Regional Education Advisor

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee.
We protect displaced people and support them as they build a new future. We started our relief efforts after World War Two. Today, we work in both new and protracted crises across more than 30 countries. We specialise in six areas: food security, education, shelter, legal assistance, camp management, and water, sanitation and hygiene.
We stand up for people forced to flee. NRC is a determined advocate for displaced people. We promote and defend displaced people’s rights and dignity in local communities, with national governments and in the international arena. NRC’s Internal Displacement Monitoring Centre in Geneva is a global leader in monitoring, reporting on and advocating for people displaced within their own country.

We respond quickly to emergencies. Our expert deployment capacity, NORCAP, boasts around 1,000 experts from all over the world who can be deployed within 72 hours. Our experts help improve international and local ability to prevent, prepare for, respond to and recover from crises.

Around 6,000 men and women work for the Norwegian Refugee Council. Most of us are hired locally to work in the field, and a small number are based at our head office in Oslo. Many of our colleagues were once themselves fleeing their homes.

Background

The Middle East Regional Office (MERO) was created in January 2014 as part of NRC’s reorganisation process. The Programme Support Unit (PSU) as part of MERO is crucial for supporting the application and development of systems, structures and tools that bolster programme management and delivery in Middle East Country Offices (COs) in the following domains:

  • Programme technical development, information-sharing & synergies between COs
  • Grant compliance and quality control
  • Capacity building and training of NRC staff
  • Donor relations structured and developed

Currently the PSU is comprised of a Head of Unit and three Regional Programme Advisors.

Role and responsibilities

The Regional Education Advisor is responsible for providing quality, strategic oversight of education programs in the Middle East. The Education Advisor will represent NRC in regional fora and attract relevant partnerships and opportunities to benefit the people for whom we work.

Specifically this person will be responsible for:

  • Coordinate the contribution of country program staff to global and regional processes
  • Ensure that country office experience and expertise is heard, reflected and initiate opportunities for our country level education experts to represent the organisation.
  • Provide strategic leadership on the development of regional programming opportunities
  • Work with the Regional Durable Solutions Unit and country level education experts to plan education interventions for refugee and IDP returns (Iraq, Jordan, Lebanon and Syria).
  • Coordinate lessons learned and share these together with global education policy with education colleagues in the region.
  • Work with Global Youth Advisor towards the development of regional education and youth programming frameworks and work to embed and support country offices to pilot and test these frameworks.
  • Contribute education trends analysis and data to the regional protection analysis
  • Represent NRC on the No Lost Generation platform (in coordination with the Regional PSS/SEL Adviser co-leading the NLG MHPSS Task Force) and ensure that country offices technical perspectives are reflected on this platform
  • Identify technical gaps in the region. Procure and coordinate relevant expertise to support country offices in these areas.
  • Design and implement a capacity building strategy for national staff relevant to country office needs
  • Contribute to the ‘Better Learning Program’ regional initiative high level fora and linking it to the broader EiE and youth portfolio.
  • Lead on the development of a child safeguarding strategy across the region
  • Develop a regional donor strategy to include, EiE, Education in protracted conflict and development contexts, Youth, and PSS initiatives.
  • Contribute 20% to the global ambition on education including contributing to policy and program development, piloting new approaches and adapting NRCs global approaches to education
