English

Skills/Competencies required:

► Strong written and verbal communication skills

► Excellent attention to detail

► In-depth knowledge of major donor regulations (USAID/BHA, DOS/PRM, ECHO, FCDO, etc.)

► Ability to work independently, with little oversight

► Team player

► Sound knowledge of Excel, project management tools, etc.
