Case Manager – Access to Justice

Terre des hommes Jordan (Tdh) was established in 2007 in response to the Iraqi refugee crisis. Since then, the Migration programme has evolved into responding to various emergencies that have affected the country at different periods in time, including the Syrian refugee crisis. In 2013, Tdh established its Access to Justice (A2J) programme, which has the overall objective to support access to justice for all children in Jordan and specifically aims to facilitate the reintegration of children in conflict with law into their communities through the access to functional rehabilitation services, alternatives to detention and restorative practices. A core element of Tdh’s work in this regard is to support the Ministry of Social Development (MoSD) to provide standardized services for children in conflict with the law that comply with relevant standards and are based in an individual case management approach.

The role

For this particular position, Tdh is looking for an experienced case management professional who is familiar with the context of children in conflict with the law, flexible and has strong interpersonal skills. The Case Manager’s role will focus on mentoring, coaching and supporting the work of MoSD social workers and behavioural monitors to strengthen their capacity to apply the case management approach for children deprived of liberty or at risk of being in conflict with the law. The Case Manager will work mostly within Training and Rehabilitation Centres (TRCs) to support MoSD staff to provide services that meet relevant minimum standards and are in line with national SOPs, but will also work in the community to support -in close coordination with MoSD- prevention of children entering into contact with the law. Within the TRCs, the Case Manager’s role aims to support the TRC staff to deliver case management services according to a standard process and in line with national case management procedures whereby using standardized tools and complying with guiding principles. Where procedures are not clear or not followed, the Case Manager’s role will focus on raising awareness among TRC staff on the importance of having such procedures in place, and channelling such cases to management for further action (for example, to discuss at the ministry level and agree on an action plan).

– Child Protection Case Management services:

With the technical guidance of the Case Management Supervisor and Child Protection Advisor, provide regular on-the-job support, mentoring and coaching to MoSD staff inside the TRCs to deliver case management services especially to those children that are most at risk and vulnerable. This will include practical support in each step of the case management process:

  1. Identification and prioritisation of children inside TRCs with higher levels of risk and vulnerability who are in more urgent need of individual case management support, such as children who have been or are expected to be in the TRC for a longer period of time. Support in this step may include guiding staff on determining levels of risk and vulnerability;
  2. Filling a Social Inquiry form based on a Comprehensive Vulnerability/ Needs assessment. Support in this step may include one-to-on review of assessments whereby giving practical guidance on which elements to consider, how to present and analyse findings, provide recommendations, etc.
  3. Developing a care plan, based on individual needs. For example, in case the child is in pre-trial, focus might be on facilitating and advocating for reduction of pre-trial detention time e.g. through coordinating support in terms of legal aid; especially for children who are in the TRC for a longer period of time, focus would be on preparing and supporting the child for reintegration into their community whereby facilitating links/contact with family, behavioural monitor and/or others who have a role in supporting reintegration;
  4. Starting the care plan, including direct support and coordinating access to necessary services through referral. Support in this step may be through modelling of developing the care plan with the child and the family as appropriate, explaining the concept of family group conferences and providing guidance on how to facilitate it.
  5. Follow-up and review of care plan. Support in this step may include the modelling of review through case conferences, case management meetings, the direct follow up with the child and other parties involved in the care plan.
  6. Closing the case. Support in this step may include jointly assessing the remaining risk and reason for case closure.
  7. Based on the day-to-day interactions with TRC staff, identify strengths and capacity development needs; ensure that the findings inform the mentoring approach applied, and that findings are shared with the management for further follow-up;
  8. Support TRC staff in charge of case management supervision to put in place mechanisms monitoring and supervision of case management, such as case management meetings, case conferences, file checking, individual case discussions, supervision and coaching sessions.
  9. To support prevention of children entering into conflict with the law, Identify and assess cases of children in the community who are at risk of entering into conflict with the law.

– Coordination with actors and stakeholders:

  1. Identify the service providers in catchment areas (including in TRCs) and continuously update the mapping of services and act as a linking pin between the MoSD staff providing case management services to children at risk of being in contact with the law or children deprived of liberty and the service providers.
  2. Support MoSD’s staff to coordinate case management services provided to children in conflict with the law in TRCs and post- release, with the focus on high risk cases, with other service providers to make sure that children have access to all needed services.
  3. Sustain and broaden networks in the area of intervention with any services, stakeholders and authorities necessary to handle A2J case management activities/support in an effective manner jointly with the Case Management Supervisor.
  4. Network with actors and entities working in A2J/Child Protection related areas in the interest of information sharing and mainstreaming case management best practices.

-Reporting & Communication: Ensure consistent data collection in accordance with agreed indicator performance tracking tables and other reporting templates; provide weekly reports to Supervisor. Produce and submit a monthly narrative report about the activities conducted, challenges encountered and how they were addressed, etc.; contribute to quarterly reports.
Produce case studies and success stories of children in conflict with law provided with case management support.
In collaboration with the delegation’s Communication Focal Point, provide regular internal and external communication products focusing on case management for MENA Newsletter, websites, Twitter and Facebook MENA webpages, etc. whereby ensuring compliance with data protection regulations.
Any other tasks, as required.

-Competencies :

This role requires a mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC)

-Requirements for the position :

Education / Qualifications

A bachelor’s degree psychology, social works, or other relevant degree in line with the position responsibilities.

-Experience

  1. Demonstrated experience in assessment, case management and counselling skills with children and adults.
  2. Experience working with children who have protection concerns.
  3. Experience in or commitment to, working with individuals and families from different backgrounds and/or diverse cultural backgrounds.
  4. Experience working inside a TRC or other type of government institution is considered an asset.
  5. Knowledge and interest of gender issues and ability to mainstream gender considerations into programming.
  6. At least 3-5 years of experience in similar positions.

-Languages:

  1. IT Knowledge
  2. Native Arabic speaker. Proficiency of English is required.
  3. Excellent reporting skills using MCS Office.
