DRC is leading the Resilient Youth Socially and Economically Empowered (RYSE) consortium, aimed to develop and mobilize a dynamic, powerful, multi-stakeholder initiative/eco-system focusing on empowering at displaced and conflict-affected youth to become the much-needed positive change agents. The vision is to develop a flagship model, in which youth, governments, private sector companies as well as investors and civil organizations together educate, embolden and enable youth to fulfil their critical role in a future Syria and Jordan and to pursue their life ambitions. The key target group are Syrian youth who are displaced and living as refugees in Jordan but also vulnerable young Jordanians who have been massively affected by the conflicts in the region.

DRC Jordan is looking for a qualified individual to fill the role of The RYSE MEAL Specialist who is responsible for leading and coordinating all monitoring and evaluation (M&E), information management (IM), and accountability activities across the five consortium partners. The MEAL Specialist will ensure the MEAL plan and activities are in place in order to support quality programming and a strong evidence-base for the relevance and impact of the consortium’s work. The RYSE MEAL Specialist will have 2 direct reports, the IM Officer and the Reporting, Accountability and Compliance Officer and also technically oversee the partners’ MEAL staff and activities.

About the job

The individual will report directly to Consortium Manager. Your main duties and responsibilities will be:

Technical Leadership

· Serve as the lead for all RYSE monitoring, evaluation, accountability, learning (MEAL), and information management (IM) activities, including management and utilisation of the IM database;

· Develop and oversee the management and implementation of the RYSE MEAL plan and learning agenda, based on the proposed logical framework and intervention logic;

· Design appropriate data collection tools, methodologies, and sampling

· Work closely with consortium partners to harmonize and standardize MEAL plan, indicators, and data collection methodologies and analysis;

· Liaise with consortium staff to ensure close coordination and information sharing is maintained and information needs are being met;

· Manage budget requirements, development and spending for MEAL/IM and consortium activities.

· Design and coordinate high quality communication of MEAL/IM findings for all donor reports and other communication materials, as needed.

· Support design and implementation of consortium-led evaluations and assessment;

· Write evaluation terms of references and oversee implementation of external evaluations and consortium studies, ensuring evaluation committees are formed, consultants receive appropriate support, and overseeing the quality of the work.

· Lead annual learning events and activities, as informed by the project learning agenda, to support cross partner learning, and adaptive management.

· Actively support the consortium advocacy initiatives and contribute to the provision of evidence needed for said strategy;

· Oversee the development of the consortium’s content management system (CMS), from service provider selection, to configuration, to training consortium MEAL staff on the use of the CMS system.

· Provide regular technical oversight of partners’ use of the CMS, for data quality assurance and accuracy;

· Ensure data sharing principles/policy are being applied by all partners.

· Conduct spot checks and reviews of partners RYSE programme MEAL provisions ensuring compliance with agreed standards as defined in the Technical working Group.

Accountability

· Create and establish the project’s accountability mechanism, either creating new feedback and complaints channels or building on partners’ existing mechanisms;

· Ensure all partners’ appropriately refer complaints and feedback, and have appropriate mechanism to respond to sensitive complaints;

· Build the capacity of project staff as needed on basic accountability practices and policies.

Team Management

· Directly line manages 2 staff including setting objectives and co-creating work plans, and performance development;

· Technically line manage the larger consortium MEAL team, providing technical guidance and capacity building, as needed.

Internal and External Coordination:

· Lead the RYSE MEAL working group, sending out meeting invites, preparing the agenda, documenting minutes; and developing the MEAL framework for the programme and ensuring compliance with agreed standards.

· Regularly communicate with partners to support routine data collection, and analysis.

· In coordination with program and technical coordinators and managers, represent consortium externally with the donor, partners and the wider aid community through clusters and sectoral working groups as relevant;

· Maintain good working relationships with implementing partners on joint research and MEAL activities;

· Actively contribute and collaborate with regional/global counterparts to promote M&E and IM best practices and joint learning across DRC programs.

About you

• University degree (Masters preferred) in relevant discipline (international studies/development, research methods, social sciences, etc.)

Required / Desirable

· ​ Demonstrated technical M&E skills and command of methodologies;

· 5-10 years working in monitoring and evaluation with INGOs, preferably in a humanitarian context;

· Very strong quantitative data analysis skills (Excel required, SPSS preferred);

· Knowledge of data collection protocols to ensure accurate data collection and verification;

· Strong knowledge of mobile data collection techniques and tools;

· Proven capacity to supervise, train and capacity build staff;

· Strong organization skills with the ability to plan, perform, prioritize multiple tasks under tight deadlines in a dynamic environment and monitor own work plan and those under her/ his supervision;

· Proven experience in a technical capacity involving conducting evaluations, assessments, or research and drafting technical reports;

· Experience conducting interviews and focus group discussions with diverse cohorts of populations.

· Fluency English ,Proficiency in Arabic preferred
