Communication and Advocacy Specialist -National Contract

Terre des hommes (Tdh) Lausanne works in Palestine since 1973 and in Jordan since 2007, in close collaboration with recognized local partners and in partnership with several international donors. Since the end of 2019, based on a context needs and SWOT analysis, both delegations have been gathered under one common entity, a Multi-Country Delegation (MCD).

The main coordination office of the MDC is located in Amman (Jordan) and there are 2 sub-offices 1 in Jerusalem and 1 Gaza (Palestine)) in addition of several others implementing venues through local partners. The MCD comprises around 50 employees and 30 volunteers. All volunteers and around 40 employees are in Jordan, and around 10 employees are in Palestine, mainly based in Gaza where most of the activities are implemented.

The expected MCD global budget for 2021 will be around 4 million USD, with the main donors being BMZ, ECHO, UNOCHA, UNICEF, SDC, UNTF and MEPI.

Tdh implements a resilience-based approach aiming to strengthen the whole system for the benefit of the most vulnerable children and families, including the refugees. The interventions employ a multisectoral model of action, through providing support to children, youth, families/caregivers and communities while investing on the development of capacities of key local – formal and informal – actors. Over the decades, Tdh – one of the Child Protection leading agency in Jordan and Palestine – has developed specific expertise on Migration, Access to Justice (A2J) and Child Labor (CL) programs through providing direct services in child friendly centres, mobile units and working with local partners.

The MCD Communications and Advocacy Specialist (CAS) is responsible to develop, manage and coordinate the communication and advocacy plan of the MCD Jordan and Palestine delegations. Working with the program and field teams across the delegations, s/he will develop compelling stories to support Tdh’s communications objectives and advocacy action and help in the delegation’s external visibility, external relations, representation, communication and visibility compliance. S/he reports directly to the MCD Programme Coordinator, based in Amman.

The objective of this position is to make Tdh in Jordan and Palestine a visible actor in all the national forums and amongst the government authorities through active participation, visibility and strong advocacy communication.

The main tasks of this function are:

· To lead in the development of the MCD Communication and Advocacy strategy and its action plan in coordination with the key programme and management team To reflect the Tdh intervention through quality communication content: write periodical stories, news articles and other communication materials as per the communication plan of the delegation that target internal and external audiences of interest;

· To develop regular context analysis, trends analysis in support of MCD advocacy plan and its developments. Represent Tdh in advocacy forums and mainstream Tdh global advocacy into national programs and plans. Technically advise the MCD coordination team on advocacy opportunities and challenges.

· To produce communication and advocacy related materials in compliance with Tdh corporate communication rules, donors guidelines and in line with the advocacy plan, including stories, news articles, printed communication and visibility materials, etc., and ensure Tdh active engagement in the institutional social media channels.

· Ensures compliance with donors’ communication and visibility’ regulations and guidelines.

Specific Responsibilities / Context (Tasks)

Under the overall supervision of and with support from the MCD Programme Coordinator, the MCD Communication and Advocacy Specialist will have the following duties and responsibilities:

To lead to Tdh communication and advocacy strategy and implementation at MCD, national, regional level and project level.

  1. Lead the elaboration/reinforcement and implementation of the MCD Tdh communication strategy in alignment with the institutional and regional strategies, and assure its follow-up and update on a regular basis.
  2. Lead the elaboration and implementation of the MCD Tdh advocacy strategy in alignment with the institutional and regional strategies, and assure its follow-up and update on a regular basis.
  3. Develop the Communication Action plan and a Advocacy Action Plan for the delegation in line with the Regional MENA communication strategy and the country strategies and update that annually;
  4. Co-develop, in coordination with the Project managers, project-level communication and visibility action plan.
  5. Develop technical capacities in MCD staff on effective and principled communication and advocacy.
  6. In coordination with the project’s team, leads or contribute to advocacy programmatic components of projects and programs.
  7. Ensures Tdh representation in advocacy forums, such as the JIF advocacy forum, the Youth Peace and Security Coalition and Generation for Peace among others.
  8. Contribute in program development pertaining advocacy and communication components.
  9. Develop advocacy reports and position papers under the supervision of the Programs coordinator, the Head of offices of Jerusalem, West Bank and Gaza.
  10. Strategically monitor and map donors’ commitment and interests in advocacy and communication.
  11. Contribute to MENA communication strategy and plan.

To reflect the Tdh intervention through quality communication and advocacy content

  1. Write quality communication materials such as news articles, success stories, case studies, testimonies, one pagers and any other form of written communication as requested from the supervisor, adapted to different target groups (staff, donors, community and state actors, outside visitors, etc);
  2. Liaise with the programme team in the field to proactively seek information and news stories about the programme;
  3. Maintain organizational social media platforms with regular updates and appropriate content development and management; keeps appropriate tracking of all communication and advocacy initiatives and achievements.
  4. Contribute in developing local and national awareness raising and advocacy campaign ideas and concepts in collaboration with PC, PMs and the community mobilisation supervisors in the field;
  5. Contribute and participate in the translation of official communication materials and letters, as well as simultaneous translation when needed by the delegation as requested by the supervisor.
  6. Ensures Tdh’s global advocacy and communication initiatives are mainstreamed and effectively implemented.
  7. Coordinates with technical communications and advocacy teams in HQ and within the delegation.

To develop quality printed and media communication materials

  1. Produce, coordinate and supervise the production of all visibility and information materials in Tdh MCD Jordan and Palestine;
  2. Responsible for managing the information about all donor requirements with respect to visibility and communication and for monitoring the compliance with donor communication and branding regulations in Tdh MCD Jordan and Palestine;
  3. Based on the delegation Communication Action plan and in accordance with the project specific communication plans, organize and plan for the printing and production of all communication materials across the delegation and the programme;
  4. Collaborate with the logistic and procurement department for the selection of suppliers and procurement of the printing and produced materials ensuring the best quality standards for the products;
  5. Work closely with the contracted suppliers, such as designers, movie or video production companies, photographers and/or printing houses focal points to ensure that the best quality of design, video and image production and printing materials is secured for all products under development;
  6. Coordinate with the respective programme/project staff, the Regional Communication Coordinator and the Programme Coordinator to obtain feedback, validation and approval prior to the production of all communication materials;
  7. Participate her/himself in the development (design, audio interview, recording or picture taking) in accordance with the Communication Action plan and when requested from the line supervisor, with the support of the Regional Communication Coordinator;
  8. Establish and maintain a central digital library of Tdh MCD photos, videos and other reporting and communication content;
  9. Engage in staff capacity building of staff on communication and reporting with the support of the Regional Communication Coordinator.

Communication Reporting

  1. At MCD level, submit a regular update on the communication and advocacy activities to MCD program coordinator.
  2. Is responsible of contributing to the communication and advocacy reporting to donors, in coordination with the MCD grant management officer and project managers.
  3. At regional level, contribute to the regional communication reporting and to the regional programs reporting.

To contribute to the development of Tdh visibility at national level through media representation and networking

  1. Establish a database of media stakeholders and outlets in the country and ensure that Tdh communication work is reaching the local and national media in the Jordan and Palestine;
  2. Serve as the media focal point in Tdh MCD and prepare media briefings, press releases and statements when required by the line supervisors;
  3. Provide rapid alerts to the delegation and Communication department in HQ in case of media opportunities in Jordan;
  4. Monitor the media with regards to communication about child protection and well-being issues and prepare periodical press review for the delegation on a weekly basis;
  5. Contribute and lead in the media and communication coverage in the organization of international and national events based on an annual calendar (see UN events calendar of the organization) that enhance the delegations’ visibility;
  6. Actively participate and support the CR and the Programme Coordinator in the organization of media visits, donor visits or other high visibility events;
  7. Participate in the internal and external coordination forums as required by the supervisor.

To ensure the understanding and respect of the Tdh communication guidelines and rules

  1. Support the delegation team to understand and respect Tdh policies regarding communication; leads or contribute, depending on the relevancy, relevant training packages. Ensures information sharing at delegation level on communication and advocacy initiatives, points of attention, achievements, trends.
  2. Ensure that external suppliers respect the Tdh Corporate Identity.

Requirements for the position

Education / Qualifications

· Bachelor degree in Communication/ Journalism/ Broadcasting or any related field is required;

Experience

· Minimum 5 years experience in similar position with another NGOs is preferred or equivalent position in a government institution in Jordan or Palestine;

Languages

Knowledges and skills

· Excellent oral and writing skills in English and Arabic.

· Ability to take quality video and photographs;

· Proficiency in Indesign, Photoshop, Illustrator, Premiere software;

· Ability to communicate effectively, present the program to donors and partners, write well and express technical issues in a sensitive manner;

· Ability to work independently with little direction from others as necessary.

· Ability to travel to the MCD operational areas on a regular basis.
