Norwegian Refugee Council (NRC) established its presence in Jordan in November 2012 in response to the conflict in Syria and the resulting refugee influx. NRC Jordan currently employs over 500 staff in Jordan and is one of the largest INGOs in the country. Since 2012, NRC has worked to build the resilience of Syrian refugees in Jordan, and invest in the Jordanian communities that host them. NRC supports Syrian refugees in Zaatari and Azraq refugee camps, as well as vulnerable refugees and Jordanians in north and central Jordan (Irbid, Jerash, Ajloun, Mafraq and Amman governorates). In Jordan, NRC provides services in five of NRC’s global core competencies: Shelter, Education, Youth, Livelihoods and Information Counselling and Legal Assistance. NRC strives to combine its programmatic activities with evidenced-based advocacy work focused on policy change and strong external communications and media engagement. The Country Office also works to ensure safe and integrated programming through ensuring protection is effectively mainstreamed across all core competencies.

We are looking for an Information, Counselling & Legal Assistance (ICLA) Specialist to provide strategic direction, technical development and quality assurance of the ICLA program. In this role you will also be responsible for mentoring, training and building the technical capacity of ICLA staff.

Duties and responsibilities

The ICLA Specialist’s responsibilities will include:

  • Ensure overall quality of the programme, including through beneficiary participation and continuous learning, in collaboration with Monitoring & Evaluation Unit.
  • Continue to seek new and innovate project interventions to ensure program diversification and expansion within context limitations.
  • Ensure compliance with donors’ commitments and requirements including through the Project Cycle Management (PCM).
  • Support ICLA program teams in the implementation of ICLA strategy action plan.
  • Ensure drafting and roll-out of the relevant guidance and tools for the provision of legal aid and protection services.
  • Produce regular evidenced-based policy briefing papers and analysis that contribute to the protection trends analysis and other advocacy initiatives.
  • Carrying out regular analysis to ensure programme relevance, efficiency and impact.
  • Provide capacity development initiatives to local partners on legal aid case management and on refugees’ laws and obligations, in collaboration with NRC Partnership unit.

Our ideal candidate

We are looking for a university graduate in International Human Rights Law or similar relevant discipline, with a minimum of 4 years of Senior Project/Program Manager experience. The candidate will also have technical advisory experience in a humanitarian/recovery/development context, and particularly in the protection / legal aid field. A strategic thinker, who can develop, coordinate and manage ICLA projects implementation in line with proposals, strategies and donor requirements. Experience working in complex contexts, in particular in the Middle East, is desirable. Documented results related to the position’s responsibilities and fluency in English, both written and verbal are essential to this role.

In addition, candidates with exceptional drafting and communication skills, who can build trust and confidently navigate both internally and externally at different levels are strongly encouraged to apply.

Additional information

  • Contract period: 12 months.
  • Duty Station: Amman, willingness to travel 60% within Jordan.
  • Salary/benefits: According to NRC’s salary scale and terms and conditions.
