MEAL Coordinator- North West Syria

The role
The MEAL Coordinator is a central part of the SC Syria Response Office MEAL team to support the implementation of the overall response MEAL system for programmes which are delivered by Syrian NGO partners. He/she will report directly to Deputy Head of Office and will be the focal point for all MEAL related activities in North West Syria (NWS). He/she will drive the implementation of the response MEAL system in coordination with the partners’ team and the sector programmes, consolidating the SC data management system across NWS for partners projects. He/she will manage the NWS MEAL staff will coordinate with the Syria Response MEAL Technical Adviser to ensure proper running of the MEAL system across the programme. The MEAL Coordinator will also support the implementation of activities for integrating a high level of beneficiary accountability across programme including the use of Information and Communications Technology (ICT) for digitised data collection. He/She will generally coordinate the central MEAL team and programme teams to ensure learning and accountability systems are working effectively across the programme.

KEY AREAS OF ACCOUNTABILITY:
* Coordinate the implementation of the Syria Response Office MEAL System for programmes which are delivered through Syrian NGO partners
* Build the capacity of Syrian NGO staff in the design and set up of their MEAL systems, this support will include training, coaching and on-the-job support.
* Coordinate, directly and through MEAL Officers, support to partners to strengthen their data collection, entry and review.
* Responsible for collection and analysis of monthly data submissions from each programme team in NWS.
* Ensure accurate and up to date MEAL plans per sector (inclusive of donor, project & output tracker data) including supporting teams to include an element of quality monitoring.
* Review all MEAL related data to ensure accuracy and ensure feedback to other members of the team as well as general mentoring and coaching.
* Responsible for roll-out of MEAL system, coordinating the partners’ MEAL team to increase data quality through supervision, verification and feedback, providing training and mentoring where necessary.
* Responsible for ensuring that programme teams have the best project data collection and entry tools to maximise quality and effectiveness of data.
* Ensure that data is being managed promptly and effectively and is communicated to the relevant teams.
* Encourage a culture of data use and evidence based decision making by using and displaying updated data in the office to demonstrate progress and areas of concern.
* Support implementation of programme assessment, surveys and evaluations, including facilitating itineraries, training field staff for data collection; facilitate focus groups and other qualitative data collection exercises.
* Support partner and beneficiary accountability in line with the MEAL team’s accountability planning and implementation.
* Support programming to ensure that projects are carried out with participation from all affected communities (including children) and that information is shared with affected communities.
* Conduct training and awareness raising activities for operations and programme and partner staff regarding MEAL priorities and quality standards.
* Plan and support ongoing learning activities, e.g. support planning of Learning reviews, Reflection workshops, prepare lessons learnt reports and other activities.
* Work with the MEAL TA to regularly update the MEAL framework, work plan and budget.
* Represent SCI in external coordination when requested.
* Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
* Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Qualifications and experience

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES

Essential
* Education to BSc/BA/BEng level in Social Sciences, Information Management, Statistics or related field
* Previous relevant experience such as data collection and analysis, software engineering, conducting surveys/assessments.
* Demonstrated ability in community mobilisation and community-level dialogue.
* Strong skills in excel and other data management software.
* Fluent English and Arabic, both spoken and written.
* Excellent communication and influencing skills.
* Politically and culturally sensitive with qualities of patience, tact and diplomacy.
* The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
* Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
* Ability and willingness to work inside Syria for occasional visits.

Desirable
* Previous management experience
* Previous experience working in humanitarian programmes
* Experience with institutional donors (i.e. DFID, OFDA, ECHO)
* Extensive experience in knowledge and database management
* Experience of training and capacity building
