The role of the ICLA Coordinator is to facilitate implementation of ICLA field activities in the assigned area. ICLA Coordinator will manage ICLA team in North (Irbid, Jerash, Ajloun, Ramtha) ensuring day to day implementation is in line with the overall ICLA strategy and it’s adherence to the ICLA guidelines and standard operating procedures.
Specific responsibilities :
-Coordinates the implementation of ICLA field actives, in cooperation with the ICLA Project Manager

  • Engages CBOs, NGOs, legal aid partners and any other relevant stakeholders to build and maintain partnerships aimed at the provision of information and counselling
    -Ensures a high level of programmatic synergy of ICLA activities with other NRC core competencies in urban settings
    -Maintains a regular field activity monitoring system to ensure relevance and technical quality of information and counselling services
    -Ensures that the day to day implementation is in line with the overall ICLA strategy communicated by the Project Manager and in adherence to the ICLA guidelines and standard operating procedures
    -Lead and maintain NRC’s reporting systems at the level at his team, in line with instructions and deadlines provided by the project manager.
    Generic responsibilities
  • Line management of Core Competency project field staff.
    -Adherence to NRC policies, guidance and procedures.
    -Contribute to Core Competency strategy development, project proposals and provide input on needs and gaps.
    -Manage and implement delegated portfolio of Core Competency projects (activities, budget and project documentation) as delegated from Project Manager in line with proposals, strategies and donor requirements, and ensure high technical quality.
    -Provide regular progress reports to Project Manager (Area Manager and Core Competency Specialist if no Project Manager).
    -Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.
    -Promote and share ideas for improvement and necessary changes in the activities.
    -Ensure capacity building of project staff and transfer key skills.
    -Liaise and collaborate with relevant local authorities and other key stakeholders.
    -Promote the rights of internally displaced/returnees in line with the advocacy strategy.
    -Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
    Critical Interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
    -Relevant core competency implementation staff
    -Support teams, Finance, HR, Admin and Logistics
    -Communications staff
    -Protection staff
    -M&E department
    Scale and scope of position
    Staff: Directly manages 2 Team Leaders and 3 Technical Legal Officers; Indirectly manages 19 staff in total.
    Stakeholders: UN agencies, INGOs, local NGOs, CBOs
    Budgets: ICLA projects/budgets in the relevant field area
    Information: ICLA database, UNIT4
    Legal or Compliance: Terms of Employment

Qualifications

-Experience from working within technical expertise area in a humanitarian/ recovery context.
-Previous experience from working in complex and volatile contexts.

  • Fluency in English, both written and verbal.
    Context/specific skills, knowledge and experience:
    Qualification requirement: Bachelor degree or higher Years of Experience: 3

    -Fluent English and Arabic, both written and verbal, Internal reports and correspondence
    -Excellent communication and interpersonal skills
    -Knowledge of the NGO operations and the dynamics of the humanitarian sector preferable
    -Strong computer skills
    -Good training skills
    -Good writing skills (both English and Arabic)

We can offer

Contract period: Through to 31 December 2020 (Renewal based on funding and performance)
Salary/benefits: 2227 JOD (subject to social security and Income tax)
Duty station: Irbid
