The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Country Office Background

Jordan currently hosts almost 760,000 Syrian refugees registered with UNHCR, the vast majority of these (80%) live outside of camps. The majority of the non-camp refugee population live in host communities in northern governorates close to Syria and greater Amman.

Since 2012, NRC Jordan has been providing essential services to refugees and host communities in Jordan. During that period the core competencies have adapted and responded as the different needs on the ground shift. Initial emergency response programming has evolved to be more complex, tailored and geared towards durable solutions.

NRC Jordan works with partners to extend its access to people in need and to build the capacity of local institutions for longer-term sustainability. To work in partnership most effectively, NRC Jordan will need to strengthen its internal systems and develop standard operating procedures for partnership management, building on NRC’s existing partnership toolkit and Jordan specific CBO toolkit. Partner capacity building requires inputs across NRC teams, from Finance, M&E, Programmes and others; effective partnership management will require greater internal coordination and leadership. Partner mapping and risk analysis must also be adapted for the Jordan context and implemented.

This role requires a diverse set of skills including an understanding of partnership programming in protracted crisis, strategizing, ability to operationalize strategies and the ability to collaboratively develop practical field-oriented partnership tools and guidance. The successful candidate will be a strong networker with the ability to explain and share knowledge with a wide range of stakeholders.

Position Description:

The purpose of the Partnership Specialist position is to develop and implement NRC Jordan Partnership strategy, ensuring the application and effective implementation of appropriate systems and practices. The Partnership Specialist will promote ways of working that respect partner contributions to the achievement of the programmatic goals and supports adherence to humanitarian principles. The position will be required to provide practical support and guidance to the rest of the programme team on these aspects. The partnership manager and his/her team will also be directly responsible for operational capacity building of key partners on cross – cutting support functions and overall organizational management. The position will be part of the technical programme unit and work closely with other Technical Specialists and Project Managers to ensure effective development and implementation of partnership strategy, including development of tools and their application in the field.

Responsibilities related to this position include:

  • Lead the development and implementation of NRC Jordan overall strategy and operational methodology for engagement with public, private, and civil society stakeholders
  • Responsible for ensuring a structured approach to partnerships, including the development of tools for identifying, assessing, capacity building, monitoring and evaluating partnerships.

  • Provide with support from the partnership team direct capacity building to partners in cross – cutting issues (M&E, Finance, Procurement) and operational good practices.
  • Engage in networking, information gathering and context analysis that contributes to NRC’s ability to make strategic and informed decisions in support of NRC’s programmatic goals.
  • Actively Integrate partner feedback into tools and guidance and ensure strong mutual learning between NRC and its partners.
  • Act as focal point for contracting and sub – granting related issues to NRC operational partners
  • Actively support the roll out of NRC’s World Bank funded project focused on capacity building of local partner
  • Ensure NRC’s partnership building approach is in line with the durable solution operational framework.
  • Work actively with the protection and compliance unit to ensure strong mainstreaming of core NRC principles across operational partners.
