Needed Accountability and Localization Coordinator

ActionAid Arab Region Initiative (AAAR) is looking for Accountability and Localization Coordinator who is responsible to provide technical guidance and leadership on Transparency & localization across Humanitarian projects. This role will assist the design and rollout of accountability standards; tools and mechanisms, ensuring they are mainstreamed in the organization and implemented by providing guidance, and directly implementing accountability and localization related activities.

Job Role

Role Overview:

• To provide technical guidance and leadership on Transparency & localization across Humanitarian projects. This role will assist the design and rollout of accountability standards; tools and mechanisms, ensuring they are mainstreamed in the organization and implemented by providing guidance, and directly implementing accountability and localization related activities.
• This role provides direct oversight on all current and future programs targeting Transparency and Accountability. This role acts as a key technical focal point of ActionAid’s Humanitarian projects with key deliverables identified to achieve the project goals and objectives.
• Taking part in the design and planning of all accountability and localization component and implementing their activities.
• Provide technical leadership and guidance to Transparency and Localisation colleagues in Jordan and Lebanon, as well as technical support to other team members ensuring a cohesive approach to programmes.

Areas of Responsibility & Key Activities

Mainstreaming Accountability & Transparency Practices in the organization

1. Support the design and implementation of standard tools and mechanisms based on AA International principles, CHS, SHAPE Framework, and other relevant international standards in practice.
2. Ensure all relevant team members are inducted on the agreed accountability standards of AA AR.
3. Support programme team including partners to ground AA AR Accountability Standards and monitor the same.
4. Represent AA ARI in relevant forums, platforms and networks to share learning & experiences.

Documentation & Learning

1. Ensure systematic documentation of all AA AR Accountability practices and case studies.
2. Ensure the localization and accountability elements of the project are documented and reported against in line with donor requirements.
3. Document and share key learning after verification with team members and have it signed off.
4. Ensure new learning is integrated in practice by programme team and follow up when necessary in close coordination with the Accountability and Localization Coordinator.

Lead the coordination of the Accountability and Localization regional projects

1. As Lead – Design, and implement accountability and localization components of the Humanitarian team projects – in line with the organizational strategic plan.
2. Reports – Ensure reporting deadlines are followed up and implemented by all AA ARI stakeholders. Consolidate report of (UNDEF/ Lebanon and HUM accountability and Localization component in Lebanon)
3. Plan and support the implementation of the HUM Accountability and localization component’ activities as they roll-out.

Fundraising and proposal development

1. Provide information for proposal development as requested.
2. Contribute in programme design for proposal development

Donor Management

1. In coordination with the line manager be the focal person to provide required information to the donor when requested.

Representation

1. Represent AA ARI in all Transparency & Accountability forums, platforms and networks with the approval of the line manager.
2. Represent AA ARI with Government stakeholders and meetings.

Others

1. Closely work with line manager to ensure projects move forward strategically as planned.
2. Work with team and line manager to resolve issues linked to Transparency and Accountability in the organization.
3. Provide training to staff and volunteers when required.

Applicant Specifications

Education & Certifications

1. Essential Experience, Knowledge and Skills
2. At least 5 years’ experience working in accountability and localization or a related field.
3. BA in Governance, Development, or a related field.
4. Able to build strong team and work together in the spirit of team work.
5. Have grounded understanding of the refugee crisis in the region.
6. Experience of working with refugee and host communities and their dynamics.
7. Have good cultural understanding, and analytical skills to understand and respond to the local communities’ needs.
8. Strong interpersonal communication/negotiation skills both in written/oral Arabic and English
9. Experience in the development of accountability training
10. Good understanding of the Grand Bargain and the localization agenda.
11. Experience in the development of community-led accountability mechanisms
