Position Summary: i-APS is recruiting for a Capacity Building and Learning (CBL) Manager for the Accountability and Research Team (ART) program that will support the USAID Assistance Platform (USAID/AP) by providing professional support services to USAID for designing and conducting evaluations, monitoring activity performance and strengthen the capacity of USAID and implementing partners’ (IPs’) staff in MEL. The CBL Manager will be responsible for identify and addressing capacity building needs of USAID/SAP, its implementing partners and local stakeholders. The CBL Manager will provide technical oversight and design trainings, provide CBL-related coaching and other learning activities and deliverables that affectively address identified gaps in knowledge and skills related to MEL.

Essential Duties/Tasks and Responsibilities:

· Design and implement capacity and learning needs assessments;

· Design and manage ART learning plans in close collaboration with USAID/AP, IPs and local stakeholders

· Design training curricula and learning pathways that improve MEL competencies in the field and enable the integration of learning into IP and USAID/SAP standard operating procedures;

· Develop or adapt innovative and responsive MEL learning tools and practices that align with USAID standards, adult/professional learning best practices, respond to a range of learning styles, and maintain integrity of monitoring and evaluation principles.

· Ensure that all capacity building activities are effective, technically sound, and appropriate to the needs of USAID/AP and IPs;

· Provide post-training follow up activities that may include formal or informal MEL-related mentoring and coaching.

· Serve as the primary point of contact with USAID AP and IPs as it relates to capacity building deliverables;

Minimum Requirements:

· Master’s degree in social sciences, business management, international development, economics, political science, public administration or related field required.

· At least 7 years of progressively responsible management experience is required, including experience with USAID funded M&E projects.

· 5 years of experience conducting monitoring, evaluations and/or assessments in developing countries.

· At least 3 years of delivering training and coaching, preferably for USAID programs

· Experience developing learning modules through a variety of methods

· Familiarity with virtual training tools

· Must have appropriate technical knowledge of M&E.

· Oral and written fluency in Arabic and English required.

· Familiarity with USAID’s objectives, approaches and operations, particularly related to MEL, is a plus.
