BACKGROUND:

Founded in 1933, the International Rescue Committee is one of the most prominent international organizations working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. Working in coordination with the humanitarian community and the Government of Jordan, the IRC’s assistance program for Syrian refugees is IRC Jordan includes an urban based refugee assistance in East Amman. The Child Protection portfolio is mainly focused on providing preventive and responsive services in East Amman with a potential in expanding in other urban locations including:

Ø Provision of comprehensive case management services to street and working children with main focus on to newly unaccompanied and separated children (UASC) residing in urban communities, aiming at preventing family separation. In June 2018, the program will expand its case management activities in East Amman. Outreach component is planned as a core function to undertake regular visit areas where children are concentrated on the streets. Technical assistance will be extended to relevant government authorities on case management and outreach as part of this component.

Ø Implementing Early Childhood Development and Parenting Program to ensure that young children affected by war and displacement in East Amman attain the cognitive and social-emotional skills necessary for future academic success and wellbeing. The program aims to (1) adapt and integrate parenting support into existing child protection programs due to the strong evidence on improved cognitive, economic, and behavior outcomes for children; and 3) generate evidence to support continued investment in parenting programs in the Syria response.

SCOPE OF WORK

The Child Protection (CP) Senior Program Manager will provide managerial supervision to CP program. With direct management and technical support from the Senior Integrated Protection Coordinator, the CP Program Senior Manager will ensure that the goals and objectives of the projects are met in a timely and effective manner. The Senior Program Manager will directly supervise three staff, but not limited to: (1) Senior CP officer, (2) CP Officer and a Capacity Building Officer

SPECIFIC DUTIES AND RESPONSIBILITIES

*Team management and capacity building:*

· Supervise and provide technical support to CP Management Team to ensure efficient team management and quality program implementation to ensure programming meets best practice standards and prioritizes the security of beneficiaries and staff;

· Support Senior Capacity Building Officer to create capacity development plans for their teams based on assessed capacity gap.

· Assist the Snr Integrated Protection Coordinator in the program development and design process through assessments, proposal writing and budget development.

· Develop and facilitate trainings on CP technical topics for staff and other service providers;

Program Implementation and M&E:

· Promote harmonization of program approaches across the implementation sites by monitoring use of common tools, creating opportunities for experience sharing and learning;

· Provide managerial support and quality oversight during implementation of key components of the program;

· Compile reporting to donors in collaboration with field teams and the Senior Monitor Officer before submission to SIPC;

· Provide support to the team in the development and use of M&E tools to monitor program implementation and quality, as well as to collect feedback from beneficiaries;

· Provide trend analysis on areas where CP is implementing in order to improve services and advocacy for children and with particular focus on Street and Working Children;

Budget and Administrative duties

· Support CP manager in monitoring and managing the project budgets and review monthly spending updates in order to maintain program expenditure within the budget;

· Review monthly BvAs and submit monthly BvAs corrections when needed;

· Work closely with field teams to maintain and update project planning and reporting documents;

· Support SIPC and field teams in liaising with Supply Chain, Finance and HR departments to ensure timely delivery of program resources and adherence to IRC policies and procedures;

· Oversee administrative aspects of the program including, writing job descriptions, developing staff performance objectives and conducting timely performance appraisals.

Program development & Coordination:

· Provide input into program development and strategic planning for the CP program in Jordan

· Representing IRC to Child Protection local coordination mechanisms and ensure that information from coordination meetings is shared, as appropriate;

· Represent CP during donors’ monitoring visits in the field as requested;

· Support IRC Jordan Program as requested;

JOB REQUIREMENTS

· Bachelor Degree in a child or youth related field, (eg. education, social work, community work) Master degree will be prefered.

· Excellent professional track record with at least five years of international management level experience within NGO leadership working in child protection and/or education in emergency / humanitarian program implementation in conflict or immediate post conflict environments.

· Demonstrated experience in capacity building, project design and budget management.

· Good knowledge and understanding of international child protection, youth and education policy and practice issues.

· Strong proficiency in budget management, grants management and reporting.

· Strong coordination and project management skills.

· Proven experience supervising and providing case management services and support.

· Strong writing and analytical skills, including ability to communicate technical matters to a range of audiences.

· Interpersonal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.

· Planning, monitoring and evaluation skills.

· At least 2-3 years of staff management experience, including staff capacity development and team building experience.

· Good coping strategies in stressful and emergency situation

· Fluent in spoken and written English.

· Competent in Windows, MS office programs, emails and relevant database.
