Proposal Objective:

KOIS has designed a Development Impact Bond (DIB) to provide multi-year financing to livelihood programs which benefit both refugees and host populations in the context of the Syrian crisis. The “Refugee DIB” aims to significantly contribute towards shifting the needle in favor of inclusive and sustainable approaches to the economic empowerment of refugees.

The first phase of the “Refugees DIB” will support Near East Foundation (NEF) to scale up and strengthen a vocational and micro-enterprise training program in Jordan over three ½ years. The main components of the livelihood program include business skills and vocational training, cash grants, as well as the provision of supplementary services such as networking groups and coaching sessions.

KOIS is seeking to procure the services of an evaluation team to implement an outcomes evaluation of the Refugees livelihood DIB. The evaluation framework has been designed and agreed upon by the DIB’s outcome funders and investors. The anticipated period of performance for the evaluation is June 2020 – April 2024.

Position Description:
SI is seeking an In-Country Coordinator who will be responsible for liaising with key stakeholders in-country, monitoring data collection, and assisting any foreign-based evaluation team members in communication and completion of tasks, including follow-up with deliverables such as, data quality assessments, data collection and the status of project implementation. The anticipated period of performance is four years (June 2020 – April 2024). This will not be a full time position, This position will be based in Jordan.

Responsibilities:

• Monitor quantitative and qualitative data collection.
• Organize and participate in site visits, as necessary.
• Conduct data entry and transcription of qualitative interviews and focus group data.
• Gather secondary data from ministries and other relevant stakeholders.

Qualifications:

• Bachelor’s degree or higher required.
• Experience in coordinating with local NGOs/CBOs for the design and implementation of evaluations, including addressing weaknesses as needed.
• Experience monitoring quantitative and qualitative data collection.
• Experience handling logistics of data collection (setting up interviews, tracking completions, locating participants, identifying and setting up locations for interviews and focus groups, etc.).
• Experience with data entry and transcription of qualitative interviews and focus group data.
• Familiarity with international donor regulations preferred.
• Ability to work independently, with minimal supervision, within the context of a larger team.
• Fluency in written and spoken English required.
