Country Office Background

Norwegian Refugee Council (NRC) established its presence in Jordan in November 2012 in response to the conflict in Syria and the resulting refugee influx. NRC Jordan currently employs over 500 staff in Jordan and is one of the largest INGOs in the country. Since 2012, NRC has worked to build the resilience of Syrian refugees in Jordan, and invest in the Jordanian communities that host them. NRC supports Syrian refugees in Zaatari and Azraq refugee camps, as well as vulnerable refugees and Jordanians in north and central Jordan (Irbid, Jerash, Ajloun, Mafraq and Amman governorates). In Jordan, NRC provides services in five of NRC’s global core competencies: Shelter, Education, Youth, Livelihoods and Information Counselling and Legal Assistance (ICLA). NRC strives to combine its programmatic activities with evidenced-based advocacy work focused on policy change and strong external communications and media engagement. The Country Office also works to ensure safe and integrated programming through ensuring protection is effectively mainstreamed across all core competencies.

Duties and Responsibilities

The Policy and Advocacy Advisor provides senior leadership, management and strategic direction to NRC’s Policy & Advocacy work in Jordan. S/he is responsible for identifying priority concerns for policy change, strengthening the incorporation of data collection for advocacy into all aspects of NRC’s activities and guiding NRC’s policy guidance to promote an improved protection and humanitarian response environment in Jordan. Responsibilities related to the role include:

  • Lead the development, review and implementation of the Jordan Country Advocacy Strategy, in close cooperation with the Head of Program and the Core Competency Specialists.
  • Drive and shape NRC’s profile (public and private) on priority issues for the organization. Take the lead on cross – sectoral advocacy priorities identified in the country strategy.
  • Upon request, actively support the PM and Specialists in the implementation of core competency specific advocacy efforts through direct engagement with stakeholders; research support; media work and other relevant advocacy methods.
  • In coordination with the M&E unit and the protection advisor ensure protection trends on priority areas of concern are monitored and analyzed and advocacy/policy briefs produced – including through the analysis of the NRC integrated assessment data. If relevant complement in – house data with commissioned academic or policy research by external parties.
  • Produce regular advocacy and media products such as briefing notes, fact sheets, talking points, research papers and articles. Identify needs for sectoral policy briefs and set calendar with Specialists.
  • Establish and strengthen strategic advocacy networks and alliances. Be abreast of all local, regional and international advocacy initiatives relevant to NRC. Actively engage with coalition advocacy work, including through the Jordan INGO forum.
  • Support the Country Director in engagement with the international community, humanitarian actors including local civil society and national authorities.
  • Organize regular private and public advocacy events to ensure NRC advocacy messages are shared with relevant stakeholders and NRC’s profile on key issue is raised. —
  • Support regional Advocacy efforts and act as focal point for the MERO Media and Advocacy team.

Our ideal candidate

  • Post-graduate with minimum 5 years of relevant Manager/ Adviser experience within the humanitarian and/or development field.
  • Professional knowledge about human rights, protection principles and advocacy.
  • Strong interpersonal skills.
  • Solid understanding of international legal and policy processes relating to displacement.
  • Documented/proven results related to the position’s responsibilities, particularly in analysis, drafting of messages, coordination and networking
  • Excellent communication skills, both written and verbal. Fluency in English both written and verbal.
  • Strong analytical and research background.
  • Operational experience a strong value.
  • Arabic language a strong value.
