The Syria Resilience Consortium (SRC) was established in 2016 by six agencies – CARE, DRC, Handicap International, IRC, NRC, and Mercy Corps. The consortium’s vision is a Syria in which all individuals, families and communities are resilient and characterized by social and economic well-being. In order to achieve this, the SRC collaborates with partners and donors to support individuals, families, and communities in Syria with tools and skills to rebuild their lives.

The SRC utilizes an area-based model, where analysis, response planning, and implementation is coordinated across three response areas: North Syria, North-East Syria, Southern-Central Syria (including Damascus). The SRC recognizes that access to north-eastern and north-western Syria will remain fluid in 2019 and that consortium members working in these locations will likely need to modify their modalities of implementation. In 2019 the SRC will also seek to increase its capacity to implement resilience programming in all areas in Syria. A transition strategy will help guide the SRC as it designs and implements integrated resilience programs for the longer term 2020-2022.

The Consortium Members recognize that a Programme Coordination Unit (PCU) has been and will continue to be key to enabling the Consortium to achieve its objectives. With the recent departure of the current Deputy Chief of Party (CoP), the SRC is seeking an experienced and highly motivated candidate to fill this position.

The Deputy CoP supports the Chief of Party (CoP) in leading the PCU. This Unit is mandated to coordinate the SRC members at Whole of Syria Level and liaise with the various Grant Holders of the Consortium on behalf of the Steering Committee, in order to facilitate: a) Impactful, coherent and efficient programming; b) Enhanced Monitoring, Evaluation, Accountability & Learning (MEAL) and Knowledge Management; c) Impactful Communication, Representation and Advocacy; d) Provide Leadership in Donor Engagement, Networking and Resource Mobilisation.

The Deputy CoP reports to the CoP and supports the work of the SRC Steering Committee, Member Representatives, Area Coordinators, and MEAL Task Force. As the lead agency for the SRC, CARE serves as the host of the PCU, including the Deputy CoP position.

Qualifications:

  • Master’s degree in Social/Political Science, International Developmentor Humanitarian Assistance
  • At least 5 years’ experience managing/implementing development/humanitarian projects in the field with a particular focus on resilience programming
  • Strong experience working with partners and coordination mechanisms, including consortia
  • Excellent communication and interpersonal skills.
  • Strong management and organizational skill ncluding programme, MEAL, finance,administrative and operational support
  • Fluent written and spoken English language skills, with Arabic proficiency desirable.
