Position Summary:

The Protection Technical Advisor (PTA) will be based in Jordan-Amman with frequent travels to support the program teams in Syria, Turkey and Lebanon as required. He/She will support RI whole of Syria (WoS) team in starting up and implementing the Expanded Protection Program (EPP), aiming to enhancing program quality, alignment with relevant international and response specific standards and guidance, and consistency with RI’s Protection Strategy for the program. The PTA will work closely with hub offices and technical staff responsible to implement the planned activities.

The PTA will be responsible for overall leadership and technical aspects of the program including coordination, management and monitoring of EPP program in Syria. As integral part of the role, the PTA must be able to rapidly identify and anticipate problems and issues, help formulate strategic and programming priorities, and write and create products that represent assessments of complex issues under tight deadlines.

The primary responsibilities will include coordination and representation, technical support and oversight, staff management and development, budget management and grants compliance. integration and mainstreaming of protection, gender and inclusion considerations across sectors.

This position will supervise and work closely with the GBV, child protection and PSS coordinators based in Amman. Additionally, the PTA will report directly to the WoS protection program manager, and will liaise regularly with the Deputy Country Director (DCD) to ensure that protection principles and best practices are being applied systematically throughout these programs.

The PTA will be in charge of new business development in protection plus taking the lead on improving the protection sector strategy development for Syria. The PTA will also play a key role in establishing and maintaining strong relationships with relevant donor, protection coordination bodies and other stakeholders.

Position Responsibilities and Duties:

Technical Quality/Program Management

· Provide strategic direction, leadership and overall technical and management assistance to protection program(s) in Syria;

· Provide technical support to RI GBV, CP and PSS coordinators to start up and implement RI protection programs (direct and indirect implementation) and ensure high quality and synergies between program sectors;

· Conduct regular field visits to the hubs to meet staff (RI and local partners focal points) to assess progress toward objectives, discuss issues and assist in finding solutions to identified challenges;

· Work closely with and provide ongoing technical support to RI GBV, CP, PSS and the capacity building coordinators to develop training materials/processes and the delivery of trainings to RI and partners technical staff;

· Coordinate closely and liaise regularly with the DCD, WoS protection Program manager and WoS Grants Manager to ensure quality implementation and development of programs and to ensure quality management and compliance to donor requirements;

· In collaboration with the RI WoS Protection program Manager, ensures close management of project work plans, indicators, budgets (budget forecasting, development of spending plans and budget follow-up), timely recruitment, and accurate reporting in accordance with RI and donor regulations (for both direct and indirect implementation);

· Work with RI protection and program teams to ensure projects are implemented in conformity with the RI program and protection mainstreaming frameworks, international law and protection standards, and national policies;

· Liaise with the global support office (GSO) Technical Advisor on a regular basis to ensure technical assistance is provided when needed;

· Maintain effective working relationships with all stakeholders in Jordan, Turkey and other hubs, including I/NGOs, local authorities, UN agencies, NGOs forum, Protection Task Force, etc., and ensure effective coordination/working relationship between RI protection team and local partners;

· Work closely with the Protection Task Force/working groups/ coordination bodies and Humanitarian Trends and Analysis Unit focal points to develop and continuously revise a protection network sustainability strategy, coordinating closely with the relevant Technical Advisor and providing targeted feedback to the DCD, Country Director and relevant donors; and

· Play a key role, together with the DCD, in the development of proposals and fundraising strategies to ensure continued programming.

· Work closely with the RI’s GSO-based Technical Units (IT and Protection) and in-country M&E unit and IT to review and recommend/apply appropriate technologies (electronic data collection, web-based applications, etc.) into the protection programs and to ensure coherence of technical quality and strategy of approaches.

· Ensure that registries, assessment methods & other sources of information about affected people are gender-sensitive (for both RI direct and indirect implementation).

· Review human resources & administration issues: work with the protection team, HR and WoS protection program manager to ensure balanced recruitment and deployment of staff; appropriate working conditions provided for both male & female staff; staff aware of RI gender and PSEA policies and codes of conduct duly signed; personal needs, security & risk considerations of staff.

· Information, Analysis and Program Support: Support/provide guidance to RI and local partners through the relevant protection coordinator on the collection and analysis of sex- and age- disaggregated data (quantitative, qualitative and anecdotal) as well as streamlining the needs assessment, collection and analysis so that it can be more effective in meeting beneficiary needs. Support the program’s quality assurance and knowledge management by providing technical support to M&E and QA processes, as well as technical oversight of needs assessments and written reports for donors and other agencies

· In coordination with the WoS protection program manager, manage core projects, project staff, and budgetary resources for successful achievement of strategic outcomes and timely fulfillment of deliverables in support of collaborative and collective NGO efforts, including by closely follow up on the implementation, anticipating challenges, and adapting implementation plans as appropriate.

· Perform leadership role in sector strategy development, program design, liaison with the donor and coordination with other implementing agencies.

Project Monitoring and Evaluation

· In collaboration with the GBV, CP and PSS Coordinators, the DCD and WoS protection program manager, and in close collaboration with relevant donors, ensure that safe and confidential mechanisms for collecting information on project activities are developed and implemented (for both RI and local partners);

· In coordination with the M&E unit, ensure the implementation of existing M&E systems (RI and partners), provide guidance where needed to improve the effectiveness of these systems and work to ensure output and impact data are captured and used to optimize program quality; and

· Ensure that all internal and external reporting requirements are met, that reports are of a high quality and are submitted on time.

Representation and Advocacy

· Develop strategic partnerships with local organizations, wherever possible.

· Play an active role in the planning and execution of the country sector strategies and develop advocacy strategies in relation to program areas;

· Regularly attend technical working group meetings (in person and remotely) and feed in RI priorities;

· Coordinate with the DCD and WoS protection program manager to ensure field concerns and challenges are brought to relevant stakeholders for the development of improved standards and procedures; and

· Uphold the RI standards for Professional Conduct.

Qualifications & requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or competency required.

· Advanced university degree in Law, Human Rights or a related field;

· Minimum 6 years’ experience implementing protection programming (GBV and CP) including experience in emergency or post-conflict project management (experience in implementing protection program in Syria is preferred);

· Demonstrated experience using international human rights standards in protection programming;

· Demonstrated experience implementing capacity building programs;

· Strong strategic thinking and proposal writing skills;

· Strong leadership, staff management and capacity building skills;

· Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, excellent relationship-building, liaise diplomatically, team player;

· Ability to live and productively work under stress;

· Solid expertise in designing and implementing monitoring and evaluation tools and processes, both direct implementation and remote management/implementation of such tools;

· Familiarity with the use of ICT in reaching marginalized populations.

· Experience conducting program assessments and ability to analyze of protection trends in constantly changing context; and

· Successful track-record in presenting complex issues to various stakeholders effectively, sensitively and with professional poise.

· Experience in working with partner organizations in humanitarian or development settings.

· Good analytical and effective negotiation skills.

· Fluency in written and spoken English and knowledge of Arabic will be an asset
