Job description: The Child Protection Senior Programme Officer (CP SPO) is a senior national child protection professional, member of the management team of Tdh Jordan responsible to provide technical expertise on child protection across all programme and projects through contributing to the design, implementation, communication, capacity building and monitoring of all projects and activities in the field of child protection. The incumbent is the Safeguarding Focal Point of Tdh Jordan to ensure that Child Safeguarding and PSEA policies of Terre des hommes Foundation are effectively implemented by all staff, volunteers, visitors and partners. Due to the mandate of Tdh on the Protection of Children, a specific focus will be given to the Child Safeguarding Policy.

The main tasks of this function are:

· Technical expertise: support in the development of programmatic approaches, models of interventions and tools in the field of child protection and on the research components related to CP;

· Quality assurance and learning: ensure child protection standards are applied throughout the programme and lead on the capacity building efforts on child protection of the delegation;

· Advocacy and representation: ensure Tdh Jordan plays an active role in the national and local advocacy efforts as well well participating in local forums and coordination events with national and international stakeholders;

· Safeguarding Focal Point: support the country’s operations with the day to day implementation and coordination of the Safeguarding system- Child safeguarding, protection against Sexual Exploitation and Abuse with the technical support of the Risk Management Sector in HQ.

Context:

Tdh opened its Delegation in Jordan in 2007 and currently implements two main projects, a Juvenile Justice (JJ) intervention – started in 2011 in Amman – and a response towards the Syrian crisis – started in 2012 – in the host communities in the Northern Governorates and in 2013 in Refugee camp.

In the context of the response to the Syrian crisis, Tdh is providing a comprehensive package of services for vulnerable Syrian and Jordanian children in order to enhance their well-being and to promote their social cohesion and resilience. Through Psychosocial Support activities, life skills, informal education and case management. In addition, community mobilization is strengthening Child Protection system and mechanisms at community level to build a more protective environment for children. Capacity building of the local and national stakeholders is the cornerstone of the longer-term projects and a priority for Tdh Jordan. A specific focus on Social cohesion and integration, Child – as well as parents – participation and Youth empowerment is prioritized.

Technical expertise:

· Under the guidance of the Programme Coordinator (PC), support in the development of programmatic approaches and technical resources on child protection within the framework of Jordan delegation programme strategy;

· Provide technical expertise in the area of child protection, including child protection minimum standards in programming, case management and MHPSS approaches in project implementation;

· Under the leadership of the PC, contribute to the development of the transversal topics models of intervention as per Tdh Jordan Strategic Plan, focused on child labour, child marriage, violence against children and prevention of violent extremism;

· Under the guidance of the PC, contribute to the development of policy documents, SOPs, programme and technical guidelines, tools, fact sheets and other documents in the field of expertise as required by the supervisor and/or Country Representative (CR);

· Under the guidance of the PC, develop or support the project managers in drafting evidence based assessment reports, situational analysis and draft policy papers that enhance the organizational advocacy interventions in child protection;

· Propose new ideas and actively engage with the PC and the CR to introduce innovative approaches and interventions to Tdh and partners;

· Provide technical on-the-job support to the Case Management team, for example through reviewing case management practices and providing constructive feedback and practical advice, modelling important practices such as case conferences for Supervisors to replicat

Quality assurance and learning:

· Ensure that all projects and overall programme of Tdh Jordan are aligned with minimum international and internal institutional standards of child protection;

· Proactively participate in field missions, monitoring visits and regular team meetings to ensure that all projects and programme implement child protection related intervention in line with the expected standards of quality;

· Participate in regular programme review meetings and contribute with technical expertise in validating the quality of the implementation of child protection interventions;

· Participate in monitoring and evaluation exercises and workshops to contribute in the field of expertise during the planning, tool development and drafting of reports for the child protection components of the interventions:

· Identify best practices, document knowledge and share lessons learnt in the area of child protection, including exchanging of experiences with other delegations in the MENA zone;

· Support the capitalization of the work conducted in child protection across the various projects to document and disseminate learning on child protection in the organization;

· Ensure technical leadership on capacity building activities regarding child protection and social care services in all Tdh programmes, including those implemented with and through partners;

· Lead the development of training programs and modules on his/her area of expertise to ensure quality and synergy with Tdh approach to child protection;

· Provide directly and lead the trainings, coaching and mentoring of Tdh and partners staff and volunteers responsible for child protection and social care services interventions in the field;

· Facilitate and undertake training of trainers in the areas of expertise;

· Participate him/herself in learning exercises, including in face to face or virtual regional, global and national learnig events as required by the supervisor.

Advocacy and Representation:

· Support in the establishment and facilitation of institutional partnerships with ministries, NGOs, universities, training centres and other key stakeholders in the area of child protection and social services;

· Plan and coordinate the advocacy activities of Tdh Jordan in the field of child protection and access to social services under the leadership of the PC and the CR;

· Represent Tdh as and when needed, particularly to communities, partners and donors, with or on behalf of the PC and CRs as required by the direct supervisor;

· Liaise and build a network with local, national and international stakeholders to enhance partnering opportunities in the area of responsibility and contribute to the overall advocacy agenda of the organization;

· Contribute in writing and producing communication materials and publications on child protection;

SAFEGUARDING FOCAL POINT:

· To ensure that the Safeguarding documents and our commitment to child and human rights are made known to children, families and communities who work with Terre des hommes and that the policies (Child safeguarding, protection against Sexual Exploitation and Abuse and the Directive) are accessible and adapted to the local context. The Focal Point will achieve this goal through frequent training.

· To act as the main point of contact within the delegation for cases of abuse, i.e cases related to psychological, physical, sexual abuse and neglect against a child, to sexual abuse against a community member or to misconducts within our organization.

· To act as an entry point for concerns and respond to safeguarding allegations as per the guidelines and directives of the safeguarding system of Tdh Foundation;

· To act as the first point of contact for concerns regarding (child) protection incidents, cases of Gender-Based Violence and raise concerns to the Senior Manager/Regional Child Protection Advisor or partner organizations through adequate referral pathways as appropriate.

· To Support the implementation of the policies and monitor them at national level through the diagnostic and the annual Plan of Action and share it with the Risk Management Sector in Lausanne.

Other:

· Knows and implements all institutional policies and internal regulations of Terre des hommes;

· Respects Terre des hommes security procedures in Jordan.

· Support the leadership team to organize and facilitate, conferences, exchange of experience mission and field visits for external management staff and donor representatives;

· Any other duty as required by the supervisor and Country Representative.

S/he will have direct access to information, such as the general strategy of Tdh in Jordan, including programming objectives in the field, financial details, and security guidelines.

A professional sense of security, confidentiality, and proper representation is paramount.

The incumbent will conduct her/his duties in respect of the Charter of Terre des hommes and Tdh Child Safeguarding Policy. Terre des hommes expects that its contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.

Profile:

· Post graduate degree in Social Sciences, International Development, or Law is required;

· Sound knowledge in the field of child protection and social care services, including the national and international legal framework, policies and best practices;

· Minimum 3 years experience in similar senior position with international or national NGOs is preferred or equivalent position in a government institution in Jordan;

· Ability to communicate effectively, present the program to donors and partners, write well and express technical issues in a sensitive manner.

· Good communication, negotiation and conflict resolution skills, flexible world view and emotional maturity;

· Strong skills in program development, proposal and report writing ;

· Ability to work independently with little direction from others as necessary

· Proven experience in training and coaching teams is an asset;

· Strong capacity and motivation for team work;

· Ability to motivate and develop skills of others

· Analytical and problem solving skills

· Project cycle management skill is an asset.

· Excellent English, mothertongue level of Arabic.
