The Middle East Regional Office based in Amman, Jordan was created in January 2014 as part of NRC’s reorganization process. We currently have more than 3,000 staff in the Middle East region assisting people displaced by conflict in Syria, Libya Iraq, Lebanon, Jordan and Palestine. Our work is concentrated on the shelter, education, food security, legal assistance and water, sanitation and hygiene sectors with strong protection and resilience focus integrated into our programs.

Our ideal candidate

The candidate should have an extensive experience in programming in complex and volatile contexts. Strategic planning, facilitation and change management skills, and experience managing teams to deliver results. Fluency in English, both in written and verbal and Arabic is desirable.

Position description

The Regional Head of the Programme Support Unit in the Middle East, based in Amman, is responsible for coordinating programme support to the country offices in the region and ensuring implementation of and adherence to NRC’s strategies, plans, systems and regulations throughout the Middle East. Additionally, the role is responsible to provide support to the Syria Programme on ensuring quality of programming, facilitating strategic workshops and advising on relevant programmatic issues. This will be fulfilled through the following:

Generic responsibilities

  • Line Management responsibility for staff in unit.
  • Develop, follow up and report on action plans according to overall NRC strategic direction.
  • Ensure implementation of and adherence to NRC’s strategies, plans, systems and regulations that are relevant to the unit.
  • Responsible for quality control of high risk donor applications and reports.
  • Responsible for quarterly narrative reporting and analysis for Country Offices within the region.
  • Responsible for coordinating programme support to the Country Offices in the region.
  • Responsible for coordinating M&E support to the Country Offices in the region.
  • Performance management and staff development of the Unit’s members, including holding each of these staff members accountable for results.
  • Responsible for the coordination of regional opportunities and contracts.

Specific responsibilities

  • Advise the Syria Program on strategic development and support change management processes within the program.
  • Manage the Syria/Regional Grants Coordinators performance to a satisfactory level for all stakeholders
  • Manage the ways of working of the PSU in line with the PSU Terms of Reference and work towards constant improvement of support to country offices through a responsive and adaptive management style.
  • Manage regional funding opportunities in accordance with the standard operating procedure and in close cooperation the Partnership and Policy Department on donor engagement.
  • Ensure that the delineation of responsibilities between Risk and Compliance and Programmes is maintained and processes improved wherever possible
  • Monitor the Major Projects Committee and oversee the successful implementation of this process Lead the programmes contribution to T-Reporting and regional strategy processes.

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Amman, Jordan, with 30% travel within the region.
